Bill No. 100445, an ordinance authorizing transfers in appropriations for Fiscal Year 2011 within the Grants Revenue Fund from the Director of Finance - Provision for Other Grants - Federal Stimulus Funding to certain or all City offices, departments, boards, and commissions.

Good morning, 3 6.9.10 - APPROPRIATIONS - BILL 100445 Councilmembers. I'm Steve Agostini, the Budget Director for the City of Philadelphia. I appear before you today to offer testimony on Bill No. 100445, which makes FY 2011 Grants Revenue appropriation transfers between and among classes and departments. This is related to the American Recovery and Reinvestment Act. There are twelve transfers requested in the bill totaling $35,992,375. As I mentioned, they are for the American Recovery and Reinvestment Act-funded grants awarded and made available to the City of Philadelphia. Briefly, the grants are as follows: The Mayor's Office of Housing and Community Services seeks appropriations for $8,272,707 for the Retrofit Ramp-Up Grant. The Mayor's Office of Housing 4 6.9.10 - APPROPRIATIONS - BILL 100445 and Community Services seeks appropriations for $984,183 for the Community Services Block Grant recovery. The Office of the Managing Director seeks appropriations for $3,035,201 for the Retrofit Ramp-Up Grant and $295,380 for the Way to Work Philadelphia Program. The Police Department seeks appropriations for $234,000 for the Way to Work Philadelphia Program. The Department of Streets seeks appropriations for $1,529,036 for various transport-related ARRA Grants and $596,064 for the Way to Work Philadelphia Program. The Department of Public Health Office of Behavioral Health and Mental Retardation Services seeks $261,820 for a Pennsylvania Crime and Disorder Partnership ARRA Grant. The Department of Parks and Recreation seeks appropriations for $1,872,000 for the Way to Work 5 6.9.10 - APPROPRIATIONS - BILL 100445 Philadelphia. The Department of Licenses and Inspections seeks appropriations for $4 million for the Neighborhood Stabilization II Grant and appropriations for $187,200 for the Way to Work Philadelphia Program. The Department of Commerce seeks appropriations for $13,692,093 for the Retrofit Ramp-Up Grant. The Free Library of Philadelphia seeks appropriations for $561,600 for the Way to Work Philadelphia Program. The First Judicial District seeks appropriations for $295,292 for the DUI Treatment Court. I appreciate the opportunity to testify before this committee today, and I will be happy to answer any questions you may have. Additionally, representatives from all of the departments are here who are inolved with the transfers to answer 6 6.9.10 - APPROPRIATIONS - BILL 100445 any questions. And we would ask for a suspension of the rules moving forward.

Thank you, Madam Chair. Mr. Agostini, very quickly. Are we tracking contracts and jobs yet first in terms of Philadelphia-based businesses and Philadelphia-based workers and then in terms of disadvantaged businesses and workers?

Councilmember, we are tracking jobs; it's a requirement of what we report to the federal government. 7 6.9.10 - APPROPRIATIONS - BILL 100445 We are tracking disadvantaged businesses. In fact, we've done a recent review, and we're still collecting information on the number of contracts that are going to for-profit entities, and we started to look at the nonprofit entities as well. And we'll probably have a report back to the steering committee. And if you're interested, we will be happy to sit down with you and --

And are we tracking Philadelphia-based businesses and workers as well?

We are trying to track that; that has not been a requirement of the grant, but we're trying to collect that information as well. It's not a requirement of the law or the grants. My guess is that most of what we're seeing is probably Philadelphia grants, but let me pull that together and get that back to you. 8 6.9.10 - APPROPRIATIONS - BILL 100445
