Thank you, Mr. President. As we conclude Women's History Month -- and I had an opportunity to attend Councilwoman Reynolds Brown's Moxie Award where women who don't necessarily make it in the headlines but are making a difference are recognized. It was ironic that I came across this lady, a lady from history. You're going Stated Meeting March 30, 2017 her, Henrietta Lacks, who is going to be portrayed by Oprah Winfrey in an upcoming HBO special. But Henrietta Lacks was a black tobacco farmer who died at a young age of cervical cancer. That story of how she wound up there could have been an HBO special all by itself, but that wasn't why she's going to be known in history. Unbeknownst to her and her family, she had a thing called immortal human cells, which meant simply her cells didn't die. They keep reproducing over and over again. And those cells were one of the most important stem cell and cell discoveries in the history of medicine. In the history of medicine. No one knew that her cells never died, and when they were stolen by medical researchers, they went on to be used for decades. They were harvested, grown again, used in experiments on inmates to see if cancer could be produced in that manner, but it also went on to discover things like Stated Meeting March 30, 2017 vaccines, stem cell research. They even went in space to be experimented on in zero gravity. Many scientific landmarks, in vitro fertilization, have come from that discovery, from that gene pool, which was stolen without her permission, without her family's knowledge, for decades. So here's an African American woman from the South, tobacco farmer, that nobody knew about and nobody was going to know about until the discovery of her immortal cells, which have been used to save tens of thousands of people since. So I wanted to recognize her in History Month, and I would say to my colleague Blondell Reynolds Brown, that's a lady who had moxie. Thank you, Mr. President.

So I invite all of my Councilmembers and colleagues to come on out and participate. Keynote speaker will be Philly's own native Erin Coleman. She's the reporter for NBC 10, but born and raised in Philadelphia. She left and came back. Some of the notable women that we will be honoring are Jane Golden from the Mural Arts Program, Renee Cardwell Hughes from the Red Cross, and other notable women who are consistently doing work, great work, here in the City of Philadelphia. But I just wanted to extend the invitation to anyone who wants to come past. And also your very own Shalimar Blakely, who is running the North Broad Renaissance Program as well. Thank you, Council President. Next Wednesday, we have our annual Council briefing with the Utilities Emergency Fund. It's very important, particularly in June we kick off our new tap water affordability bill legislated through this body. I wanted this morning to talk a little bit about -- I know the apprehension that exists in the air around this whole sanctuary cities discussion, and on Monday and Tuesday I was in New York with leaders from over 30 cities in a conference hosted by Local Progress, which was founded by our esteemed Councilmember Councilman Goode, and now Councilwoman Gym serves as the Vice President. It's always very gratifying to sit in a room of very intelligent, progressive folks who really do care about protecting and defending our Constitution and the law. Stated Meeting March 30, 2017 that we understand the national role that Philadelphia plays in this debate since the Constitution was written here and this country was founded in this city. Understanding our Tenth Amendment rights and our Fourth Amendment rights of individuals is hugely important, and for this reason, I want to publicly thank the Mayor for proactively seeking legal counsel to research and prepare the City to defend ourselves from what's going on in Harrisburg and what's going on in Washington. We will continue to strongly advocate for legislative and regulatory measures that really do create a safe city, so muni ID, municipal ID, and other programs that really help make our city safer. Despite the national rhetoric, data has confirmed to us what we all know, sanctuary cities are safer. Let me repeat that. Sanctuary cities are safer. Stated Meeting March 30, 2017 promote more economic growth, particularly from our immigrant communities and neighborhoods. Despite the national rhetoric, the law is on our side. Let me repeat that. Despite the national rhetoric, the law is on our side. We're going to continue, as we always have, going to the federal courts to protect and uphold our laws. And we're watching it all over the country as cities go and begin their suit against the federal government actions. I understand as legislators we have a fiduciary responsibility to the City, but as leaders, we have a greater responsibility when we take the pledge and our oath of office to uphold our laws and our Constitution and in Philadelphia our Charter. There is a reason why government doesn't negotiate with terrorists or bullies. Because the minute you engage them in a compromise, you give their positions credence. There Stated Meeting March 30, 2017 we seek to protect the laws and we seek to protect unduly targeted people. I have repeatedly stated in these Chambers that we are on the right side of history when it comes to this, and for that reason, I thank my colleagues for their continued support and diligence around how do we govern and how do we protect the laws. I, along with Councilwoman Gym and anyone else who is interested, do want to organize a briefing for Council and our staff to look at what's going on across the country. We saw yesterday Seattle filed a federal lawsuit in court. We have a very capable social justice legal community in the City of Philadelphia, and what we need to talk about is how do we arm them with the resources so they can continue to protect our residents and uphold the law. We need to continue to support our Mayor and our immigrant community Stated Meeting March 30, 2017 develop strategies for what we all know is a different world. Some of us sometimes feel we're in the middle of a reality TV series. Just yesterday, the AFT and the PFT sponsored a resource forum for parents and teachers about knowing their rights and what we do in our schools. It's not easy to be leaders during tough times.
I have always been proud of the work we've done in this Council and how thoughtful we've been as we try to protect and defend the laws that we've taken a solemn oath to protect. We need to send a strong message and know that we're not alone across the country in defending our Constitution. So thank you very much, Council President, for always supporting that kind of work. I look forward to, again, providing my Council colleagues with real Stated Meeting March 30, 2017 sometimes don't matter in this new world, but facts do matter and the data is on our side and the law is on our side, and we have a responsibility to just be as prepared as possible to fight back what is a very mean-spirited debate. People have a good way of creating chaos. Chaos unnerves people and creates a scenario that bullies enjoy, which is scaring people. As leaders, we have the obligation to let folks know that we're going to be okay. We're going to be okay. Thank you.

Thank you very much, Council President. And I can't thank my colleague Councilwoman Quinones-Sanchez enough for that extraordinarily eloquent statement that she gave. It was an honor to be in New Stated Meeting March 30, 2017 of elected officials also very concerned about their cities, very concerned about their communities, but also very clear about what's ahead. This week in Chicago ICE broke into the house of a legal permanent residence seeking to mistakenly arrest a U.S. citizen, guns blazing, shooting somebody. And the Councilmember from Chicago said that this is why we fight back. Because we can't have this kind of lawlessness in the guise of national security being put out there, because in fact when we don't have controls, when we don't recognize that ICE requires warrants, that we actually make our cities less safer. And we've had reports out of Los Angeles with rape victims and victims of sexual assault and domestic violence being afraid to report crimes. We have situations where children are afraid to go to school, where people who are sick are afraid to go to the Stated Meeting March 30, 2017 things makes our country safer. None of those things makes our -- doesn't make us more American in any way, shape or form. In fact, it's the exact opposite. Sanctuary policies were put in place because they uphold the law, because they enforce responsible protections for our residents from all status, and that we have aspiring -- we have new Americans and aspiring citizens in this country who deserve a chance at immigration reform that has been lacking for over 20 years. And Congress should get down to the heart, nuts and bolts of immigration reform, get people into citizenship and end this war on our communities and our cities. But it was no surprise that 72 hours after our President suffers the most humiliating defeat in Congress over a bill that he failed to get through that the first thing that they would do on Monday would be to pick up and try to Stated Meeting March 30, 2017 So the divisiveness is clear. The rhetoric is not something that we're going to play into. I really want to thank my Council colleagues for having the smarts and the courage to stand strong in these times. We're not alone, as my Council colleague said. The law is on our side. There are a lot of smart people who are working on this, not only in the White House, and we're going to be serious about taking this forward. I also just would like to invite my colleagues with myself and Councilwoman Cindy Bass, we're holding a community meeting about the issue of evictions that are happening across our city. That will happen on April 5th at 6:00 p.m. at New Covenant Church. We expect a great turnout and a lot of dialogue and healthy dialogue about discussing the importance of addressing evictions in our city. Stated Meeting March 30, 2017

Thank you, Council President. I just want to give a 30-second to a minute overview of what we've seen so far this week as far as the budget is concerned. And I sit here and say to myself, we're like a Board of Directors of a $4.3 billion company called the City of Philadelphia, and we're looking at in 2022 -- I mentioned this earlier -- our fringe benefits, just fringe alone, going to 91 cents of every dollar from where it is in 2016 of 77 cents. We're looking at borrowing costs increasing to 65 percent in the next six years. That's huge. Huge. I just want everybody to be aware of this. And then we're faced with a bond rating that was slightly adjusted in September. And they say the three biggest issues of our bond Stated Meeting March 30, 2017 balance, pensions, and expansion of our tax base. And so our fund balance is low. Our pensions need to be funded dramatically. They're very low. We need to address those issues. Those are the big pieces to me in this puzzle of the budget. I just wanted to share that with everyone, because I am concerned. I'm concerned about the amount of spending we're doing. I'm concerned about the amount of borrowing we're doing, and I'm worried about 2022 and the years after that. So I just wanted to put that on the record. Thank you, Council President.
