Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. The Council will please come to order. Members will take their seats and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair recognizes Rabbi George Stern, Executive Director of the Neighborhood Interfaith Movement. He is here today as the guest of Councilwoman Brown. I would ask all members and guests to please rise. (Everyone rises.)
President Verna, I thank you for this opportunity to join with you to begin this Council session in a spirited unity. As a citizen of this great City and as the Director of Neighborhood Interfaith Movement, I offer appreciation for all the good that you continue to do, and I express my gratitude to my own Councilwoman, Donna Reed Miller, for her ongoing support and to Councilwoman Blondell Reynolds Brown for inviting me to share a few brief thoughts with everyone here today. So let's take a few moments for prayer and meditation. God, we address you in many languages, Arabic, Hebrew, Tibet, English and hundreds more. We address you in sign. We address you through dance, through music and through silence. And we call you by many names, Elohim, Allah and Lord, Master, Compassionate One, Peace. We say "he." We say "she." We say "you." Some find you in the Torah, others in the Testaments, Old and New. Some look to the Carong, others to the Bhagavad Gita. We find you in the distance and we find you in our souls. But above all, we who lead know you by what you expect of us. time, in this City of Brotherly Love, you call us to love. You call upon us to offer the best education to our children. You call upon us to assure the health of all our citizens. You call upon us to house and cloth all. You call upon us to stop the violence and to find people jobs. You call upon us to create an atmosphere of hope, energized by fairness and justice. Guide us, God, as we work together with our current Mayor and with he whom our citizens have chosen to lead us in the future. We work together to provide efficiently and effectively, economically and ethically for the needs of our brothers and sisters who have entrusted their lives and the lives of their children into our care. Be with us as we make tough decisions so that we do what is best for our City as a whole even in the face of noisy self-serving opposition. Help us to be the best servants we can be to our to you. Lead us in straight paths, God, and keep us on the way. Amen. (Amen.)

Thank you, Madam President. It certainly gives us great pleasure to stand here this morning and recognize one of our outstanding police officers in the City of Philadelphia and particularly someone who works in the Ninth Councilmanic District. So I am honored here today to stand with Councilman Savage to present this resolution honoring the bravery of Police Officer Mark Mroz. Whereas, the Council of Philadelphia is pleased and proud to honor Police Officer Mark Mroz, community 2nd Police District, for his heroic deeds on the afternoon of Friday, July 27, 2007 when his quick action saved the life of a two-year-old boy; and Whereas, on that afternoon, an hysterical Jasim Olibrice ran into the 2nd Police District holding his 23-month-old nephew and begging for help; and
Whereas, Police Officer Mark Mroz heard the commotion and ran up and took the child from Olibrice and immediately began to perform CPR and asked his Captain to call an ambulance; and Whereas, Police Officer Mroz realized that the child was having a seizure, had stopped breathing and had become unconscious; and Whereas, Police Officer Mroz revived the boy twice with CPR, with help from Police Officer Stephanie Ahrndt, before the ambulance arrived about eight later; and
Whereas, the boy, Kinji, was rushed to St. Christopher's Hospital for Children, where he was treated and released that night; and Whereas, Police Officer Mroz has been nominated for the Officer of the Month award by his Sergeant, Frank Barclay, who was witness to the incident; and Whereas, a few days after this incident, Officer Mroz and Officer Ahrndt were united with a happy and smiling Kinji, who had completely recovered from the incident; and
Whereas, NBC 10's Edie Huggins remarked that it was a day that Kinji will probably never remember, but it's a day that his family and police officers of the 2nd District will probably never forget; and Whereas, Police Officer Mroz has been praised for his quick action life, he responds with, "I was in the right place at the right time and I was just doing my job"; and Whereas, Police Officer Mroz is an 11-year veteran of the Philadelphia Police Force and lives in Northeast Philadelphia with his wife and six-year-old daughter. Now therefore
Resolved, by the Council of the City of Philadelphia, that we hereby recognize and congratulate Police Officer Mark Mroz for his bravery and quick action which saved the life of a two-year-old Philadelphia resident. Further resolved, that an engrossed copy of this resolution be presented to Police Officer Mroz as evidence of the sincere admiration of this legislative body. Certification that this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 27th day of September 2007. The Chair recognizes Officer Mroz for remarks. OFFICER MROZ: Thank you, ladies and gentlemen. As I was saying before, all this that I've been recognized for this one task is unbelievable. I just was basically doing what I try to do every day, doing the job that I love to do and helping the citizens of Philadelphia. I wanted to thank all of you. And I just recently ran into little Kinji on Sunday with his mother and he's still doing good, and I expect to pay a visit to him over the holidays. He lives pretty close to my house. So he's doing And, again, I want to thank you. (Applause.)
Thank you. OFFICER MROZ: I'd also like to acknowledge my Sergeant, Joe Presby Orca, and my Lieutenant, Lisa Harner, from the 2nd District here. (Applause.) LIEUTENANT HARNER: I'd just like to say a few words about Officer Mroz. It's great that he's being recognized today for this true act of courage that he did. However, he does a great job every day in serving the citizens of the City, and we're proud to have him protecting the community and as a part of our police family. (Applause.)

The Chair now recognizes Councilwoman Brown, who will present a resolution honoring Experience Corps on the occasion of their 10th anniversary. Will Mr. Robert Tietze and those accompanying him please join the Councilwoman at the podium. And I believe Councilwoman Miller is going to also be joining Councilwoman Brown.
Thank you, Madam President. As I read this, I would like all of the members of the Experience so we know who you are and remain standing while we salute you with this resolution. To my colleagues and those of us in the audience, we know that young people in schools from grades K through 3, children learn to read, but from 4th grade on, children read to learn, and the Experience Corps is in the business of ensuring that many, many more of our young people are graduates of our Philadelphia public high schools and they are not in the twilight of their lives, but these are vibrant, energetic attentive, caring citizens who care about the young people who we are trying to learn to read and then the others who we want for sure to move on and read to learn. With that, we are honoring the Experience Corps Philadelphia on the occasion of its 10th anniversary. Whereas, Experience Corps Philadelphia began in the 1995-1996 older adult volunteers in tutoring and mentoring our young people K through 3 students in order to increase literacy support in our Philadelphia's public elementary schools; and Whereas, Experience Corps Philadelphia, which started in just two schools with a handful of devoted volunteers, now operate in over 40 schools with more than 500 volunteers providing more than 200,000 hours of support to 3,500 students. They are making a difference. Whereas, students supported by Experience Corps Philadelphia have raised their reading ability by an average of 1.5 grade levels per year; and
Whereas, Experience Corps Philadelphia is the flagship and leader within the national Experience Corps program, which spans 14 cities, serves as a model for similar projects in cities such as Boston, Cleveland, New York, Washington, DC, Portland, Minneapolis, Port Arthur, Chicago, Baltimore, Kansas City, San Francisco, Indianapolis and others; Whereas, volunteers of Experience Corps Philadelphia have been shown to benefit through improved physical and psychological health, increased community connections and rewarding friendships with fellow volunteers; and Whereas, Experience Corps Philadelphia has been hailed by local teachers, principals, community leaders and legislators; and
Whereas, Philadelphia Experience Corps has developed a national model, Leadership Institute, for older adults to develop their skills as community and civic leaders; and Whereas, these achievements were recognized nationally in 2004 when the United States Administration on Aging as an, quote, "Aging Well, Living Well Program Champion," end quote, calling the program a pioneering model for the nation, and in 2006 was recognized by the National Council on Aging as one of four premiere models for the civic engagement of retirees and older adults, and was selected by Harvard University's Robert Putman as one of the 12 most effective programs in the United States at building social capital. Now therefore resolved, by the Council of the City of Philadelphia, that we hereby honor all of you of Experience Corps on the occasion of your 10th anniversary. Further resolved, that an engrossed copy of this resolution be presented to Robert Tietze, Director of Experience Corps Philadelphia, as evidence of the sincere sentiments of this legislative body. Introduced by Blondell Reynolds Brown, my colleague Councilwoman Donna Reed Miller, and sponsored by all the members of the Philadelphia City Council. Thank you, Madam President and esteemed members of Council. The volunteers you see behind you represent just the tip of the iceberg of the over 3,000 older adults in Philadelphia who have provided over a million hours of support to children over the past ten years, and our hats are off to them for the incredibly hard work they do to change the lives of children, to increase literacy skills and to support what our school system is doing. A program like this is really a team effort from everyone. The leadership of Councilwoman Reynolds Brown, who we could not be -- we would not be here, we would not be where we are without her support, and many other members of Council, as well as State Representatives Dwight Evans, Speaker O'Brien and others. I just want to thank all of you and I want to invite you all to our schools to come out and we'll give you a tour and show you what these great incredible people are doing. Over the years, we've had many staff people build this program, and behind me are just some of the staff, and I want to tip my hat to them and to recognize them for the great work they do to make this program happen on the ground. Madam President, I might add to that the retirees are former homemakers, former school teachers, former principals, but the common thread is that they all care about our Philadelphia's children. Thank you, Madam President.
You're welcome. The Chair now recognizes Councilwoman Miller, who will present a resolution recognizing Double Lyte Posse Sportbike. Will Ms. Patricia Redmond and Mr. Harold Best and those accompanying them please join the Councilwoman at the podium. I see that Councilman Clarke is also joining Councilwoman Miller for the presentation.
Good morning, everyone. It is my pleasure to honor and recognize Double Lyte Posse today. This is a group that has been so actively involved in the Northwest, and of groups that many times don't get a lot of public recognition and it's really great to be able to do that, to honor them today. Recognizing, honoring and celebrating Double Lyte Posse Sportbike Motorcycle Club of Pennsylvania for their invaluable efforts, community involvement and their pledge to always remember those that are less fortunate. Whereas, in 1994, on the Plateau in Fairmount Park, a small group of friends sharing the commonality of the thrill of the ride decided to officially unite under the name of Double Lyte Posse, DLP; and Whereas, through this unofficial family tree a seed of philanthropy was planted and the group grew into a full-fledged campaign to give back; and Whereas, Double Lyte Posse's core commitment is to always remember those that are less fortunate than we are; and
Whereas, in 2006 at an anti-gun rally in Harrisburg, Double Lyte Posse met Patricia Redmond, a conscientious philanthropist, and the doors to more City involvement were opened; and Whereas, through this meeting, Double Lyte Posse, Patricia Redmond and Councilwoman Miller began targeting volunteer work in the Philadelphia public school system's Safe Corridor Project, helped with motorcades for funerals of child victims, Town Watch Integrated Services programs, and the list goes on and on; and Whereas, Double Lyte Posse received the Volunteer of the Year award and will continue to participate in events such as Philadelphia AIDS Walk; Breast Cancer: Walk for a Cure; Stop the Violence; Town Watch Integrated Services: National Night Out; Philadelphia public school truancy programs; the Jena 6, and 10,000 Men: A New Day in Philadelphia; and Whereas, over the past 13 years, Double Lyte Posse has successfully grown in membership and community and civic affiliation; and
Whereas, Double Lyte Posse has pledged to remain steadfast in their determination to give and to see twice as much impact in their next 13 years. Resolved, by the Council of the City of Philadelphia, that City Council hereby recognize, honor and celebrate Double Lyte Posse Sportbike Motorcycle Club of Pennsylvania for their invaluable efforts, community involvement and their pledge to always remember those that are less fortunate. First I'd like to thank God for what he has done for me, and I thank God for Double Lyte Posse and Councilwoman Donna Reed Miller and Councilman Clarke for helping Donna with this. And I wanted to say for the first time in my life to be here to say, Good morning, Madam President.
Double Lyte Posse is a group that would get together, try to stop the violence, try to do things to help the City. I consider us being an ambassador of Philadelphia when we leave to go out of town. I thank you all here, City Council, for recognizing us, because for the last 13 years they have not been recognized. We're trying to do a lot of different things to stop the violence here in the City, to make Philadelphia a better place and bring it back, as they call, the Brother of Love. With your help, when we send out papers, our proposal to you guys in City Council, please help us out, and anything that we can do in anybody's district, you may contact us on our website, which is DLP website, Double Lyte Posse Sportbike. You can reach us through there or through Councilwoman Donna Reed Miller. We also call ourselves Donna Boys, because in the end, problem, she'll call on us and she'll know that we'll be there, any time, any hours of the night, and that's what it's all about. We also help the Philadelphia Police that when they need extra help, they also call on us and we're there. We try to give a helping hand to anybody in the City, the hospitals, the old folks homes, anybody, children, persons on drugs. We try to help them also. They told me don't talk for two minutes, but I can't help it. But it's what it's all about, is being real, and that's what we are. They're pulling my coattail now. So I wanted to thank you all, and I really want to thank Philadelphia for letting us be the number one bike sports club to even get one of these. I got to say that. The only motorcycle club to ever receive one of these. And I -- and I know that my President in his Vice-president, we are very honored to receive that, and we want to say thank you. (Applause.)
