Today I rise to welcome the students of your District from the Academy at Palumbo who are here today, who gave a presentation to myself as the Chair of Parks & Rec about how we can get more young people involved in the Parks & Rec decision processes. And they did a wonderful job, and we're recognizing them today here at Philadelphia City Council. Can the students of the Academy of Palumbo (Applause.)
I also would like to recognize the members of the staff and dedicated volunteers who are working to ensure that the City of Philadelphia has dedicated play spaces where children can learn as well as play, and we're recognizing June 11th as International Day of Play. They are here due to a resolution being submitted by myself and Councilmember Ahmad celebrating Immigrant Heritage Month and as the daughter of a Caribbean immigrant, I'm very proud to be putting forth this resolution. Thank you so much. (Applause.)
At this time, the Chair recognizes Councilmember Young who will present a resolution congratulating the Temple University Men's Basketball Team for winning their 2000th game. Good morning, everyone. We all know that Philadelphia is a basketball town and we've had some greats come out of this city. We've had some greats come out of Temple University. And over the years, Temple University has been one of the leading basketball programs in the nation. And to win 2000 games in a program's history is something that is commendable. So I wanted to make sure that we pay respect to our city's only public four-year university and to make sure that they know that the City of Philadelphia, this City Council supports you. As a proud alum of Temple University and I also represent Temple University 5th Council District, just want you all to know that again you have our support here. We wanted to share that with you. So those who may not know, when I was in college I was the manager on the Women's basketball team at Temple University when Dawn Staley was the coach. And so, I've been around Temple basketball for some time. But today we're here to honor and congratulate you. So whereas, congratulating the Temple University men's basketball team for winning their 2,000th game. And -(Applause.)
Whereas, the Temple University men's basketball team, the sixth winningest NCAA Division I men's collegiate basketball program of all time, is the flagship athletic program of the university. The Temple Owls have won 30 conference championships; 33 NCAA Tournament appearances; 7 Sweet 16 appearances; 8 Elite Eight appearances; 2 Final Four appearances and were the Inaugural winners of the 1938 National Invitational Tournament; and
Just a point of personal privilege to really say thank you to the great work of the men's basketball program, so many familiar faces and folks who I've personally worked with as a coach for so many years. You guys are the standard. You do an amazing job and we want to to recruit Philadelphia kids to go to Temple to play athletics. Whereas, a quarter of these victories, 516 to be exact, came under the leadership of Naismith Basketball Hall of Fame coach legendary Philadelphia guy Coach John Chaney, who led the Owls from 1982 to 2006. Chaney coached only one losing season during his over two decades as the coach, winning the 10 A-10 conference championships, making 17 -- I didn't know that -- NCAA Tournaments and appearing in the Elite Eight five times; and Whereas, John Chaney was the architect of the matchup zone defense that frustrated opposing officers for decades. He became known for life lessons, tough nonconference scheduling and his 5:30 practices. He was blunt, unapologetic, a tough coach who demanded excellence on and off the court; and
Proud to be a Temple alum, proud to be a North Philly girl. Congratulations. Whereas, the Temple Owls are a staple program of the Philadelphia Big 5 association of men's college programs in Philadelphia, with 28 Big 5 titles to their name, second most in the Big 5, only behind a school called Villanova -- I never heard of it before, only Temple. (Applause.)
And whereas, Temple's first basketball victory came against the Purple Crescent Athletic Club in 1894, marking the start of the Owls of the greatest schools in men's college basketball history; and
Temple alum. Whereas, the program clinched their 500th win in a victory against Big Five rival La Salle, 47-43, under Head Coach Josh Cody in the 1940s. Several players on this team would go on to be enshrined in the Temple University Basketball Hall of Fame; and Whereas, one of the notable players from Coach Usilton's tenure at Temple was "The Chief" Harry Litwack, who would begin coaching the men's basketball team in 1952. Litwack won 373 games as the Owls coach, leading the team to two Final Four appearances in 1956 and 1958, and NIT Championship in 1969 in a Cinderella upset over NBA Hall-ofFamer Bob Cousy-coached Boston College. Litwack would become the first Temple Owl to enter the Na -Naismith Basketball Hall of Fame. They gave me a tough one, Temple.
I am also a proud Temple alum. Whereas, the Litwack years coincide with the start of the Big Five games where many of Philadelphia's longstanding rivalries were contested at the historic Palestra, often featuring doubleheaders with fierce competition and heart-stopping thrills; and Whereas, Don Casey took over as the Owls head coach in 1973 and he guided the team to 151 wins, making three NIT appearances and During his tenure, the Owls achieved their 1,000th win in program history with a 55-43 victory against Big Five rival Drexel; and
Also Temple-made. Whereas, Temple became a powerhouse under Coach Chaney in the 1980s. And in 1984, his Temple Owls faced the Michael Jordan-led UNC Tarheels in Round 32, in a losing effort. In 1988, Temple finished 32-2, earning the #1 seed for the best record in the country. That year the Owls beat top schools like Villanova, North Carolina, UCLA, West Virginia and Georgetown before losing to Duke in the 1988 Elite Eight; and Whereas, in 1993 Temple Owls made another Elite Eight run, stars Eddie Jones and Aaron McKie, losing to the star-studded Michigan Fab Five. Throughout the '90s, Temple consistently produced NBA-level talent and earn wins over marquee programs including Villanova and Kansas; and
I'm going to break the streak here and as a rival La Salle graduate -proud to be here to honor Temple. The early 2000s include notable wins over No. 1 Cincinnati and thrilling comeback victory over Big Five rival St Joe's at the Palestra. Temple consistently made the NCAA Tournament appearances throughout the time and were a frequent Cinderella team; and
As a mother of a proud Temple student. Whereas, "Mr. Big Five" Fran Dunphy in 2006 following John Chaney's retirement, adding 270 wins during his 13-year tenure as Temple's coach that included three straight A-10 Tournament Championships, eight NCAA Tournament appearances and wins over nationally-ranked Duke Kansas, Villanova, Syracuse, UConn, Florida State, West Virginia, Tennessee, Xavier and Georgetown; and Whereas, from 2019 to 2023 former Temple star Aaron McKie served as a head coach of the Owls, Temple shocked the world in 2023 when they upset #1 Houston, 56-55, adding yet another shocker to the decades of gritty underdog victories that the Philadelphia School has secured against the elites of college basketball; and
Whereas, the Owls joined blue chip programs Duke, Kansas, Kentucky, UCLA and UNC as the only men's college basketball program to win 2000 games in a thrilling 62-61 comeback victory over Davidson College on December 18, 2024; and Whereas, as Philadelphia's largest public university, Temple University instills a deep sense of pride in all those who cheer on his legendary basketball team. As the cherry and white march towards another 2000 victories, let us recognize and celebrate the cherished history of the Temple Owls and their countless success on the hardwood; now, therefore, be it Resolved, by the Council of the City of Philadelphia, that it hereby congratulates the Temple University men's basketball team 2,000th game. And be it, further resolved, that an Engrossed copy of this resolution be presented to the Temple University's men's basketball team as evidence of the true and sincere admiration and respect of this legislative body. Congratulations to you all. (Applause.)

Well, good morning everyone. So I had a conversation with Councilman Jones yesterday and we were talking about, he asked me to name some of the women that really helped sort of usher me into City Council to tutor the women who were coming into Council, show them the ropes. There's no handbook that comes with this position. There's no manual. You got to figure it out. And so, I really, you know, it this morning and I thought about what am I going to say about my good friend Sharon Powell, she really brought me in, taught me the ropes and not just me, but so many other women. She was always a staple right on that front row behind the rail. She was here, the lobby row. She was here every single week giving us guidance, suggestions, advice, help, you know, just really so valuable of a presence that she always has been. And so, when we think about women helping women, Sharon Powell is real. She is the real deal right here. And so, I just wanted to -(Applause.)
-say thank you for all that you have done and for just being the outstanding, wonderful friend and mentor that you've been for a long time. Now, I'm not going to say how many years, but for a minute. So we're here today Recognizing and Celebrating Sharon A. Powell on the Occasion of her Official Retirement. And I will as a sidebar say I think this is her third retirement, so I don't expect her to really be retiring. She's still going to be around, I'm sure. Whereas, Sharon Powell, a native Philadelphian and proud Temple University alumnus -- yep, give it up for Temple again -(Applause.)
-has dedicated her life to the service and betterment of the City of Philadelphia, contributing to its growth and development through a distinguished career spanning broadcast, radio and television, local government and corporate philanthro -- philanthropy. I'm sorry, I'm tired. We was here until 1 o'clock in the morning; and
Whereas, I echo the sentiments of my colleague Councilmember Cindy Bass in that Sharon Powell has truly been a friend to so many of us. And I had the honor and privilege of meeting her as an intern for former Councilmember Blondell Reynolds Brown, who is here with us today. And I had the chance to work with Sharon Powell in many of her roles over the last 25 years. And so, we are thankful and grateful for your leadership, for your friendship and for always supporting young women who are making their way in government and Councilmember Blondell Reynolds Brown used to say, In the rough and tumble, unforgiving world of electoral government and politics. Whereas, Sharon Powell's provided a platform for community engagement and cultural enrichment, serving as an Announcer and Producer at 1540 AM in Philadelphia and Religious Editor for the Sunday Sun Weekly Newspaper, a publication that has long been an important voice for the African American community in Philadelphia; and
Whereas, Sharon Powell worked as a Press Secretary for the City Commissioner of Elections and Campaign Director for several elected officials, where she was instrumental in shaping successful campaigns, mobilizing voters and elected officials and the communities they served; and
Whereas, Sharon Powell's impact extended to statewide initiatives as she served as Pennsylvania State Director for "Project Vote!" where she was pivotal in the passage and implementation of the Pennsylvania Motor Voter Bill, which made it easier for eligible voters to register and participate in elections; and
Whereas, Sharon dedicated over 20 years to Comcast Cable, where she served as Senior Director of the Government and Community Relations and helped to launch Comcast Internet Essentials program, which provided affordable internet to low-income families; and
Whereas, Sharon Powell served on the Boards of the Dawn Staley Foundation, the Point Breeze Performing Arts Corporation, the Police Athletic League, the Nicetown Community Development Corporation and the University of Pennsylvania's the Field Center for Children's Policy, Practice and Research, working tirelessly to support the advancement of education, public safety and community development; and
Whereas, Sharon Powell has been honored with numerous awards throughout her career, including the Philadelphia Tribune's Women on the Move recognition, the Northeast Community Center Award, the State Senator Shirley Kitchen Community Award, the Wadsworth Community Day Award, the Cable Television Public Affairs Beacon Award, and the NAACP Merlie Evers Community Award, among others. These awards highlight the widespread recognition of Sharon's leadership, dedication and influence in the community; and now, therefore, be it Resolved, that the Council of The City of Philadelphia, Hereby honors and celebrates Sharon Powell for her lifelong dedication to community service and her significant contributions to the City of Philadelphia. Congratulations. (Applause.)

Well, good morning. It's not good afternoon yet. We're all still here. And patience. Thank you to this wonderful City Councilmember. Some of you I've known for many years. Some of you I'm just starting to know. And now, I know -- I'm a church girl, so I know how it is when you go to a funeral service and people say all these wonderful things about you, but I'm blessed to get to hear it now while I can still smell the flowers. (Applause.)
So I mean, I don't take that for granted. I really don't. So many have gone before us, but I wrote some notes and I wanted to stay on task. Thank you, Councilmembers, for this honor today. Let me first thank Councilwoman Cindy Bass for remembering my work in the for many years and have witnessed that behind her sweet demeanor, there's a real warrior who cares deeply and fights for the people in her District. And the reason why I say that, I'm going to make this short, she looks like a tame, sweet person. I had a meeting with her on behalf of Comcast and we were talking about some legislation. And she listened to me and she let me go on and on and she's smiling, and she gives me that smile. And she says, okay, thank you for your presentation. Now, let me tell you what we're going to do, let me tell you how we're going to fix this bill. So thank you so much for remembering me. For many years I also worked closely with Councilman community initiatives in his District, Councilman now President Kenyatta Johnson with the former Point Breeze Performing Arts Center. For over 20 years, I had the privilege to bring support to hundreds of local nonprofits. We brought in the History Channel, C-SPAN, Cartoon Network Characters to local schools and recreation centers. My oldest son Julian, who is here, helped his mother at these events by putting on those huge costumes to entertain youngsters. Standing with me today are people who were essential to my success. My mother Lorraine Johnson instilled in me the love and support to be confident in myself. My brother Steven Powell, he has a lot of hair on his head -- used to have a lot of hair -- who taught me to be a real competitor through his sportsmanship. My sons, Julian who is here, and Michael who now lives in Atlanta, were always there cheering me on. They were always my inspiration to keep me going. Thank you to my favorite colleague at Comcast Corporation, Lindsey Moyer, now Vicepresident -- let them see you, Lindsey. Now Vice-president in Government Affairs. She and I worked closely in getting Comcast Internet Essentials program to the community. I want to thank my friends at the Nicetown CDC, who might be here, for the last 20 years they've helped to transform blighted business corridors and recreation centers. I work on friend Angela Foreshaw-Rouse for her leadership at Pennsylvania State Director for AARP. She's here. You can't get anywhere without a few good ministers in your life. Everybody say amen. -President of the NAACP and he has always been my rock and I so appreciate you so much. But I have to thank Councilwoman Katherine Gilmore Richardson. Now, I see the wonderful Councilwoman Blondell Reynolds Brown, she and I go back too far to even mention the years, correct, but I love you. I'm so glad to see you. But she was her Chief of Staff, so it's important work that gets done is also done with the wonderful staff members. As a matter of fact, that's where I would go because I used to be afraid of you guys. I'd say, how's she feeling today, is she all right, can I talk to her about some legislation? No, don't go in there today. But anyway, I'm just going to thank everybody. I'm going to cut it there. This has been wonderful. Thank you guys. (Applause.)

Thank you, Mr. President. On your behalf, I introduced a resolution. And I'm going to ask the recipient, our honoree, to stand. Everyone should get to know this guy and thank him, Keith Brune. Keith, I know there may be at least one other person speaking so I'll try to be brief. But I've been involved with the airport, first of all, having a reliever airport, PNE, Northeast Airport in my District, but involved in in the main airport starting in Mayor Rendell's first administration with many directors that have come and gone and have been terrific, but Keith has always been the person that people don't see that makes sure everything works and you can't ask for more than that. He's currently the Chief Operating Officer. He was the interim CEO recently and he's earned every penny of it for well over 30 years. And Keith can be best described as Keith is retiring, there's a meeting at the airport, do you know Keith's retiring, how do we replace him. First thing the CEO says is, let's get it straight, we can't replace him, he's irreplaceable. However, we can figure out how many people we need to do his job. So, Keith, thank you on behalf of not just the people in my District but the city for all you've given us, and our major, major airport is so much better than when you got there in '91 as a trainee. And you're actually qualified. I saw all your degrees and I didn't realize back in '91 that was actually part of the hiring process. But thank you, and we'll miss you. Thank you. (Applause.)

And I will tell you that each time we went to the airport Keith was there leading and guiding and ensuring that everything going on behind the scenes happened seamlessly. And, Council President, I remember the time, was it in 2019 or 2020 that you took the Freshman Four to the Philadelphia Airport and we had an opportunity to meet with all of the members of the team. And I will tell you, Keith, they don't make them like you anymore. You are A-1. You've been involved in every important operation of the airport, every presidential visit, every papal visit, every operation that has happened, day-to-day changes, the pandemic where you really had to pivot and make things happen, you have done it all and you've done it seamlessly. And we want to thank you for your service to the great city of Philadelphia. We want to thank you for pushing our airport forward and we wish you well in your retirement. Congratulations.
