6/14/12 - STATED - 2ND READING Those opposed? (No response.)
And a privileged resolution recognizing and commemorating June 23, 2012 as Vincent Chin Remembrance Day in the City of Philadelphia, introduced by Councilman Oh.
Thank you very much, Mr. President. If I could be heard on the matter for a few minutes --
-- I'd like to address the Council. Thank you very much, Mr. President. The reason I wanted to address the Council is because most people may not know who Vincent Chin is, and I just wanted to give a brief history of why this resolution is being introduced. 6/14/12 - STATED - 2ND READING Vincent Chin was murdered 30 years ago. The day before he was to be married, his friends took him out to a bar, and there two men taunted him and harassed him by saying that it's because of you Japs that we don't have jobs, that we used to work in the auto industry here in Detroit. Although Vincent Chin was an American citizen, born and raised in America, served in the U.S. Army, they began to assault him, even though, as it turned out, they were employed. He ran out of the bar. They chased him out in the parking lot. They beat him. They kicked him. He ran away again. And they went into their cars and took out some baseball bats, chased him down the street and beat him to death in front of a crowd in front of McDonald's. What happened next was the important aspect of this case. The prosecutor and the judge offered manslaughter, stating that these were upstanding citizens, and they were given 6/14/12 - STATED - 2ND READING three years probation and a $3,000 fine, with no jail time. As a result of a lot of community activity, which was a nationwide issue, the Justice Department got involved and did bring charges against these men on civil rights violations, but it was a shocking case of pursuing, re-pursuing, pursuing again and beating a man to death for no good reason in such a public manner and then to have our judicial system say that it was not murder, that it was understandable manslaughter. And so we do remember this day, and I would ask my fellow Councilmembers to vote for the adoption of this resolution. Thank you very much. (Duly seconded.)
Thank you, Councilman. It's been moved and properly seconded. Those in favor? (Aye.) 6/14/12 - STATED - 2ND READING
There are no other resolutions on the Final Passage Calendar, Mr. President.
Thank you. Before we ask Councilwoman Brown to recess, I just want to say briefly that Bill Nos. 120340 -Councilman Jones, did you want to -
It's my sad duty to report that a Philadelphia hero was lost last night. Dr. Robinson, who 6/14/12 - STATED - 2ND READING is, among many things, an author, a historian, uncle to departed State Representative Richardson, passed away. He was a long-term advocate for inclusion, was the first Minority Business Enterprise Council Director. He fought for black studies at that time in the school system ironically. He did a lot of great things as a member of the 8th Councilmanic District, passed away. He wrote many books that many of us may have read - Black Rhapsody, the song High Princess, the journey of the song High People. All I can say is that Philadelphia is a sadder place because of his contributions, we will never hear his voice again. He was an orator, did a lot of great things for a lot of people in this town, and it just is shocking. I guess all of us are called one by one, but he will be a great Philadelphian missed. Thank you, Mr. President.
Thank you, Councilman. I concur. He has touched many lives and was a great man, and he will be missed. Before we recess, what I'd like to say, Bill Nos. 120340-A and 120173 and 120175 were on the Calendar to be amended. Those bills will be taken up when we reconvene at the call of the Chair, which shall be after we have significant conversations.
