On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our City. We certainly invite you to come again. I believe that Mr. Shelkrot, I am told, is on the elevator, and if approach the podium when he comes in, we could immediately make the presentation. (Pause.)

At this time, the Chair recognizes Councilmembers Miller and Goode, who will present a resolution honoring Elliot Shelkrot on his retirement from the Free Library of Philadelphia. Oh, and I see that they're also being accompanied by Councilwoman Tasco. I would ask Councilwoman Miller to please proceed.

Thank you, Madam President. It is our pleasure to present this resolution to a man that's dedicated so many years to service here in Philadelphia. Recognizing, honoring and celebrating Elliot L. Shelkrot on his retirement from the Free Library of Philadelphia for 20 years of service as the Free Library of Philadelphia. Whereas, Elliot L. Shelkrot has been the President and Director of the Free Library since 1987; and

Councilman Goode

Whereas, the Free Library of Philadelphia is the citywide system of 54 branches, including three regional libraries, the Library for the Blind and Physically Handicapped, and Central Library; and Whereas, Elliot L. Shelkrot has been responsible for the initiation of a wide range of innovative programs to increase library services; and Whereas, Elliot L. Shelkrot was responsible for completing renovations to every one of the community branches, revitalizing the Library's Foundation which has raised millions of dollars for innovative programs and capital improvements; and

Councilwoman Tasco

Whereas, Elliot L. Shelkrot instituted a Volunteer thousands of volunteers annually and has overseen the creation of numerous award-winning programs for young people; and Whereas, the Library has become the largest provider of free Internet access in the City; and Whereas, Elliot L. Shelkrot has launched the process to build a 160,000 square foot addition to the Central Library, designed by the world-renowned architect Moshe Safdie;

Resolved, by the Council of the City of Philadelphia, that City Council hereby recognize, honor and celebrate Elliot L. Shelkrot on his retirement from the Free Library of Philadelphia for 20 years of service as President and Director of the Free Library of Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to Elliot L. Shelkrot as further evidencing the sincere admiration legislative body. Certification, this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 15th of November 2007. Signed by Anna C. Mr. Shelkrot

Well, I want to thank very much the members of City Council and President of Council. As anybody who knows the history of the Library, City Council has been its champion and with all the activities and the things that go on in our libraries. You may know that I began my career in Philadelphia back in 1966 then the Columbia Avenue Branch, now the Cecil B. Moore Avenue Branch. I learned then that to have a good library, it's not just good enough to put books on the shelves and open the doors. You need to reach out to people, get the community engaged in the library and the library engaged in the community. And these last 20 years -- I was sent away from Philadelphia about 15 years of in-service training before I came back as President and Director, but with the help of Council and certainly Mayor Goode, then Mayor Rendell, now Mayor Street and all of the members of Council who have been part of that, I believe we've made some wonderful improvements at the Library and I hope that I'm leaving it in the position that many, many, many great things can come of it in our reaching out to the people in Philadelphia. So thank you very, very much. (Applause.)

To the President and members of the Council of the City of Philadelphia, I am transmitting for the consideration of your honorable body a resolution authorizing the Philadelphia Redevelopment Authority to use NTI bond proceeds for the acquisition of 1737 Belfield Avenue, 1636 to 38 Church Lane, 1914 Dennie Street and 4344 and 4346 Germantown Avenue; and A resolution approving the redevelopment contract and disposition supplement of the Redevelopment Authority, the City of Philadelphia, for the redevelopment and urban renewal of a portion of the West Fairhill/East Tioga/Hunting Park Urban Renewal Area; and A resolution approving the redevelopment contract and disposition supplement of the Redevelopment Authority for the redevelopment and urban renewal of a portion of the South Central Urban Renewal Area; and A resolution approving the development contract for the development and urban renewal of a portion of the South Delaware/Philadelphia Redevelopment Area.

A resolution denouncing the Hershey Company for their marketing and distribution of Ice Breaker Pacs and urging the company to immediately remove the product and repackage the product in a more responsible manner.

Thank you, Madam President. I'm quite sure that many in this body and in this room today are familiar with this controversy that has been started by the good people over at Hershey Chocolates in Hershey, Pennsylvania in the way that they have put out a new product that resembles in its makeup a drug that is a very dangerous drug sold in the streets of Philadelphia known as cocaine crack. And this has become national news, and the question is, what was the Hershey marketing people thinking of to put together a product and also a dispenser, a place in which you keep the product that resembles the dispensers that drug dealers use to hide crack cocaine. This is in no way as telling the good people over at Hershey that they should close their good chocolate-making factory that at least I am a very almost steady client of, but for them to take this product in particular off the shelves and for them also to repackage; in other words, add that that product, according to those that have used it and have stated to the press, is a pretty decent mint product, they just need to put it out there in a very different way. This morning Chief Inspector of Narcotics, Inspector Blackburn, wanted to say a few words to us in caucus of how this impacts the work that they do, the very difficult work that our police officers do daily, and he was also accompanied by a couple other police officers this morning. And I got a letter from a police officer, a female police officer, whose young daughter died of an overdose of drugs and this has impacted her and brought her many sorrowful thoughts of her experiencing the sudden death of her daughter at a very young age, and she thought that this product out there and the way it's been marketed could be potentially very dangerous to children who might mistake this candy and in fact be ingesting a very dangerous drug. Thank you, Madam Chair, for giving me the opportunity to speak on this resolution.

Yes, Madam President. I have an amendment on the inclusionary housing bill that spells out one issue. This amendment deals with the sale of the affordable unit by the initial purchaser. Upon the sale of that unit, a percentage of the appreciation of that sale will go back into the Affordable Housing Trust Fund. Essentially, the person gets a unit for a hundred thousand dollars. 12/6/07 - STATED - 2ND READING Because of its location, it could conceivably resell for a million dollars, and the thought was that a percentage of that resale value go back into the Housing Trust Fund to help replenish the fund so we can continue to do affordable housing. So I offer --

Excuse me. Is that after a certain amount of years?

Fifteen years, yeah. You have to stay in the unit, similar to the current OHCD regs, if you get an affordable unit, you have to stay in the house for a period of time, 15 years. So if that person sells that property, because of the whole nature of it, the fact that it's an affordable unit that's more likely built within a market-rate development, the likelihood that the value will increase dramatically is pretty high. So the advocates wanted to make sure that a percentage of that resale helps replenish 12/6/07 - STATED - 2ND READING the fund.

Twenty years ago he opened Arombay, and now 20 years later, we have 61 charter schools in the City of Philadelphia. It was his voice that led the march on why we need options when it comes to public homegoing service this Saturday. Thank you, Madam President.
