Planning
Planning.
Thank you Chair Bergman
Thank you, Chair Bergman.
And good afternoon.
David Fecto with the City Planning Commission.
Chairman and board members, the comprehensive plan recommends no change to the RSA-5 residential single-family zoning at this location.
This appears to be a legalization of an existing two-unit building.
The City Planning Commission recommends the board grant their proposed use variants for two dwelling units.
Thank you.

mr chair we can proceed i believe she's already been sworn in
Okay. This application is for use as a single-family household living in a child care center in an existing structure.
The proposed use of child care center is prohibited in the RSA 5 zoning.
Multiple principal uses on a lot are prohibited in the RSA 5 zoning.
The 44th Ward has sent a letter of support, and Councilperson Gauthier has wrote her support and made references that this was previously approved, and she would like that she had approved again.
Our vice chair has a few questions for you, okay?
Good afternoon, Councilor. Do you agree to wait to read another refusal or stipulate to his accuracy?
Have you emailed that? Oh, excuse me.
Have you emailed in all the required documents that's needed to proceed with this case five days in advance of this hearing?
You're talking to me now?
Yes, ma'am.
Oh, I'm sorry.
Did you email in all the required documents that's needed to proceed with this case?
Yes, I did.
Thank you.
You can now share your screen.
Share it now, right?
Yeah, so why don't you start your testimony and show us what you have.
Ms. Cartwright, I just want to note, if you have someone else there with you, you need to be the one doing the testifying, okay?
Okay, we just ask that the other person not speak because that confuses our court reporter about who's speaking.
Thank you.
Carter, tell us what you want to do.
Okay, what I want to do is have a daycare on the lower level.
That's the first floor?
Well, no, it's the lower level.
It's the first is the basement.
But the basement shows photos of that.
Is that the lower level there?
Yes, it is.
That's it.
And this is already operating, right?
Am I correct?
No, it's not operating.
This is the door to the front.
So that's where you're going and everything's in the basement there, right?
That's right.
And above that, tell me what's above that, a household living?
Yeah, that's an apartment.
How many apartments is the place?
There are two apartments.
And the first floor and the basement are going to be daycare.
So the daycare is in the basement and the first floor.
That's right.
And above that, you had an apartment.
I have an apartment, yes.
This was approved before, but you never, you never followed through.
Tell me what happened.
Yeah, it was approved before.
And I didn't proceed.
I didn't know there was a limit to the time you could start it.
And I was putting, making this daycare for my daughter, who's a graduate in early childhood.
And I didn't know it was, you know, you had to do it right away.
So I kind of slow did it because I wanted her to have more experience in the daycare.
So she got a job in daycare.
and as she had the job at daycare, I slowly finished this place, but I slowly did it because
I want her to have a lot. Now she's had four years experience in daycare. She's been promoted
to lead teacher in her, where she's working. And now I feel that she's capable of coming in here
and doing this business. Now I'm a retired school principal teacher and I'm going to be there with
her, but I wanted to make sure that she was capable. I felt she was capable to look after
children, which is such a responsible
position. Let me ask you this. Do you have
photos of the first floor where this is going to be, too?
Say it again.
Have photos of your
first floor, because you're saying the first floor is a
daycare, too? No, the first floor
right now is vacant.
A lady was living there, and she's
moving out, and
I really want to keep the first
floor like it is, but I'm going to do what I have
to do. But the
right now, she's not there, and
nobody's in the basement now.
i'm just making sure that everything is right in the basement and the first floor both are
going to be the daycare yeah well i want to open that to the daycare if we expand to bring in
after school children um and you don't have any photos of the first floor no not at the first
floor but that's where the day the first floor is going to be where the daycare is too am i correct
I plan on expanding to it later
but right now the daycare is in the basement
so that's the two
the photos you have now are the two different floors
point to me
because I don't see which one is
which one is the first
where the basement is
okay this is
the top one
the top one is the basement
And the bottom one is the first floor.
and the bottom one is the first floor
I think, can I jump in just for a second?
I'm thankful
Go ahead.
The plan that's on the right that has the shaded area, that's the basement plan?
And then if you move that and the plans that are behind that, the one on the top is, well, you know, you can, if you go back to the other plans.
The plan that's on the top is the first floor plan, and the plan on the bottom is the second floor plan.
That's right.
So the first floor is still.
This is the second floor.
This one, this bottom one is the second floor of the building right here.
Correct. Right. That's the second.
That's right.
Yes. And the one above that is the first floor because those are the steps to the porch, the front door.
I guess dining room, whatever,
or whatever kitchen that was there,
and then it looks like two bedrooms and a full bath.
That's right.
Questions from the board?
Say it again.
Can we blow up?
I'm talking to the board.
Can we make that bigger?
Can you make that full screen?
make this this picture with the two departments you want me to make it full screen
yes i'd like to see both pages but one at a time
there it is
you're not planning to make any changes to the second floor like the second floor plan
no we're saying that's how it would stay yes when you would do the first floor later well
i didn't plan to do too much to the first floor more except for uh if we expanded to have after
school children then i was going to have the this area here you know the top area there
