Thank you, Madam President. It's always an exciting event in here when you have the opportunity to honor an iconic institution like Electric Factory Concerts when you've grown up in the City. I'm obviously more than 40 years old, but to grow up you with an institution like this, it's always a pleasure and an honor to be able to honor them now. They've brought so much joy to us. Recognizing the Electric Factory Concerts, one of the world's most successful and influential concert promoters, on the occasion of their 40th anniversary. Whereas, Electric Factory Concerts began on February 2, 1968, with the opening of the Electric Factory at 22nd and Arch Street in Philadelphia; and Whereas, founded by Larry 2/28/08 STATED - PRESENTATIONS Magid and Allen Spivak, the Electric Factory was the first live rock music venue; and Whereas, over the last forty years, Electric Factory Concerts have promoted over 15,000 concerts over the world and have brought nearly every major live entertainment performer to Philadelphia; and
Whereas, in 1985, they staged the largest charity concert of all time, Live Aid, at JFK Stadium, which raised $75 million for famine relief. The concert's stunning success was one of the Philadelphia area's proudest moments; and Whereas, in 2005, Electric Factory Concerts staged Live Aid, a free concert for debt relief for poorest nations on the steps of the Philadelphia Art Museum; and Whereas, nearly one million people gathered on the Ben Franklin 2/28/08 STATED - PRESENTATIONS Parkway and participated yet in another milestone in Philadelphia's music history. The show was yet another stunning success and was broadcast over the world to over 3 billion viewers; and Whereas, with unwavering passion and bold vision, Magid and Spivak have acted as architects for live-concert business. They have created trends and template, which are still followed 40 years later; and Whereas, Electric Factory Concerts have shaped the concert business in what we know today as -while founder Larry Magid continues to lead the company as both a music industry pioneer and leader; and...
Whereas, Electric Factory Concerts are also well known and respected for the philanthropic efforts raising millions of dollars and awareness for local as well as international charities; and 2/28/08 STATED - PRESENTATIONS Whereas, over their 40 years, Electric Factory Concerts have remained deeply committed to countless local charities, raising money for schools and children's programs in our area. Now, therefore, be it resolved by the City of Philadelphia that Council does hereby recognize the Electric Factory Concerts, one of the world's most successful and influential concert-promoters on the occasion of their 40th anniversary. I'd like to thank everyone in City Council for this incredible honor. This honor is especially meaningful to me. I've been fortunate enough to receive a number of honors throughout my career here in 2/28/08 STATED - PRESENTATIONS Philadelphia, but my dad was a -worked for Councilman Harry Norwich in the late '40s through the '50s, and I got to help him when I was a youngster, ten, eleven years old, in the 46th Ward in West Philadelphia, where we lived, and I would ring doorbells and knock on doors, call people and tell them my father asked them to come out and vote. And when I grew up, I actually wanted to be a city councilman; I thought that that was, like, the coolest thing that you can possibly be.
Somehow I got waylaid, I don't know; something happened to me along the way. But when we opened in 1968, we encountered a problem with the City. The mayor actually at that time wanted 2/28/08 STATED - PRESENTATIONS to close us up. And without any prompting, there were a few members of City Council that spoke up for us. We went to court and were able to open -- to continue to stay open, but it was through the efforts of the Councilmen speaking up on constitutional issues that allowed us to stay open. And when we started -- when we came up with the idea of doing Live Aid in Philadelphia, the City initially turned us down, and members of the City Council, again, spoke up for us and helped pave the way to do the show. And we got to work with Council President Verna's brother, Tony Verna, the man that created and invented the instant replay, who was the worldwide director of the television broadcast, and it was a great thrill. It's just been incredible for 2/28/08 STATED - PRESENTATIONS me to be here today to share this day with you. And, you know, I'd just like to thank City Council for everything that they've done for us through these 40 years. Thank you. (Applause.)

Whereas, the Lancers began their winning streak in the 2001-2002 season; and Whereas, the Lancers won their 100th consecutive Public League victory on Thursday, January 23, 2008, with a score of 86 to 41 and...
Whereas, Coach Frank Greco has been the girls' basketball coach for ten years and is also Central's athletic director; and Whereas, through numerous injuries -- popped shoulders, broken noses, sprained ankles -- the girls keep finding ways to get it done and leave victorious; and Whereas, as Coach Greco puts it, they're always students and classy young women, as we can see here this morning; and 2/28/08 STATED - PRESENTATIONS Whereas, Coach Greco's volunteer assistants include Vince Parsale (sp,) Liston Noels (sp?) and Ron Montgomery; and Whereas, Coach Greco provides an environment where the time can assume responsibility and consequences for their own actions; and...
Whereas, the Lancers promote a safe, calm, and disciplined environment in which students can discover and develop their talents; and Whereas, Central High School maintains a high expectation for each student on and off the basketball court. A resolution calling on the Department of Recreation to find an alternate method to closing the Robin Hood Dell East for the 2008 summer concert series.
Yes, Madam President. I'd like to speak on this very briefly, if I may.
Councilman Clarke and Councilman Jones have joined with me in sponsoring this resolution, which, for today, softly puts the spotlight on one of our city's outdoor amphitheaters located in Councilman Jones' district. 2/28/08 STATED - NEW BILLS, RESOLUTIONS INTRO. The 2008 budget hearing process has started this week, and based on testimony this week, it is uncertain if the Dell will host a 2008 summer concert series. For now, we've decided we will slow-walk our dissatisfaction with the surprise discovery that the 2008 Dell East season is now in a big question. This resolution is designed to simply kick-start needed discussions with the leadership at the Rec Department and the Capital Office. The discussions, we expect, will be open, honest and candid, but backed up and supported with documentation. With that said, on behalf of the cosponsors and myself, we will -we are, at best, sending a clear message that should those pending discussions lead us to a stonewall of unanswered questions and inadequate explanation, we will then push for a more public, open discussion about 2/28/08 STATED - NEW BILLS, RESOLUTIONS INTRO. this unacceptable prospect. Thank you, Madam President. I will be very brief. Earlier in the week, I forwarded a copy of a recent release of a book to each of your office. The book is called "The Rains," and it is written by Dr. Sulaiman Clarke, who is a graduate of Overbrook High School, Cheyney University, and he has his Ph.D. from Harvard. He's also a professor at Fisk University, Morehouse and Hampton and other prestigious black colleges and universities throughout the country. And the reason I raise this 2/28/08 STATED - SPEECHES/ADJOURNMENT book and why I've forwarded it to each member of Council and am urging all members and all citizens of the City and all students in our school system to read it, it is a truly amazing book of fiction, which is extremely backed up and researched by historical fact. And the thing that really has -- that I've noticed about the book upon reading is it that it brings to life many of the historic figures that have lived and walk the streets of the City of Philadelphia pretty much in our day unknown and unrecounted in history in many ways. In this book are people like Absalom Jones, Richard Allen, James Forton, Robert Pervis, William Catto, Fredrick Douglas, Harriet Tubman, William Still, William and Ellen Craft, and Octavius Cato, who many of you know who have been working on an appropriate memorial to Octavius Catto. 2/28/08 STATED - SPEECHES/ADJOURNMENT And the reason I raise it is, I think it's very important for people to read this and to understand that that these people not only lived and died lived in the streets of Philadelphia but walked our streets, lived in our neighborhoods, and were an integral part of the history of Philadelphia and the history of this country. And it also brings to light and brings to a realistic understanding many of the institutional structure in our building -- Mother Bethel Church. Even here in City Hall work were important segments of our history from 1800 to 1900, which was a very violent and turbulent time in Philadelphia for African-Americans and ex-slaves. It was a major hub for the underground railroad. And I think this is one of the greatest reads. It should be a movie 2/28/08 STATED - SPEECHES/ADJOURNMENT and, hopefully, one day it will be movie and it will be hopefully filmed in Philadelphia. But I recommend it reading to all my colleagues and to all of Philadelphians. If you really want to get a good idea of what real Philadelphian history is like, it's in here. So I thank you.

I want to thank you, Madam President, for bringing to my attention that it is "African-American History Month." I want to thank also my colleague Councilman Kenney for circulating that book. Sulaiman Clarke also happens to be a resident of the 4th Councilmatic District, and I'd like to put that on the record, and we are very proud of 2/28/08 STATED - SPEECHES/ADJOURNMENT him. But Black History Month was established in 1976 by AfricanAmericans for the study of African-American life and history in the City of Philadelphia, Commonwealth of Pennsylvania, and these United States of America. It was an expansion of Negro History Week, which was started by Carter Jewison out of the year 1926. I just wanted to take time in this Council to recognize two figures that made history in this City of Philadelphia. One was the first president of African-American heritage to ascend to the presidency of this Council, which was Dr. Joe Coleman, and he should be recognized in this great month. And also -- I think that was 1980 if history serves me correctly. The other is Wilson Goode, Sr., who also ascended to the Mayor's 2/28/08 STATED - SPEECHES/ADJOURNMENT position within the City of Philadelphia. And they are two great Philadelphians and two AfricanAmericans who should be recognized in this month of African-American history. Thank you.

Thank you, Madam President. I would just like to add emphasis to the need for careful deliberations on the Dell renovations. Having been a veteran of improvements in my district and how long it takes, I think the administration should be very, very cautious in determining whether the Dell should close for this summer because as bids go out, it takes a long time, the whole process 2/28/08 STATED - SPEECHES/ADJOURNMENT takes a long time, and we could end up with having the Dell closed for two seasons. So I caution them, and hopefully, that they will make sure that the Department of -- the Capital Improvements Office has a plan that's detailed and has somewhat of a schedule and time frame for the beginning of the project and the end of the project, 'cause it can get really, really hairy. We would like all of the members of Council and members within the chambers to save the date of March 12th at 9:30 a.m. The City of Philadelphia prime sponsors, Councilwoman Miller and myself, will be taking on the challenge, the challenge that we've been speaking about sometime. We've finally gotten our hearing date on this very, very significant battle as it relates to Philadelphia's ability to regulate its own gun laws. We will be sending some information to all of the members. That particular hearing will be in the Commonwealth Court, 1300 block of Chestnut Street, and we'll give you more specifics.
