Thank you, Council President. I was urged by Councilmember Bass to speak on this very, very important matter. Sunday evening will be a very important football game Stated Meeting November 16, 2017 Philadelphians will be looking at. The interesting thing -- and I would like to advise the citizens of Dallas, Texas that their city is named after Mifflin Dallas, who was Vice President in 1841 through 1845 under President Polk. But the most important matter is that he was also Mayor of the City of Philadelphia from 1828 to 1829. The Dallas fans ought to know that, and I say, go Eagles. (Applause.)

Thank you very much, Council President. I just wanted to thank all our colleagues, yourself, Council President, the leadership, for continuously, and I think this Council body in particular in an unprecedented Stated Meeting November 16, 2017 manner, working hard to ensure that all Philadelphians are treated equally and fairly and under the Constitution that they are not discriminated against. This bill that has passed for the first time gives Council the power to enforce anti-discrimination laws that have long been in Philadelphia but, sadly, have not been enforced. I would like to also thank the community groups, because they've really been the push behind this to get it done. (Applause.)
I got to recognize different kind of democrat, all 26 community leaders, for taking this grassroots effort and really bringing this in a way that is understood by the people. Particularly with the opportunity of $500 million for Rebuild, in an unprecedented manner there will be opportunities in our communities for people who have the skills and the ability, and now each District Stated Meeting November 16, 2017 of Council can ensure that if there is discrimination on the job site or at any other contract, that this body will be able to act where there has not been in the past a willingness to act. I really have to praise and thank the Law Department. I am one of the staunch critics of the Law Department when I feel they are not doing their job right. That's just my opinion. But I also want to say that the Law Department also does a fantastic job, and in this case, the Law Department was really spot-on, informing me things I had no idea about and ensuring that we would have a meaningful bill that we've passed today. And, finally, I want to say that none of this would have been possible without Councilman Wilson Goode, Jr. He has been long relentless on this issue of fairness and equity, and this entire enforcement bill is built upon his Stated Meeting November 16, 2017 study that provides the basis for doing what we can do today. So, Councilman Wilson Goode, Jr., thank you so much for your work, and I hope you'll see it paying off today. (Standing ovation.)

Thank you, Mr. President, and let me thank Councilman Oh for that terrific segue into my remarks. Forever, and I always use the expression "ad nauseam," members of this body have spoke about, talked about, debated about the importance of ensuring Stated Meeting November 16, 2017 government that looks like the City of Philadelphia. This has included reducing barriers in contracting so that every person, every business has an opportunity to successfully start and grow businesses here in Philadelphia. A little over ten years ago City Council passed a bill requiring the development of Economic Opportunity Plans for certain contracts and projects. The significance of this bill provided what we hope to be a new pathway for meaningful, more substantive and systemic protocols for opportunities for black and brown citizens, women, and disabled businesses to participate in all phases of projects and contracts. I was proud to co-sponsor this legislation with you, Councilwoman Blackwell, and a dear friend who remains quite dear to me, former Councilman W. Wilson Goode, also former Chair of City Council's Committee on Commerce and Economic Development. Stated Meeting November 16, 2017 consistent and unapologetically narrow in that which he cares about. Diversity is the goal not only in the workforce but should be reflected on our board of directors and in our executive suites. When companies bring women and people of color to the table -- and this has been researched and documented. When companies bring women and people of color to the table for major decisions, the conversation changes and the outcome is always different and better. Goals are vital to the process, but they only represent the beginning. In addition, simply focusing on hiring people of color and women is not enough. When you take a close look at the definition of diversity and inclusion, you cannot have one without the other. Mr. Webster says that diversity is any dimension used to differentiate groups and people from one another with respect to and appreciation for differences in Stated Meeting November 16, 2017 ethnicity, gender, age, national origin, disability, sexual orientation, education, and religion. Inclusion is the state of being valued, respected, and supported. Inclusion, when successful, is reflected in the culture, practices, and relationships that support a diverse workforce. Inclusion looks beyond numbers. Just because an organization meets their numbers doesn't necessarily mean they are and remain serious and authentic about new hires or contractors by the decision-makers. So at the end of the day, I agree, Councilman Oh, that Councilman Goode, in my personal opinion -- and I am sure shared by many -- has been the architect of well over 66 bills, that's factual, 66 bills that have always narrowly focused on diversity and inclusion. And so with that, we know that this mission of diversity and Stated Meeting November 16, 2017 you, Councilman Goode. (Applause.)

Thank you, Mr. President. And I want to echo the sentiments of my colleague Blondell Reynolds Brown and thank Councilman Goode and Councilman Oh for all of their hard work. This has really been a considerable effort from so many people, and even when we did the presentation earlier and talked about the student walkout, part of my section in reading was talking about how inclusion was a part of the conversation 50 years ago, and here we are still having the conversation today. So clearly there is still a lot of work to be done. Also I wanted to make sure everyone was aware that we're going to Stated Meeting November 16, 2017 community hearings regarding replacing the School Reform Commission. We have our next meeting scheduled for this coming Saturday from 9:00 to 11:00 a.m. at Oasis City Church, which is located at 5248 North 5th Street. So we certainly hope folks could come by. Last week Councilwoman Blackwell and myself were there, and it was just a dynamic conversation. It was really something not to be missed, and we want to encourage folks to come out and get as much information as possible and be a part of that conversation. So I just really wanted to make sure folks knew that it's going to be this coming Saturday, November 18th, 9:00 to 11:00 a.m. at Oasis City Church, 5248 North 5th Street. Thank you.

I refuse to talk about my good friend Wilson Goode, Jr. I intend to talk more about his daddy, Wilson Goode, Sr. He has gone on, after serving with distinction as our Mayor, to do worthwhile efforts but within criminal justice. One of the things that he has done is the Amachi Foundation, which deals with the children of incarcerated individuals and look out for their well-being. One of the things that was talked about in the 1967 protest was the pipeline from school to prison, which existed then and continues to exist now. I rise today to talk about because of your efforts, I was appointed to the Juvenile Justice Crime and Delinquency Commission to try to look at prevention efforts. I was sitting in a meeting and they were talking about ground-breaking legislation that was passed in bipartisanship with republicans Stated Meeting November 16, 2017 one percent of all of the proceeds from companies that do business with the prison system. And trivia pursuit for my friends in the press, the number one purveyor of prison services in the United States is Bob Barker from Let's Make a Deal. They provide all of the toothpaste and the hair brushes and the TV's to inmates. It's a multi-billion-dollar industry. And so when they were talking about this legislation that put a set-aside to take care of social issues that children who have incarcerated parents might have, tuitions, social services, things like that, I just swelled with pride that someone was forward-thinking enough to introduce and then pass it. I really fell out my chair and wanted to say I know him when they told me it was Senator Vincent Hughes. I just wanted to say, Philly, he's from our district, and I wanted to give him a Stated Meeting November 16, 2017 introduced today a companion piece that will look at our prison system, to look at the prison industrial complex to say maybe there's a little that we can do to separate the chain. And Wilson Goode, Sr. talks about the fact that he visited prisons where there was a grandfather, a son, and a grandson in the same institution. We can do better. We will do better, and I think this legislation moves that in the right direction. Thank you.

Thank you, Mr. President. I'll try to be brief, although I'll take as long as it takes, right? John Street, Mayor Street. I would be remiss not to echo the sentiments and really acknowledge Stated Meeting November 16, 2017 taught all of us, mainly those of us who were freshmen, the importance of inscribing and legislating important bills, and I want to thank Councilman Oh for championing this discussion. The struggle continues, as we've seen today. I want to thank Councilwoman Bass for all of these community meetings. I think it's hugely important, particularly as District Council folks, that we give everyone an opportunity to kind of weigh in. I know Councilwoman Blackwell and the Education Committee, this conversation has been a long time coming, and so hopefully I'll be able to stop by and join her as it's close to our district borders. I want to remind folks that in Room 576 in about ten minutes, we have an inclusionary zoning briefing for legislative policy staff and my Council colleagues. I want to personally thank you, as this is not a new idea, something Stated Meeting November 16, 2017 freshman class real early on. No new ideas. Just a different time. Things evolve, and what didn't work at one time may work at another time or needs to be addressed at another time. And if we've learned anything today from the struggles and the recognition, we are destined to keep repeating our history if we are not as focused, deliberate, and unapologetic about our values and what is important to us. So kudos to everyone for the work, Councilwoman Gym for the recognition. I'm really honored to stand up there with many folks who are incredibly proud of the work that they have done for education and the City of Philadelphia. Thank you, Mr. President.
