Creator God, Stated Meeting December 3, 2015 life, and help us treasure how precious it is. Thank you for this marvelous and historic City of Philadelphia and for the opportunities we are given for positively influencing the lives of its citizens. Thank you for these women and men of City Council who work with Mayor Nutter and soon with Mayor-elect Kenney, all servants called to work for the common good of all children, women, and men of Philadelphia, while especially remembering our most vulnerable. God, you know that our world is increasingly unpredictable, violent, and puzzling. During this holy season, grant us hope to overcome fear, love to eradicate hatred and inequality, peace to deflate mistrust, and joy of the heart that cannot be taken away. Now today endow these members of City Council with your wisdom, your guidance, your compassion, and your vision to do the work set before them. Thank you, Mr. President. This is such -- and I usually don't talk. I go by the old rules before we make our presentations, but this is a real honor for us, not only because we have our new Police Commissioner here -- thank you. (Applause.)
And I want you to know these are folks from my district and folks who have worked in the 16th -- thank you -- all of our -- thank you. Thank you, Kathy. And we thank them all for the work that they do. Deputy Commissioner Kevin Bethel is someone I call all the time. You know, we all have our people we call Stated Meeting December 3, 2015 we are honored to be here. He too is from the neighborhood, and what he's done to help so many people in our city and what's happening with helping countless youth is just worthy of this honor, and we are just overjoyed that in our city we have this quality of leadership going backward and what's going to happen going forward to save all of these youth. So we're grateful for the privilege. Resolution recognizing and honoring Kevin J. Bethel. Recognizing and honoring Kevin J. Bethel, the Deputy Police Commissioner in the Philadelphia Police Department, for his commitment and dedication to serving the City of Philadelphia and its Citizens and to Congratulate him on being named a Diana A. Millner Youth Justice Fellow by the Stoneleigh Foundation, a post that will require him to spend the next three years addressing Philadelphia's School to Prison Pipeline. Whereas, Deputy Commissioner Bethel holds a Bachelor of Science Degree in Criminal Justice from Chestnut Hill College and a Master's Degree in Public Safety from St. Joseph's University; and
I'm going to take a moment of personal privilege and personally thank Commissioner Bethel for all his hard work and really look forward to him challenging those of us in City Council about really eliminating that pipeline. So whereas, in addition to the numerous honors, accolades and awards, Deputy Police Commissioner Bethel was a recipient of the 2008 Philadelphia Daily News Fencl Award. The Fencl Award is bestowed upon a police officer that brings a unique blend of courage, integrity and determination to the job; and
Whereas, among his many responsibilities, Deputy Stated Meeting December 3, 2015 most recently taken a leadership role in the Juvenile Justice Field. This list includes: serving on the National Academy of Sciences Committee on Law and Justice, regularly lecturing on school diversion and racial and ethnic disparities at the Center for Juvenile Reform at Georgetown University, participating as a faculty member for the International Association of Chiefs of Police Juvenile Justice Leadership Institute, serving on the Advisory Board to the International Association of Chiefs of Police, and serving as a member of the Pennsylvania Commission on Crime and Delinquency, the Youth Violence Collaborative and Youth Engagement for the National League of Cities Collaboration and the Philadelphia Juvenile Detention Alternative Initiative; and
Whereas, Deputy Commissioner Bethel's commitment Stated Meeting December 3, 2015 the Juvenile Justice System remains evident in his encompassing career; and Whereas, on February 13th, 2015, Deputy Commissioner Bethel testified for the President's 21st Century Task Force on the need for the concerted effort by law enforcement leaders to address the school-to-prison pipeline across the nation, to ensure a bright, more hopeful future for the young people across this country; and
And now, therefore, be it Resolved, that the Philadelphia City Council hereby recognizes Kevin J. Bethel for his commitment and dedication to serving the City of Philadelphia and its citizens and congratulate him on being named a Diana A. Millner Youth Justice Fellow by the Stoneleigh Foundation, a post that will require him to spend the next three years addressing Philadelphia's School to Prison Pipeline. Stated Meeting December 3, 2015 resolved, that an engrossed copy of this resolution be presented to Deputy Commissioner Bethel as a sincere expression of Philadelphia City Council's gratitude and recognition. And the Chair recognizes Deputy Police Commissioner Bethel for remarks. (Applause.) DEPUTY COMMISSIONER BETHEL: First, let me recognize the President Judges. It's kind of an interesting sight sitting up here looking from this direction.
No budget today. DEPUTY COMMISSIONER BETHEL: No budget today. I just want to thank everyone, Councilmen, Councilwomen, all of those Stated Meeting December 3, 2015 with over the years. I've been at this for 29 years, and I feel so phenomenally blessed to be able to have the opportunity to go into something I feel so passionate about, working both in the nation on the regional level and on the local level to address the number of our young people who get locked up in the system and never seem to get out. And so I feel that I have been truly, truly blessed and led by God to take a different direction in my life. And so I just want to thank the recognition, thank Councilwoman Blackwell for always being there, and I know she will continue to be there for me. But I also want to acknowledge someone behind me. Behind you you have Commissioner Ross. He is my friend, and the hardest part about leaving this process is not hanging with him, you know. But you are going to enjoy having this man behind me leading this Philadelphia Police Stated Meeting December 3, 2015 in tandem, and the ability for me to move on and do the work I've done is because of the ability he gave me and the opportunity for me to grow and do the things I want to do. And so as part of this process, I want to just publicly acknowledge him for creating the opportunity for me to be me, to allow me to do what I want to do and find my way and never, never, ever getting in the way. Not many people are fortunate enough to have a boss who can do that, and I've been so, so blessed to have one of the best bosses I could ever have. So I just want to publicly acknowledge him as I walk off this podium for all that he has done for me and my career. I will always be there for him, though he may not want me around too much, but I just appreciate everything, and you will enjoy this new Police Commissioner, because I know I have enjoyed him for eight years. Stated Meeting December 3, 2015 (Applause.) COMMISSIONER ROSS: Well, good morning. It is truly an honor to be here on behalf of Kevin and everybody here. He has done a tremendous job. You know, we would all be lucky if we could say we have that person, that right-hand person that we could always rely on. He has been mine for the last eight years. We were actually friends before that. Can't say enough about what he's done for the City, but -- and I'll tell you, I tried everything to get him to stay, folks, everything. It didn't work. But, you know, he's got a bigger calling, and his heart is there. It is pure. He knows what he needs to do, and it is something that is definitely required. And so we wish you all the luck, and we know he will be around, and God bless you, brother. (Applause.) Stated Meeting December 3, 2015

Well, I just wanted to, before we begin reading the resolution, I just really wanted to Stated Meeting December 3, 2015 acknowledge and say a few words about my very good friend Frances Jones, who has been a friend, who has been a mentor not just for me but for countless other women who have been interested in being involved in the political process. I've been around for a minute now and I'm in my 40's, but Frances knew me when I was just getting started in my early 20's and really is someone, one of the women that I think of when I think about my process and how I got here. And it wasn't just about myself. It was really about empowering young women to do work, to do good for the City of Philadelphia. And she's done so much of that through SEPTA. When I think about SEPTA, the first person I think about is Frances Jones. She's the vital link between our communities and what's happening with transportation, which our constituents desperately need. And so it's really my privilege Stated Meeting December 3, 2015 recognize Frances today, and we have a resolution which reads: Recognizing and honoring Ms. Frances M. Jones on the occasion of her retirement as the Assistant General Manager of Government Affairs for SEPTA.
And I want to also take a special privilege and reflect upon my good friend Frances Jones, who I met back in 1998 when I served as the Project Manager for a program called City Year, which was sponsored by then President Bill Clinton. While I was serving as a Project Manager, Frances represented SEPTA and really gave her heart and her passion to making sure that young people who were serving the City of Philadelphia were in good hands, and I remember the SEPTA organization provided us TransPasses on our first start-up year and from that point forward was very supportive of the City Year AmeriCorps program. So I just want to thank Frances for all her great work and Stated Meeting December 3, 2015 City of Philadelphia. And the resolution reads: Whereas, since 1995 Frances Jones has served as the Assistant General Manager of Government Affairs for SEPTA where she became an expert in both City and State governmental issues; Whereas, before joining SEPTA, Ms. Jones worked for The Center City District as Director of the Neighborhood Services Program and was also the Vice President of the Philadelphia Commercial Development Corporation. During that time, Ms. Jones became very active throughout the City creating programs and services, often for low-income communities; and
And a small point of personal privilege. When she worked at PCDC, she worked with Councilman Wilson Goode, and I have gray hairs because of it. Whereas, Mrs. Jones served as Stated Meeting December 3, 2015 under Mayor W. Wilson Goode, Sr., working to build links between business, industry and City government; Whereas, beyond her professional work, Ms. Jones has been very involved and deeply invested in the City of Philadelphia. She was the co-founder with Councilwoman Blondell Reynolds Brown of the "Women Making a Difference" event. She has been a Trustee for Berean Institute and on the Board of Freedom Theatre and is currently a Board Member of City Year Philadelphia; and
Thank you. Since everybody has a personal note about Ms. Jones, I'd just like to say that as part of somebody being responsive, as a Councilperson when you call different offices, not everybody always gets back to you that you would think they would, but one thing about Frances is that she gets back to you, and not only gets back Stated Meeting December 3, 2015 to the constituents that we represent, and that's important, because they're the people who really need it and that's what we appreciate the most. So thank you. Whereas, Ms. Jones often extends her expertise to a number of groups and non-profit organizations, external affairs, and established an effective Public Relations and Marketing Ministry; and Whereas, Ms. Jones has demonstrated her ongoing commitment to young professionals in her service as a mentor. By lending her personal guidance and support, Ms. Jones has been instrumental in the lives of many; and
Whereas -- and let me likewise say in West Philly, we're even going through improvement projects now, and over the years she's always been efficient, easy to work with, and very good in constituent services and in our Stated Meeting December 3, 2015 No matter what it is, she handles it well and handles people well and likewise has been a wonderful friend to all. Whereas, Frances Jones has always identified education as a critical factor for her own success. She says her career was launched with the help of a good education, including a Bachelor's Degree in Elementary Education from Cheyney University; now, therefore
Now, therefore, be it resolved, by the Council of the City of Philadelphia, that it hereby recognizes and honors Ms. Frances M. Jones on her retirement as the Assistant General Manager of Government Affairs for SEPTA. And further resolved, that an engrossed copy of this resolution be presented to Ms. Frances M. Jones as evidence of the sincere sentiments and deep admiration of this legislative body. Congratulations. Stated Meeting December 3, 2015 (Applause.)
And before I recognize Ms. Jones for remarks, I have to throw in my personal story. Ms. Jones grew up in North Philadelphia, the place that we call home.
And I say I grew up in the 5th Councilmanic District, but I made just a slight -- took the bus across the Strawberry Mansion Bridge into the 52nd, which still has a five-minute. So I'm still good there, so...
Yes, always. Have to be. Before I start, I want to just say that you know as it's time to leave government when you come in to government -- I came in with Bill Green as Mayor, and then I'm working -- I was working with Bill Green, Jr., as a Councilperson. I was Deputy Director of Commerce under then the first African Stated Meeting December 3, 2015 Mayor, W. Wilson Goode, and then I worked with Wilson Goode, Jr., in City Council and at PCDC, and worked with Curtis Jones, Jr., as he said, at PCDC and Al Spivey, Jr., at PCDC, and now both of them in City Council. It's time to go when you start working with the fathers and then you're working with the juniors. So I took a hint. It's time for me to leave. But in all seriousness, I have to give praise, glory, and honor to my Lord and Savior, Jesus Christ, because without -- it's been a tremendous journey, and I know that without the strength of my Lord and Savior, it would not have been possible, because there were days when he carried me, there were days when he held me up, and there were days when he just let me rest because he knew that as -- that I just needed to have it. So I want to say good morning to Council President Clarke -- thank you Stated Meeting December 3, 2015 that you've done -Councilwoman Bass and other members of this outstanding City Council. And I say "outstanding" because I am telling the truth, because this is one of the best City Councils that there is in the nation and in the City of Philadelphia. (Applause.)
I'm honored, yet humbled to accept this resolution this morning for my years of service at SEPTA, which really is a culmination of 35 years being a public servant. It has been an exciting and challenging journey, but I made it. However, I didn't do it by myself and in isolation, and I would be remiss if I didn't acknowledge those that were instrumental in my success, many of whom are here today: the support really of my biological family, my brothers and sisters; my Enon family who are here today with my pastor, Reverend Dr. Alyn E. Waller of the great Enon Tabernacle Baptist Church, and his wife, Dr. Ellyn Stated Meeting December 3, 2015 Waller, here with me today. I'm not going to give any more names, but I had to do that for my pastor, because he's my spiritual leader. My SEPTA colleagues, there's so many of them here today, and the new General Manager, those were people who worked with me, because I didn't do it by myself. You are only as good as the succuss of your last project and only as good as the people that work with you and work for you. I couldn't have done it by myself. The members of The Links, Incorporated, Philadelphia Chapter, the founding chapter; sorors from my sister sorority, Delta Sigma Theta, Incorporated; friends from -- my sister friends from Alpha Kappa Alpha Sorority, and I love them too; and last but not least, my sister friends, who are all retired that take spontaneous trips, and now I can join them without having to take vacation time. Everyone standing here with me today has played a part, and as I look at Stated Meeting December 3, 2015 person, there's a story. But the real story is about the opportunity to serve people and to be a servant and impact lives, and I hope I have accomplished that in some small way. I'm going to stop really before I tear up, because usually I'm like the Sergeant-At-Arms, I'm the person that's orchestrating the pictures, telling people where to stand, who to do what, sit down, stand up, look this way. But today I'm the center of attention for this resolution, and I am going to be submissive and do what needs to be done. So until there are two words, two different words or they find two words that can describe "thank you," from the bottom of my heart, the people that represent from the City of Philadelphia, thank you so much. I appreciate the opportunity to serve. (Applause.)

And a non-privileged resolution approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the Model Cities Urban Renewal Stated Meeting December 3, 2015 Area, identified by house numbers and street addresses as 1248 North Nineteenth Street, 1301 through 1303 North Nineteenth Street, 1901 through 03 Ridge Avenue, 1905 Ridge Avenue, 1917, 1919, 1921 and 1929 through 35 Ridge Avenue (including 1909 through 1913 West Thompson Street, 1300 North Nineteenth Street, 1306 through 10 North Nineteenth Street).

Good morning. Thank you very much, Council President Clarke, City Councilmembers. My name is Nina Ahmad. I'm the current President of the Philadelphia Chapter of the National Organization for Women. We are here in support of Resolution No. 150914. Just a few comments. The three public servants charged with one of the most important jobs in our society have broken the public trust in a shameful way. Prosecutors Frank Fina, Marc Costanzo, and Patrick Blessington sent, viewed, and disseminated e-mails that devalued, demeaned, and ridiculed women, members of the LGBT community, and people of color, all within the walls of the Stated Meeting December 3, 2015 AG's office of Pennsylvania. The e-mails depicted women in compromising, x-rated situations, caricature images of African American babies, and mocked gay men. Yet for all of this, they were hired as top prosecutors by Philadelphia's District Attorney Seth Williams, who then decided that they should not suffer any consequences for this gross betrayal of public trust. Instead, they underwent office-wide sensitivity training, which did not address the deep-rooted biases against women and minorities. So Philadelphia now stands with the members of City Council to support this resolution, and we want to make sure that there's no room for hatred in the halls of justice. Thank you.

Hi. I am a member of Philadelphia NOW. It is important that District Attorney Seth Williams take action to remove Frank Fina, Marc Costanzo, and Patrick Blessington from their office. We should feel confident in the integrity of the people who are trying to -- or are supposed to be protecting us. As a young woman living in Philadelphia, I do not feel confident in the ability of these men to do their jobs effectively. If no further action is taken, it sends a message that this type of behavior is acceptable. Philly NOW is glad to stand with the women of City Council who denounce the demeaning, misogynistic, and racist e-mails sent on state-owned computers by prosecutors currently employed by Philadelphia's DA's office and call for their dismissal. Truer words have never been spoken by a founding father in the sacred Cradle of Liberty. He and the other founding fathers were very concerned about potential abuses of power in the government that many had sacrificed so much to get. So they passed laws. 18 USC Section 2381, whoever knowing of an offense against the United States or its citizens has been committed or received, relieves or assists the offender in order to prevent his apprehension, trial or punishment is an accessory after the fact. And there are punishments on this document that relate to that charge. Now, 9/15/96, Daily News article, Even the federal government has Stated Meeting December 3, 2015 been suckering unsuspecting buyers, auctioning off the homes of owners who welshed on federally financed loans. 1/15/14, City Paper article, Ryan Briggs, The corner of 51st and Baltimore is a confusingly troubled intersection. It is a bridge between the biggest commercial strip in West Philly and thriving neighborhoods to the east. Patterson, the influential president of Black Clergy at the time, had the ear of many politicians. Chaka Fattah announced Patterson's retirement to Congress within the year. Councilwoman Jannie Blackwell was on the Board, steering nine private lots, millions in subsidies to BARC. One property owner resisted the eminent domain process for years. The Redevelopment Authority, which handles condemnation and condemning the buildings on the 5000 block and other projects more than once over several years, was commanded to do this to this gentleman's property. Stated Meeting December 3, 2015 TV show and other things, No. 19, James Dupree, My story is a tragic one but is not alone. It has been the principal that our City government enacts so egregiously on taxpayers. There is no supermarket plans for the development at this location. The last seven years of my life have been a living hell, waking up every day living the life of uncertainty. This pain and suffering is for all those who cannot and do not have the means. This law kills people. These articles and previous submissions require immediate de-funding and investigation of the Philadelphia Redevelopment Authority, or more laws as in above previously mentioned are violated by you the agents and agencies of the government and now accessories after the fact. Mr. President, members of City Council, I'm here to support this morning on the behalf of one of the co-chairs of the African American Male Commission, and we also have Commission members joining me to support fully the passage of 150594, 150573. I'm here, as you know, as one of the leading advocates in the City for African American males, and this is a giant step forward to create a commission. As I speak here today, 252 homicides have taken place in the City of Philadelphia. Eighty percent of them are African American males. We have 2,280 gunshot victims in the City so far this Stated Meeting December 3, 2015 year -- I mean, 2,282 assaults with guns, a thousand of them or more are actually gunshot victims. Eighty percent of them are African American males. Fifty percent of all males in the City of Philadelphia are jobless. So this bill will allow the Commission to operate to make a recommendation to the new Mayor on how to deal with the crisis that we're suffering in the City of Philadelphia. So I wish you take this issue very seriously. I know that you do, and pass these Bills 150594 and 150573-A. Thank you very much.

I would like to be heard. Thank you very much. I certainly appreciate and support the resolution in its spirit and intention, and it is a terrible issue that has been raised, but I personally have worked with Stated Meeting December 3, 2015 12/3/15 - STATED - 2ND READING Patrick Blessington in 1986 through 1988 and what is my understanding that is incorrect in the resolution is that while he was in a group of prosecutors that had been sent these e-mails, he did not forward them, did not circulate them. That is consistent with the Patrick Blessington that I know who has worked long hours, weekends, and holidays for the past 29 years on behalf of all victims, including women, minorities, persons with disabilities, LGBT victims. He's treated them respectfully. And these are allegations I just want to note that because of my personal knowledge of his work ethic and his good character, I cannot support this resolution, but I certainly support the spirit and the effort behind it. To the President Stated Meeting December 3, 2015 the Council of the City of Philadelphia, the Committee on Public Property and Public Works, to which was referred Bill No. 150809, entitled "An ordinance authorizing the City's Managing Director or his designee to enter into a cable television franchise renewal agreement with Comcast of Philadelphia and Comcast of Philadelphia II, renewing the cable television franchises granted by the City to Comcast for Franchise Areas I, II, III and IV, under certain terms and conditions," respectfully reports it has considered and amended the same and returns the attached bill to Council with a favorable recommendation.
