As we continue to prepare for the World Meeting of Families and the visit of our Holy Father, Pope Francis, I think it's most appropriate that we pray one of Pope Stated Meeting September 10, 2015 and, that is, a prayer that was written by St. Francis of Assisi hundreds of years ago for all believers, but I think it's most appropriate for elected officials. Lord, make me an instrument of your peace. Where there is hatred, let me so love. Where there is injury, pardon. Where there is doubt, faith. Where there is despair, hope. Where there is darkness, light. And where there is sadness, joy. Oh, Divine Master, grant that I may not so much seek to be consoled as to console, to be understood as to understand, to be loved as to love, for it is giving that we receive, it is in pardoning that we are pardoned, and it is in dying that we are born to eternal life. Thank you, Mr. President, and good morning. Let me first commend Councilman Oh again on this remarkable and extraordinary effort to salute Philly's home talent wherein we're rich with young people who come with a range of rich talent. Secondly, I want to remind my colleagues, Councilmembers, Council staff and other of those who are interested that if you're like me and interested in becoming more physically fit, then we want to join you not for the moonwalk but for the noon walk, every Tuesday and Fridays in City Hall on the fourth floor Stated Meeting September 10, 2015 tomorrow, and of course the walk will be accompanied by my play list so that we can keep it interesting and not boring. Lastly, and of equal importance, is to do a salute and to say welcome back to school students and teachers throughout the City of Philadelphia. Mr. President, I learned early in my career as a former teacher in the words of William Arthur Ward that the mediocre teachers tells, the good teacher explains, the superior teacher demonstrates, but the great teachers inspire. I join the many in this legislative body whose lives were touched in a remarkable way by unforgettable teachers; teachers who made doing the extra the norm and not the exception; teachers that went well beyond telling, explaining, demonstrating; teachers that truly inspired. For me at Morton McMichael Stated Meeting September 10, 2015 8th grader, Dr. Johnson, my math teacher, inspired me. While he saw me struggle in math forever, he also noticed my drive and my earnest effort to do well. And in spite of my math challenges it was he, Dr. Johnson, that recommended me for the Philadelphia High School for Girls. He vouched for me and suggested to my mom that I was Girls High material, and for that, I am grateful. It was Dr. Johnson who was a change agent and was responsible for the new direction in my high school experience. Then at the Philadelphia High School for Girls, it was Dr. Dorothy Chilikian (ph), the Director of Athletics, a pint-sized, refrigerator-like body that was about 5' tall. From Dr. Chilikian I learned the beauty and the value of teamwork. As an 11th grader who excelled in gymnastics, I competed and ended up No. 3 in my class of 100 girls when it came to gymnastics. By example, she reminded me in 12th grade Stated Meeting September 10, 2015 longer about my individual performance, but it was the group performance of my 16 team members in the annual contest gymnastic competition. As captain of my team, my 12th grade class placed No. 1. At Penn State, it was my professor of international education who opened my eyes to the teaching of education on a global level. I would say I've been pretty lucky to have had extraordinary teachers in my life, and for that, I am grateful. What is my point in acknowledging these educators? Teachers matter. They can open up a student's eyes and be the game changer for their lives forever. In that spirit, I take this opportunity to -- I would be remiss in not seizing the opportunity to say thank you to the gazillion teachers across this region who every day are seeking to make a big difference in the lives of their students. The teachers Stated Meeting September 10, 2015 the system need to know that we are rooting for your success as you lift up and educate our next generation of leaders, who will one day occupy these seats we're sitting in, courtrooms, newsrooms, boardrooms, and classrooms. Thank you, Council President. I just want to make sure we're doing everything in decency Stated Meeting September 10, 2015 be in the newspaper later on or something. First and foremost, I want to invite everybody out to our 8th annual Community Appreciation Day this coming Saturday at Point Breeze and Dickinson Streets. Before there was Biggie Smalls, before there was Nas, there was a young man by the name of Slick Rick, who was a great storyteller. So he'll be one of our entertainers. We also have a young man by the name of Silento, who will be coming out and teaching us how to do the Whip and the Nae Nae. And we also have, for my old school folks, a legendary group called Cuba Gooding Senior Main Ingredients Band, but most importantly, it's a day where we provide community and City social service resources and improve the quality of life of my constituents that live throughout the 2nd Councilmanic District. m. , again, this Saturday, September the 12th at Point Breeze and Stated Meeting September 10, 2015 Councilmembers, today I introduced legislation to increase the Housing Trust Fund by $2 million during Fiscal Year 2016. This fiscal year the City of Philadelphia will collect about $5 million in increased revenue from properties with expiring ten-year tax abatements. Between 2016 and 2020, the City of Philadelphia will collect approximately $60 million in real estate taxes from properties who are benefiting from the tax abatement which will have expired. This figure will rise by approximately $270 million by 2025. Going forward, we must commit a portion of the City's share of this revenue to programs that help low-income families stay in their homes. The ten-year tax abatement has brought forth the largest real estate boom in decades, so it is only fair that we use a portion of the revenue created by this wave of development to maintain a level of Stated Meeting September 10, 2015 Councilman, it is my goal to promote smart, equitable development in every neighborhood throughout the 2nd Councilmanic District and the City of Philadelphia as a whole. Equitable development seeks to create healthy and vibrant communities of opportunity. The basic principle is to ensure that everyone, regardless of race, status, zip code or pocketbook or checkbook, has access to economic, environmental, social, and cultural well-being, including a living wage job, viable housing choices, public transportation, good schools, safe streets and services, parks, and access to healthy food in every neighborhood. Over the last several years, state and federal funding for affordable housing initiatives have become scarce. I am optimistic that Governor Wolf will provide more state funding, but we cannot Stated Meeting September 10, 2015 must commit more City resources to strategic affordable housing initiatives. We should commit a portion of this funding to housing opportunities for our most vulnerable citizens, such as senior citizens, veterans, and low-income families. This legislation designates 2 million in increased funding to Energy FIT Philly, a program which aims to preserve affordable housing through the coordination of home repair and energy services in every neighborhood, with high percentage of homes in poor condition. This will ensure that this funding is used for smart, cost-effective initiatives that help people stay in their homes by allowing them to make key improvements that will keep their homes in good repair and save them thousands in energy bills.
Equitable development policies such as this are good for everyone because they ensure that we are Stated Meeting September 10, 2015 citizens while reducing the anxiety that occurs when neighborhoods undergo change due to increased development pressure. And I have always been a strong advocate to make sure that our diverse communities are strong communities, but I'm also a passionate advocate to make sure as our neighborhoods change and we address the issue of blight with new development, that our long-term residents and individuals, regardless of their check or pocketbook, have an opportunity to live in any neighborhood that they want to live in throughout the 2nd Councilmanic District. And I want to thank Council President and his staff for working with us to put this legislation together as well as the co-sponsorship. Thank you very much, Council President. )
