Before we get started, we have a special guest today, a former member of City Council and the current Mayor of the City of Philadelphia. Mayor, please come up. (Applause.)

Okay. Good morning, everyone, and thank you for this opportunity to be with you this morning. On the one hand, I'm reminded from the event just the other night for our great, great leader, Councilwoman Marian Tasco, who said that there should be no big, long speeches and good-bye's and she's going to be around and all of Stated Meeting December 10, 2015 same time, it's our last Council session, and I just really wanted to stop by and say thank you so much to this City Council. This Council and the previous one have done so much for so many and certainly the least of so many of us across this city. Four hundred million dollars in new, annually recurring funding to educate our children. This City Council did that. Significant reductions in violence and crime in our city over an eight-year period of time, without the funding, put police officers on our streets, helped reentry populations get jobs, make sure that there is paid sick leave in the City or raising of the minimum wage for folks who do business with the City of Philadelphia. The many ups, the many downs, the tragedies and the triumphs that we've seen together over the last eight years has just been an incredible experience I think for all Stated Meeting December 10, 2015 us, but certainly for me to be Mayor of my hometown. I've worked with and known so many of you for a long, long, long period of time, and as I said the other night but certainly in front of our colleagues and other friends here if they weren't at the event the other night for Councilwoman Tasco, she and any number of other folks are truly responsible for my public service career. And for that, I just want to say thank you. We've had our moments together. That goes with the territory. It's not unusual between an executive and a legislative body. We see that at the state level and the federal level. We've seen it before here in our city. But at the end of the day, members have done their jobs. You've worked with us to accomplish so many things that have been so positive for this great city. And so for all of that, I just really wanted to stop by and say thank you very, very Stated Meeting December 10, 2015 ago, there's a photo around somewhere, although I have not been able to find it, but 30-some-odd years ago, there was a photo taken, and myself and a gentleman that many of you have come to know, Robert Bynum, an entrepreneur here in our city, were literally photographed standing in the back of the Council Chambers some 30-plus years ago. And there was not one reason in the world to think that I would ever occupy a seat in this great Chamber right over on the side there or would be Mayor of this great city. And it's just one more demonstration of the hope and promise and opportunity that these many high school students who are joining us might have that chance to fulfill their dreams or fall into something that you weren't even really thinking about, and that's the promise and the hope and the opportunity for the City of Philadelphia. But much Stated Meeting December 10, 2015 and takes place in this place that I have loved for a long, long period of time. So thank you for the opportunity to serve with you. Thanks for the opportunity to try to get some stuff done. Thank you, Mr. President, for your great leadership. And to the members of the public, thank you for making sure that we do our best to serve your interests well, because when all is said and done, we work for you. You're our bosses. You pay your taxes. You live here and make this the great City of Brotherly Love and Sisterly Affection. I love all of you. I know you got an action-packed day and we got probably a few votes to take place and I'll have a few more bills to sign, but happy holidays to everyone. I love you all. Take care of yourselves.
As I said when I Stated Meeting December 10, 2015 and announced that I was leaving from City Council and I spoke at this podium -- and this will probably be the last time I'm at this podium -- I love this place. It's a great place. And to those who are coming to this place, enjoy yourselves, learn the craft, serve the public, and always just do the right thing. Mr. President, I do have, in that spirit of leaving and the holiday season combined, but you really do have a session to conduct, so I do have some gifts for everyone that will take much too long, but the best gift that I can give, of course, is that greatest symbol of freedom, liberty, and democracy, and some of you joined us the other day as we renounced discrimination or desecration of a mosque. We cannot allow any of that rhetoric in our democracy or in our commentary, and the best way to fight hate is with love and the best way to show who we are is revering those symbols Stated Meeting December 10, 2015 liberty, and our best symbol, of course, is the Liberty Bell. So I have a Liberty Bell for all of you. Just a reminder and a little gift. It's already been cleared by both the Chief Integrity Officer and the Board of Ethics. You're good. It has your name on it, you can keep it, and it's being given in public. So I think everybody is okay. I'm going to leave those, Mr. President. You need to get a session started and a lot of work that needs to be done. I will give the President his, and then I'm sure the folks will take care of the rest. I'll see you all out somewhere. Let us bow our heads and humble our hearts. Eternal God and Father, we thank you for this great opportunity to pray, to call on your name. Lord, we're living in a great city, but with living in this great city, God, we recognize that we have great issues and great problems. We thank you, God, for this City Council and this City organization, God, that is here to help us to get through these issues. Lord, we realize that without you and without your wisdom, God, we cannot make it through. Lord, your servant Solomon said Stated Meeting December 10, 2015 in you with all of our heart and to lean not into our own understanding, but in all of our ways to acknowledge you. And, God, you said you would direct our path. God, we need your wisdom, we need your guidance, we need your direction, God, for our School District, for, Lord God, those issues that are glaring in our community. Father, we pray, God, that you would fix the unfixable, move the unmovable. Lord, we pray because we believe in the power of prayer. We pray, God, that you would give our City Council, our City Council President wisdom to even enter into a new year. God, we understand that these issues are bigger than us. We thank you, Lord God, for the former Administration. We thank you, God, for our former Mayor, and we pray, God, that you would continue to keep them. Lord, even as we would move Stated Meeting December 10, 2015 and with a new Mayor, God, we pray that you would give us understanding and peace so that the City would function in unity. God, we need the spirit of unity to permeate our city. Lord, we pray, God, that you might help us to work together, our community, our Police Department, Lord God, our political allies, God, those that are working very strong in our community to keep things together. God, give us the unity that Philadelphia needs. God, we need unity, Lord God, in the spirit of love. God, we realize that without unity, we cannot and will not make it. Lord, we pray for the other faiths and the other religious communities that dwell within Philadelphia. God, we pray right now even for our Muslim brothers and sisters. We pray, God, that you would protect them Stated Meeting December 10, 2015 God, keep them, Lord God, because of the animosity and hatred that is borne out of ignorance and fear. Lord, we just pray that you might do this. We call on you, God, because we realize that you're sovereign. God, we're not just praying out of a ceremonial dynamic, but, God, we believe what we pray. We believe, God, that you said in your word, If my people, which are called by my name, would humble themselves and pray and seek your face and turn from their wicked ways, Lord, you said you would hear from heaven, forgive our sins, and heal our land. God, help us to be humble. Help us to do the right thing. God, we need that you might intervene in our criminal justice system. We need you, Lord God, to intervene in the affairs that govern this city. Lord, not only this city, Lord God, but around this country. God, we pray for peace. We hope your stay here today is not only an enjoyable one but a knowledgeable one. Again, thank you so much. We hope you enjoy yourself so much that you come back again. Again, thank you. At this time, the Chair recognizes Councilman Oh, who will present a resolution urging the United States Congress to investigate the involuntary discharge of Sergeant First Class Charles Martland from the United States Army and urging that he be retained in the military. Would Captain Nicholas Panarella, Jr. of the U.S. Army Special Forces and decorated Vietnam combat veteran and those accompanying him please join the Councilman at the podium Stated Meeting December 10, 2015 (Councilman Oh approached podium.)
Thank you, Council President. I would like to invite also Colonel Tim Williams, Retired, Special Forces, Chapter 38; Buddy Rhoades, Chapter 64, Mike Force Association; James Weisbrod, Chapter 57; Jack McFadden, Treasurer, Chapter 64; Bob Wagner, Chapter 19; and Bob McDowell, Chapter 64, Mike Force Association. (Guests approached podium.)
While they assemble, I'd like to state, because I know this is a little unusual, that while we talk about freedom and even terrorism, just as no individual can be free all by themselves, so no nation can be free all by itself. And the United States has been the nation that has lit the light of democracy around the world. And overseas there are people who are fighting for their freedoms and their dignities, and Stated Meeting December 10, 2015 right now fighting in the Middle East. And some see these entire groups of people as enemies, while other people see them as friends, allies, and fellow fighters for democracy. S. S. Army Green Berets, who have a special mission and a small group of soldiers embedded, without much support, living off the land, making allies, and gathering support to fight the enemies of democracy. They have to make decisions critical to their own life and to the pursuit of democracy, and in that, they need the support not only of our government but of the American people. This is a situation where a Green Beret is being involuntary discharged from the Army, not for making a hard choice where a life had to be taken, but for making a hard choice where child abuse would not be tolerated. And for that, it is a severe punishment to Stated Meeting December 10, 2015 the military. And so I appreciate all of the Special Forces community that support this issue, and I'd like to read this resolution and then present copies to the Special Forces Association National Headquarters and chapters that are involved in this support. This is a resolution urging the United States Congress to investigate the involuntary discharge of Sergeant First Class Charles Martland from the United States Army and urging that he be retained in the military. Whereas, in September 2011, Sergeant First Class Charles Martland was serving in the Afghanistan's war-torn Kunduz province, where he was a member of the United States Army Special Forces A-Team (commonly referred to as Green Berets). It was tasked with establishing a new local police force with the support of local Afghan tribal leaders; and Stated Meeting December 10, 2015 Whereas, Sergeant First Class Martland and his Team Commander, Captain Dan Quinn, were approached by a local mother and her child who was limping. She told them that the local Afghan police commander, Abdual Rahman, who was trained and supported by their team, had kept the 12-year-old boy as a sex slave. Abdual Rahman kidnapped the boy and kept him tied to a post in his house where he was brutally raped by Rahman for over ten days; and Whereas, the boy's mother desperately sought the release of her son. Abdual Rahman beat her for complaining to the authorities; and Whereas, Captain Quinn and Sergeant First Class Martland questioned Abdual Rahman about the matter and he responded by laughing and saying it was not an important matter. Captain Quinn picked up Abdual Rahman and body-slammed him to the ground. Sergeant First Class Martland followed up with a kick; and Stated Meeting December 10, 2015 Whereas, Captain Quinn was immediately relieved of his command. He has since left the military. Sergeant First Class Martland was placed under the Army's Qualitative Management Program, a process that can be triggered by derogatory information on their record, which aids in weeding out less desirable soldiers, leaving a black mark on their record; and Whereas, as a result, Sergeant First Class Martland, an 11-year combat decorated Special Forces NCO, was to be discharged from the Army by November 1st. S.
Army Human Resources Command told Martland that his case did not meet the criteria for the appeal; and Whereas, Captain Quinn stated in an interview with the New York Times, quote, "The reason we were here is because we heard the terrible things that the Taliban were doing to people, how they were taking away human rights. But Stated Meeting December 10, 2015 into power who would do the things that were worse than the Taliban did. That was something village elders voiced to me," end quote; and Whereas, Congressman Duncan Hunter has asked the Secretary of Defense to intervene in Martland's behalf; and Whereas, American soldiers have been instructed not to intervene, in some cases not even when their Afghan allies are abusing boys on the military bases, according to interviews and court records; and Whereas, the New York Times reports that the policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it; and Whereas, the case has become a national concern. American citizens Stated Meeting December 10, 2015 to provide guidance to our government and our military. Our democracy depends on the citizen soldier and they pledge allegiance to the Constitution of the United States of America. We are not protected by mercenaries but by American citizens who bring American values and the light of democracy with them wherever they go; Whereas, the United States holds as its highest ideals freedom, democracy, and self-determination. As the birthplace of this nation, Philadelphia steps forward to provide moral leadership on this issue; and Whereas, the Special Forces Association serves as the voice for the Special Forces community, perpetuates Special Forces traditions and brotherhood, advances the public image of Special Forces and promotes the general welfare of the Special Forces community; now, therefore, be it Stated Meeting December 10, 2015 Resolved, by the Council of the City of Philadelphia, that we hereby urge the United States Congress to investigate the involuntary discharge of Sergeant First Class Charles Martland from the United States Army and that he be retained in the military. And be it further resolved, that engrossed copies of this resolution be presented to the Special Forces Association National Headquarters; Special Forces Association, Chapter 64, 26 and Chapter 19, evidencing the sincere admiration and respect of this legislative body. And the Chair recognizes Captain Panarella for remarks. CAPTAIN PANARELLA: Thank you. I will be brief. First, I would like to say thank you. Thank you for this proclamation. You're hitting Stated Meeting December 10, 2015 head. But I have to say that if you're going to use Special Forces in the roles in which they have been trained to do, then you've only acted -- you're only really starting to see the tip of the iceberg in terms of what's going on. David has described what happened in this case, but basically if you've listened now, our President has said we are going to use special operation forces in order to fight truly the war on terror, because it's a much smaller footprint. Some of us served in Vietnam, some in the Gulf War. Each of us was a force multiplier. In Vietnam, there were roughly 3,000 Americans that trained, organized, equipped, and led 60,000 mountain yards. Mountain yards were intrinsically adverse to Vietnamese. They were their natural enemies. They were our most effective fighters. If you -- I absolutely Stated Meeting December 10, 2015 Martland, with the aid of his Commander, made a value judgment and said this situation is deplorable, but how do we best accomplish the mission that we were assigned to perform. And they made a judgment that, if you will, winning the hearts and minds of the population, and the force that they worked with was best served by the action that they took. That can't be second-guessed by people who were not -who don't have that training, who weren't there, and who basically look at things in a different frame of reference. I'll leave you with a parable that you can ask yourself, without an answer, but I personally know from once I speak. You're on a battlefield. An enemy combatant who is attempting to inflict serious bodily injury on you is in fact struck. You look at him after the fire fight and you make an assessment that that individual has a mortal wound Stated Meeting December 10, 2015 men, who fight these people and have done it from before you came until after you left, until you were going to leave, knew that if the situation were reversed, the horrific pain and suffering that would be inflicted upon them before they expired. So your men are looking at you and trying to make a decision to see what you're going to do, because if you call in a medevac to get that gentleman out, you're going to leave yourself in an exposed position which will invite the enemy to come and basically renew the fight and perhaps with a different outcome. If you don't evac him, he's going to die. If you leave him alive, he is a threat to your unit, because he can reveal information about the direction that you go, if nothing else. Decisions like that remain and should remain on the battlefield. Okay? And that's the world that we live in, that we fight in, that we chose. A city Stated Meeting December 10, 2015 a city solicitor, right? That's not how a war should be fought. Rules of engagement should be promulgated, but then left to the discretion of those who are executing the mission. And when you empower a small group of highly trained individuals who come from some of the -- they are the best that America has to offer, today's force, then you need to let them do their mission, and they cannot be looking over their shoulder and having that mission, absent some egregious act, questioned. I gave Dave -- I run our national magazine. This issue was so important to us that I had asked a former colonel who was Special Forces and a JAG to do an article. My best friend's son is getting ready to deploy for his first time to Afghanistan. I sent him the issue. And you know what it deals with?
It deals with an SF operator's rights, criminal rights, of what to do if you're Stated Meeting December 10, 2015 investigation for violating the rules of engagement. Ask yourself if you would want your sons and daughters to be confronted by that issue. Thank you very much. )
What I'd like to say that Captain Panarella, who I'm proud to say was my commanding officer, is stating is that right now when our soldiers are making life and death situations and in this case to protect human rights, they face jail and career ruin if they are second-guessed. Certainly it's important for the American public to let our government know that we support our troops and the tough decisions they have to make when we put them in life and death situations. Thank you, Mr. Chair. I wanted to just welcome Jolie Beth Rojano, who is a senior at LaSalle University. She'll be graduating in May 2016 with a BA in Criminal Justice. She's been interning in our office. I don't know if she realizes we're making history today. I know you and Council President are introducing a resolution to establish a Special Committee on Criminal Justice Reform, and hopefully Jolie Beth will be one of those practitioners to work on that. So thank you very much, Mr. Chair, and I wanted to recognize Jolie.

On November 12th, I came to City Hall to show Stated Meeting December 10, 2015 everyone that students do care. Representation is important, and I am pleased to say that I was able to represent the students in Philadelphia. Most importantly, I want to show gratitude to the City Council for listening to everyone that spoke in November. The things people said about the relationship between Comcast and Philadelphians spoke volumes. I appreciate Council for listening to those volumes and applying them towards a new deal. I want to say thank you, City Council, for not letting us go unheard and changing the necessary needs for the people of Philadelphia and making it a better city. Thank you. (Applause.)

Council President and Councilmembers, thank you. I'm here to address 150935. A national security crisis exists, and it is intensified by political leadership's priorities. Mainstream media is telling us the middle class is shrinking. One hundred million Americans are driven into poverty caused by the Wall Street system. Calling on Congress to address climate change by considering and expanding carbon fees and dividends furthers Wall Street systems and control over the national economy. Congress must be called upon to end sequester, tax and regulate Wall Street, reorganize the fed into the U.S. national bank credit system that funds the 50 states, activate the full employment policy, then fund the necessary economy platforms, the redevelopment of North America that can Stated Meeting December 10, 2015 begin to reverse the greatest depression upon us. Neoliberalism has taken over the market, the economy and infiltrated government and government policy, undermining its priorities that support the population's standard of living, the physical economy that undergirds all. We should live in a full employment nation. We should have a continental mag-led rail system, a national nuclear-fueled energy grid, a continental water control and distribution system. We should be enjoying the fusion economy, if not for Wall Street. Instead we enjoy the derivative trade-driven unlimited bailout system that demands high unemployment and perpetual war. We can and must change the system and create the higher order of civilization our humanity demands, reinstating the American system of political economy. We must stop the perpetual war. It's a terrible drain on Stated Meeting December 10, 2015 our precious resource of young men and women taken out of the national economy. Perpetual war conducts war against the United States. I trust the City Council will implement the public bank, enlarge the modernization and expansion of PGW, the source of Philadelphia's strength. Good morning. At this holiday time, I am without my home due to the bullying actions and inactions by this legislative body. I quote George Mason, delegate to the Constitutional Convention in Stated Meeting December 10, 2015 Philadelphia. "Can anybody be above the law?" Truer words were never spoke by a founding father in the sacred Cradle of Liberty. He and the founding fathers were concerned about potential abuse of power in the government that they sacrificed so much to get, so they passed laws. 42 USC 1985, depriving persons of rights and privileges. If two or more persons in a state or territory conspire on the premises of the other, for the purpose of depriving, either directly or indirectly, any person or class of person of the equal protection of the law, equal privileges, immunities under the law or for the purpose of preventing or hindering the constituted authorities of any state or territory from giving or securing to all persons within such state or territory equal protection under the law. In any case of conspiracy set forth under this section, if more persons are engaged therein are caused to be done acting in any furtherance of the object Stated Meeting December 10, 2015 of the conspiracy, whereby another is injured in his person or property or deprived of having exercised any right or privilege of a citizen of the United States, the party so injured, me, or deprived may have the action to recover damages occasioned by such injury or deprivation. These articles and previous admissions require immediate de-funding and investigation of the Philadelphia Redevelopment Authority or more laws, as in the above and previously mentioned, are violated by you, the agents and agencies of this government. I apologize for being late, but I would like to say that this particular bill will help people get out of poverty. Right now we have over 400,000 formerly convicted folks living in the City, with 40 percent of them no longer on probation or parole. This bill would help that 40 percent to be able to come out of poverty and be able to care for their family and become taxpayers. So we'd really appreciate it if you can pass this particular bill. This would help our population. Stated Meeting December 10, 2015 Also I'd like to raise the fact that we have a young lady here named Malissa Gamble. She been here almost 12 years. She have an organization. She went to Val Cly (ph) for insurance. As soon as the man saw that she was convicted, he raised the rates. So this is the reason why we need this cut-off period of seven years. And I appreciate if the Council will pass this particular bill today. I have one other speaker. And these are all my supporters that support that particular bill. Thank you.

Good afternoon, everyone. Can everyone hear me? My name Stated Meeting December 10, 2015 is Antonio. I went to prison in 1986 when I was 16 years old. I served seven years for possession with intent to deliver. Today I hold an undergraduate degree in paralegal studies, a Master's Degree in Criminal Justice, and I'll be concluding my Ph.D. in advanced human behaviors -- excuse me; I'm a little under the weather -- sometime during the year 2016. As effectively as early as last week, just exploring my career options, I'm still, 30 years later, being asked, What did you do when you were 15? I received a life sentence when I was 15 years old, which was when, in all essence, I was certified to the adult system. I don't have adult charges. So I still today at 46 still hold this weight on my back 30 years later. But I keep going. I'm currently -- I work for the Department of Behavioral Health dealing with mental health challenges, homeless, poverty, et Stated Meeting December 10, 2015 cetera, ex-offenders. But I still answer to something -- to a mistake that I made 30 years ago. At what point is there a cutoff point for a person to sit there and say, Listen, my debt is paid. I pray that you guys take into strong consideration that no one should be sitting back looking in someone's background from 30, 40 years ago and they still being stigmatized to the point of where almost half a million people in the City continue to -- I'm sorry. Hello. My name is Adan Rosario. I have a little story. I recently was helping with Local 32BJ SEIU. I would be working with them today if it wasn't that they were looking into Stated Meeting December 10, 2015 my background. I've been out of jail for ten years, but there's some laws that are in effect that I can't work for a labor organization if I'm not out for 13 years. There's also the thing that -- I've been working in the industry for ten years, but still when I went to go and transfer from one job to another when we lost the contract downstairs in the concourse, I had to go to SEPTA personally with the people that I knew. So it wasn't what I knew, but the people that I knew that kept me employed. There's a lot of people out there today, a lot of kids that's coming out of jail, a lot of men that are trying to feed their family. It's beneficial to the community at large that a man is allowed to work. It's beneficial. If a man is able to work, he is less likely to recommit a crime. The community out there is always and the media is always looking at what an ex-offender does to go back, but Stated Meeting December 10, 2015 there's a lot of success stories out here. There's a lot of people who are working, living on a check week to week, and that's a success story. They're not going back to jail. We just need the opportunity to be able to work. We got Ban the Box. That's good. We're able to get in front of the employer and present ourselves. We have some great people. If we can present ourselves and get ourselves past that second interview and stay employed, I can guarantee you the crime rate would fall. All we are saying is, we paid our time. We did our time. We paid our debt to the community, and all we're saying is, we just want to work. We want to be able to have a fair shot like everyone else. Enjoy your holidays, people.

Good afternoon. Let me take my glasses off. I have a sensitivity to the light. I first want to say that I thank the creator for allowing me to be here today. This is like one of -- the first time that I've actually been in the room, although I've talked to a couple of people before. But I want to talk about Ban the Box in the sense where I own my own companies, non-profit and for-profit, but the companies and the people that you go to to purchase the property want certain things. They want insurance for construction. They want insurance for the people that are working there. They want insurance for my van service. And to make a long story short, all of the Stated Meeting December 10, 2015 people that I went to had a problem with insuring formerly incarcerated women and men, but they would insure me. It's not right. My program, The Time is Now to Make a Change, and I'm the founder also of Returning Citizens Voter Movement, and we express entrepreneurship. Not even in entrepreneurship are we treated correctly. They go far back into your record and then they want to escalate the prices so that you can either get it or you can't. But we need for this bill to check off insurances, the Ban the Box to check the insurance and the Ban the Box to check the loan. Had it not been for the owner of the property taking on my loan, I would not be able to work to feed my family or to hire other formerly incarcerated people. So I'm just asking that if you can ban that box for that also. Thank you.

Thank you, Council President. Today I ask my colleagues to vote yes to Bill 150744 and 150767, which will provide zoning authorization for the placement of the Live! Hotel and Casino in South Philadelphia. I understand that this proposal has raised concerns among a number of those who have voiced their opinions to Council. I also understand that many support the proposal because it represents a massive economic development project in the City of Philadelphia. At this point, all stakeholders have had the chance to voice their opinions on this very important issue. The Pennsylvania Gaming Control Board has awarded a casino license to Stadium Casino, LLC through a competitive process that included five other Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING applications and a public comment process. City Council had no authority or influence over the state Gaming Board's decision to award this casino license, but City Council is charged with considering the required zoning legislation. Over the past several months, I have worked diligently to ensure that the casino project truly benefits the City of Philadelphia, including the neighborhoods immediately impacted by the development and the Philadelphians who will be employed at the site for construction, professional services, and all levels of operation. Accordingly, we have negotiated an historic Economic Opportunity Plan and goals for this project. The jobs created must pay living wages, and the workers at all stages of the process, including construction, professional services, operations, and vending and contracting, must represent Philadelphia's diverse Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING demographic makeup. Accordingly, we have negotiated a $12 per hour minimum wage for any worker or subcontracted employee at the casino. Additionally, I have worked with the Office of Economic Opportunity to set historic diversity goals that calls for at least 50 percent minority participation at all stages of this project, including construction, professional services, and operations, including executive management, managerial, and supervisory positions. I have also established a Diversity Oversight Board comprised of industry experts and area leaders to monitor compliance with the casino's diversity commitments and its EOP, which I take very seriously. I will work with the Diversity Oversight Board to make sure we hold the development team accountable in making sure they reach their obligations and goals. We will continue to also Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING address any issues regarding labor and management as it relates to the new Live! Hotel and Casino. We have also worked to ensure that this project is supported by the immediately impacted neighborhoods in South Philadelphia. Accordingly, the Cordish Company has entered into a Community Benefits Agreement with the surrounding neighborhood associations to ensure that the Live! Hotel and Casino has a positive impact on the local neighborhoods. This project represents an investment of over a half a billion dollars into the City of Philadelphia that will create thousands of jobs, both construction and permanent. I believe that this project will benefit the entire City. I want to also thank all of my colleagues for their input, their insight, working in partnership with my team to make sure that this casino not only benefits the 2nd Councilmanic Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING District but the City of Philadelphia as a whole and ask for your affirmative vote on these two bills. I think we've said enough and a lot of people have worked very hard. So I want to thank you, Council President, for your stewardship and allowing the Committee to do a lot of hard work and then the colleagues to champion a lot of issues that are important to them and the constituents in the City of Philadelphia. So I want to thank all of my colleagues, especially Councilman Greenlee, Wilson Goode, Jannie Blackwell, Kenyatta Johnson, Maria Quinones-Sanchez, Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING and Cindy Bass, for their leadership, in addition to yours, Council President, on key issues to get us to where we are here today for, I feel, a very good franchise agreement package. And this is my only time to thank everybody, so bear with me for a second. PhillyCAM, CAP, Comcast especially, Gretjen and Hannah with the advocacy groups, who never stopped pushing. Every time we went outside your office, they were sitting on the floor. They were in the coffee shop and they're always around, and it's true, and they were championing what they needed to. Comcast, Mark Reilly, Kathleen Sullivan, and Sharon Powell-Lee, who approached this process with the commitment of Philadelphia in mind and, I might add, with a great sense of humor throughout this process. And I want to thank Comcast for putting Philadelphia first. So I can't begin to convey how complicated the agreement has been and how negotiations were throughout the two and a half, three years, and they've all come up with creative solutions to where we are today for this final vote. Thank you, Mr. President. I want to first start by thanking my colleague Bobby Henon for his hard work and his office for the work that was done on this Comcast franchise agreement. And I did want to say that there's still a couple of things that I wanted to bring forward and to make sure that we pay attention to as we move forward with this agreement. And I'll be voting today for Bill No. 150809 with reservations, and I've stated them publicly before and I just really wanted to be on record and, again, make sure that everyone is aware that there's a Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING couple of things that need to be paid attention to. And primarily the biggest thing -- actually, both of them are very, very important in my eyes, but one of the issues is that I'm still trying to understand why is it that Philadelphia, which, as we know, is the poorest of our nation's top ten cities, is subsidizing Comcast with a 90-day rule on Internet Essentials, and Comcast obviously is one of the world's wealthiest corporations. That is something that even though it's in the agreement, I think that Comcast can still do something about it. Even regardless of what our agreement is, there is still room for them to make this, in my opinion, right. The other piece that needs to be paid attention to as we look at Comcast in the future is that in terms of senior staffers, senior vice presidents and above, reflecting the diversity we expect to see from corporations that we have invested in. And so we know that Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING there are two African American senior VP's, both slated to retire in 2016, according to my understanding. And so we look to Comcast to address this issue and the other issue as well. We're proud to have Comcast here in Philadelphia. I believe that we've made a significant investment, and we're looking to them to make that investment back in Philadelphia. So thank you, Mr. President.

I think when we first got here, at least when I first got here, we were battening down the hatches of one of the worst recessions since the Great Depression. But as we turn the corner on that page, as we see Comcast putting up its second skyscraper, as we look at our second casino, as we tout a W Hotel, as we look at the Dranoff project, which I don't think anybody in this Chambers will ever be able to afford, we see a better tomorrow. This bill that we are considering now will give that same type of folk an optimism to over a half Stated Meeting December 10, 2015 12/10/15 - STATED - 2ND READING million people in the City of Philadelphia, saying that when you paid your debt to society, that you have an opportunity for redemption, have an opportunity to be a citizen and reap the full benefits of this society. So I know that this was a lot of work for a lot of people, that this made people take pause, but in this kind of situation, we have to send the signal that if you do the right thing, good things can happen for you in the long run. And I appreciate everyone who has decided to give this leap of faith to this many citizens and welcome them home. Thank you, Mr. President.

Thank you very much, Council President. I know this starts off a long list of speeches, but it's been four years and I'd like to say that -- I'd like to thank all my colleagues for the great work that Stated Meeting December 10, 2015 think a democracy is having various opinions. Sometimes opinions you don't agree with come together. And I think one of the important things is when they come together, that there's intelligent conversation, there's respect for each other's opinions, respect for the integrity and intelligence of the other voices and opinions, and ability to then come together and understand that the majority is going to win the day and then to support what has passed wholeheartedly for the best interest of the people of our city. I have enjoyed working with some good friends and some new friends, and I've conflicted with folks. I think everyone has. In particular, I'd like to say thank you to our leadership. I'm new. I've been here for four years. I'm looking forward to not being new next year. And, of course, every Councilperson has to thank their team, Stated Meeting December 10, 2015 particularly take this time to thank first Marian Tasco and wish her well. She has been very important to me in many ways. One is, I would not be here without her support twice. So that I got to say thank you. And I also want to say that she has obviously not always liked my votes or my position, not every one of them. I think there's many she's liked. But I want to thank her for her approving and disapproving glances, but she has always let me be who I am, and I think that's the wonderful thing that I've learned about her as a Councilwoman and as a leader and as a friend. I truly appreciate her and wish her the very best in everything she will continue to do and impact our city well into the future. (Applause.)
Let me thank Stated Meeting December 10, 2015 Goode, Jr. He has set a wonderful example for me in his timeliness, his -he does not hesitate to state his mind. He has true beliefs. I don't always agree with his positions. He knows that. One time he thanked me. He said, Thank you for not agreeing with me, because you're republican, and that will help my cause. And I said, Oh, okay, I see how that works. And I appreciate all his efforts and his focus on the issues. I appreciate his faith and his example. I very much appreciate his father and the legacy that he has pursued, and I want to wish him well in everything that he does. He'll be -- he's a young man and a strong leader and he'll impact our city continuously. Finally, I'd like to -(Applause.)
Before we hit the holiday season, definitely. Wilson Goode, Jr. And, finally, Dennis O'Brien, Stated Meeting December 10, 2015 figure to me in many ways, but he has served well our city and will continue to serve. But having been a State Representative, Speaker of the House, and now moving on from being a Councilman to who knows what, he's been a champion for autism and for those who he felt were vulnerable. Again, not all of us agree all the time, even when we're from the same party, but I certainly respect his integrity, his hard work, and his focus on his issues, championing the issues that are important to him. I wish him well and look forward to being involved with all of our colleagues who are moving on. And, finally, congratulations to our new Mayor. (Applause.)

Thank you, Mr. President. Sixteen years ago I took my seat in this Council as the youngest member at the time at age 34. I've served in this Council during the prime years of my professional life from age 34 to 50, and I'm proud of what I've accomplished. I've introduced over 160 bills. Today this Council approved the last of over 145 bills that will become law, requiring economic disparity studies that led to diversity goals in City contracting, that took participation rates for businesses owned by women and people of color from single digits to almost 25 percent, as well as fair lending plans and community reinvestment goals that took small business lending in working-class neighborhoods from less than 40 percent to around 55 percent, business tax credits for job creation Stated Meeting December 10, 2015 thousands of jobs, including opportunities for returning citizens and ex-offenders, as well as the CDC tax credit program and CDBG mandate that has pumped over $50 million into community-based economic development, and of course the 21st century Philadelphia Living Wage and Benefits Standard that took the City's minimum wage standard from $5.15 to $7.72 to $10.88 to $12 and more, just to name a few things. My work as a legislator is now complete. My life work is not. The struggle for economic fairness continues. I take this time to thank both my family and my staff for their support of my years as a lawmaker, and I thank my colleagues, past and present, for unanimous support of over 140 bills. I'll now let my body of work speak for itself. With that said, God bless this Council and God bless Philadelphia. (Standing ovation.) Stated Meeting December 10, 2015

Thank you, Mr. President. This is like the last day of school. We're all anxious to get going, but we're all comforted in the idea that we'll see each other at some time in the future, and I hope that's my experience. We're also anxious for the future. And I'm very much aware that I learned a lot while I was here and I'm very aware and grateful for the growth, the life experience, but especially the relationships that I share with all of my colleagues and the people in all of your legislative districts. Public service is a gift, and for my experience in Harrisburg and my experience here in Philadelphia, I love to live gratefully for that experience. We get to interact with people on a personal level when they have an instant Stated Meeting December 10, 2015 their life if we intervene. We also advocate for those who don't have a voice. In our public service, we have power, we have opportunity but, most importantly, we have a responsibility, and we should take and you should take advantage of every moment that you enjoy your public position. This legislative body was always functional because of the leadership and the collaboration among all of you, and we all know that that's not the case on other levels of government, particularly in the state and on the federal level. I'd like to recognize my republican colleagues, Brian and David, because they always supported a positive agenda that moved the City forward, and often they were criticized for going along to get along, and that certainly was never, never the case. I'd like to recognize some of Stated Meeting December 10, 2015 I wish she was here. I never met anybody who was a stronger advocate for individuals who learn differently and have educational challenges and to empower them to change their lives and take responsibility for their lives. And she always thanked the late great Lucien Blackwell, and she would never accept a compliment without saying thank you. I think she said thank you more than anybody I've ever met in my entire life. And it's us that should thank Jannie Blackwell for her service over these many years. Bobby Henon. As he alluded to, I've never seen anybody that has taken on as many issues that are complicated and make your head hurt without fear of not being successful. He builds consensus, and he's brought numerous issues to this Council successfully. Marian Tasco. I'm so glad that I listened to her personal response to Stated Meeting December 10, 2015 the other night, and I said this to her earlier today. People came from North Carolina, Florida, all over the country, and that's a testament to the relationships that she's built over those years. Not only that she knew those people, they respected each other, but they came to pay respect to her because they respected who she is as a person, as a political leader, and as just an individual that makes a difference day in and day out, and what a deserving tribute it was, and I hope you let all that energy in for a long time to come. Kenyatta Johnson. What can I say? He just brought that spirit of collegiality from Harrisburg and every Thursday reminded us of that opportunity to respect each other and move agendas together in a positive way by that wonderful greeting that he always gave to Mr. President and colleagues. And I enjoyed his friendship but, more Stated Meeting December 10, 2015 importantly, I enjoyed him sharing his district with me, and the knowledge of the people that live in that district has made me a better person. Wilson Goode. I always heard that he was a great person in parliamentary procedure. When I was distracted, as I often am sitting in this Chamber, he would nudge me and remind me that I'm supposed to say aye or I'm supposed to be up for a picture or something like that.
And for all his knowledge on Appropriations, I'm very grateful for sitting next to him. For Cindy Bass and Blondell Reynolds Brown, I would like to thank you for reminding all of us that it's 2015 and that we have to afford each and every one the dignity and respect that they deserve, and I applaud you for taking the leadership and all the other members of caucus that support you in that endeavor. I'd like to thank Bill Greenlee, who was my wing man on indigent Stated Meeting December 10, 2015 counsel, and it was his knowledge of this legislative body and his commitment, his commitment to that issue that made us successful, and hopefully that issue will continue, his leadership in making sure not only on Rules and everything else, that every member was informed the slightest change in a legislative proposal. And I'd like to thank President Clarke for the support of the Philadelphia Autism Project. It's in its second year. I thank you for getting that off the ground. I thank you for the funding, not only for that but for securing funding for focused deterrence, which saves lives and gives opportunities to individuals to get away from a lifestyle of crime and violence. I would also like to thank my good friend Curtis Jones, and it was a pleasure serving with him on the Public Safety Committee and taking on Pennsylvania Probation and Parole. That Stated Meeting December 10, 2015 endeavor, and you made real change. We're not going to see that, but I can tell you that the procedures and protocols at Pennsylvania Probation and Parole were significantly affected, and those officers recognize that and applaud you for your efforts. Vacant property, Maria Quinones-Sanchez on the Land Bank, gifting myself and my staff that wonderful embodiment of knowledge to create the vacant property legislation. Again, that saves lives and it saves neighborhoods. And also for moving notario fraud forward, which provides consumer protections and a pathway to citizenship, and it's a model piece of legislation across the country. I'd also like to recognize my success in Harrisburg and in Philadelphia has always been because of staff, certainly not because I'm the brightest bulb on the planet. But I would like to first recognize our technical staff, Hal Stated Meeting December 10, 2015 Fichandler, Mary McDaniel. And I'm going to out her because she was my chief counsel in Harrisburg and now she's making an extraordinary difference here in City Council. John Christmas, Herb Wetzel, Sade Lewis, and Rosalie Leonard. And my intern sitting right over here, Erin McLaughlin, who to the very last minute in caucus was asking very, very probing questions about leadership and about engaging in legislative discussions. And then I would also like to recognize -- I forgot my good friend Mark Squilla. I spent so many years in Harrisburg, and when we were first doing AVI, I walked into his office to discuss something and he goes, You know what, we're going to slow this down, we're going to make a difference and we're going to do this. And I walked out, I talked to Matt Braden and I said, You know what, I admire his courage, but I don't think he's going to be able to do Stated Meeting December 10, 2015 He did. And he's a great leader in South Philadelphia and he's a great friend, and I thank you for that. I also would like to recognize my staff. Matt Braden, who is my Chief of Staff, I stole him from the District Attorney's Office where he logistically supported over 600 employees to make sure that all the cases moved forward. He implemented the $38 million budget from everything to Fleet Management's office space to budgets for all of the various departments. And then you have Miriam Enriquez, who was an accomplished Assistant DA.
She went in with my niece to the DA's Office, Erin O'Brien-O'Brien, and that was a real steal. It was the first time that I heard the District Attorney's Office actually almost threatened, because they had plans for her and she chose to come here. D. in mental health issues. She came here to support my office and the City of Philadelphia in the conversation around individuals with disabilities. And she said, I don't know anything about autism. I said, Well, my guys have mental health issues, so I think this is going to work. And, boy, did she ever make a difference in advocating for individuals and for groups of individuals with disabilities across the board. And then I have my wonderful friend Marge Caputo, who I stole from the Northeast. She ran the Academy Sabres Youth Organization. But there wasn't a youth organization that met in Northeast Philadelphia that Margie wasn't integrally involved in, in advising how to build programs, how to work with the community. There wasn't any civic issue that she wasn't personally involved in. I remember one day that I left Harrisburg, I got home probably around 6 Stated Meeting December 10, 2015 They had the opening day ceremonies, and a lot of the youth groups in Northeast Philadelphia had given me a jacket, either a windbreaker or just some kind of coat, and I went right from Harrisburg to the field, to the baseball field, and I grabbed a jacket out of my closet real quick and ran over to the baseball field and I turned around and I said, I'm very proud of this jacket. I had Penn Academy on it instead of Academy Sabres. And she got me out of a very embarrassing moment. So she multi-talented. And then Kevin Carroll, he was a gift from South Philly. He grew up with a lot of our most prominent leaders in the City of Philadelphia. And I was instantly impressed, because I would walk down the street and I thought all these people are waving to me. They're not waving to me. They know Kevin. So for all of these reasons, I will be very grateful. As I said before, Stated Meeting December 10, 2015 for the leadership of you, Mr. President, and my colleagues in City Council, and I thank you, people of the City of Philadelphia, for a wonderful opportunity to serve for as many years as I did. Thank you. )

Thank you, Mr. President. I too want to join the chorus of people thanking our colleagues that are leaving. To Councilwoman Tasco, for your leadership in predatory lending and making a difference to hundreds of thousands of people, not only in the City of Philadelphia but in the Commonwealth by raising that issue. Also for your leadership at PGW. You fought the headwinds of that type of change and made Stated Meeting December 10, 2015 Philadelphians, and I'm truly grateful for that leadership. Councilman Wilson Goode, raising the minimum wage, making sure that inclusion happened in every City department, relentlessly fighting for folk who could not have a voice and fight for themselves. I appreciate it. Denny O'Brien, coming in from Harrisburg, I appreciate you in your leadership in criminal justice but, most importantly, my friend, that you are the only member of City Council who gave longer speeches of the majority than me. For that, I am truly grateful, and you will be missed, all of you. I know all of you will continue to make contributions, and I thank you for being a part of my professional life. Thank you.

Thank you, Council President. And this brief presentation is a follow-up to the resolution that I introduced today, but also supporting constituents and friends of mine who are offended by the hateful rhetoric and comments that were made by presidential candidate Donald Trump. It is important for Mr. Trump to understand that Muslims are an integral part of the fabric of our community and our involvement in all levels of government, including the Police and Fire Departments and the armed forces. His hateful language perpetuates an environment of xenophobia and Islamic phobia that is reckless and dangerous. What he said goes against the United States Constitution and our modern understanding of fundamental human rights. So as similar to our current Mayor, Mayor Nutter, I call on presidential candidate Donald Trump to refrain from making such hateful Stated Meeting December 10, 2015 unable to refrain from such hate speech, then he is unwelcome in the City of Brotherly Love and Sisterly Affection. But, most importantly, I think when you listen to the support that he's receiving and how he's going up in the polls, it's very telling about the current condition of our country at this particular time, and those type of comments do nothing but divide us as a country as opposed to bringing us together. I would like to take a moment to acknowledge Councilwoman Marian Tasco, who when I arrived here in City Council, you know, took me under her wing and whispered wise counsel in my ear over the past four years on the inner workings of this City Council Chamber, the tricks and trades of the advocates who come here and, you know, some get hired and paid to kind of come play a game like they're really truly advocating on certain issues and saying, Wait a minute, take your time Stated Meeting December 10, 2015 in response, and making sure I'm not responding emotionally to people coming down here and with the shenanigans that they're doing, but also, you know, I kind of consider her in some way like a surrogate aunt, because she has no problem just pulling me to the side, making sure I'm paying attention to how I'm taking care of business. So I want to personally say thank you. We talk on many different days and occasions. Even you may, Mr. President, call me to press my button and we'll be in the middle of a dialogue and engaged just about life just in general. So thank you for all you have done for this great City of Philadelphia, and I appreciate you just for taking time out of your schedule and just taking to me throughout my process. And I mean that sincerely. To Councilman Denny O'Brien, obviously he's my comrade in arms. We Stated Meeting December 10, 2015 state, so we speak the same language as former State Representatives. But I had a chance to meet him when he was the Speaker of the House. And that says something about his character, because he was a republican Speaker and at that particular time democrats dominated the House, and he was able to be the compromised candidate, because he was able to get along with everybody on both aisles. And so I had a great opportunity working with you over these past four years. I appreciate your passion, particularly working with young people of autism. You've always come to all my community events in the great land of South Philadelphia. So, you know, thank you for all you have done over the past four years. I always consider you as a friend. And thank you. Next, and not least, my good friend Councilman Wilson Goode. And I feel some type of way, you know, that you're not going to be that voice, that Stated Meeting December 10, 2015 of us paying attention to the economic disparity, particularly of African Americans and people of color.
And even when you look at the Pew Charitable Trust, you got some people in the City feel like they're doing a great job and you have some people -- that we're doing a great job. You have some people that feel like they're not getting their fair shake living in this city, and you kept all of us on the case of holding individuals accountable to make sure we close the wealth gap here in the City of Philadelphia. And I met you again when I was a State Rep. I would come down to your office just to pick your brain before I even thought about coming to City Council. So keep up the good work. I appreciate everything that you have done for this great city. As mentioned, you're a young guy. You can do what you want. I think the other Mayor kind of Stated Meeting December 10, 2015 to come with him, you can go do that. You want to come down South Philly and hang out with me, no problem. We'll put you to work. But I appreciate you, man, because you carried that legacy that your pop started being the first African American Mayor here in the City of Philadelphia. Peace. Thank you, Council President.

Thank you, Mr. President. I think it was 1988 when I came in here and I sat over in that corner where Councilman O'Brien is. And I'm going to be very brief, because I'm not going anywhere. I'm just taking a leave of this building and my Council seat, but I intend to be involved in my community and in advocating for issues that come before this Council. There's some special people I want to say thank you to. They are the security staff in this building who protect us and watch out for us when we come to this Chamber and when we come into this building. I want to thank the police officers who sit quietly over there and know and pay attention who is coming in and they also watch us. I want to thank our great Sergeant-At-Arms. They are polite, they are helpful, and they do a great job. Stated Meeting December 10, 2015 in this building that you don't see, the public does not see. You see them here in the Chambers. But I want to thank you for your service, your kindness, and your respect that you've shown to me. I want to thank the staff photographer -- he's not here -- Mark Brooks, for making us all look good and great. I want to thank Michele, the stenographer. You are very stoic, I guess is the only way I can say it. And she has been here a long, long time, and I thank you for your service. I know you're doing your job, but you're kind, you're not grumpy, and you're very patient with us when we're having hearings and Council sessions like this. God bless. I've tried to provide an environment in my office so that staff will feel free to do their job and I not dictate to them what they do. We have a philosophy, we have a template for what should be done, and the bottom line for me is that they service our constituents. And certainly Frank Iannuzzi, who just started with us when Derek Green decided to take wing to run for City Council. I'm proud of him. I'm proud of Cherelle Parker, and I'm certainly proud of Councilwoman Sanchez, who was my first employee when I came in in 1987. So I've enjoyed having a relationship with all of you. The young ladies -- I shouldn't call names -- who service us with our complaints about the telephone, Mary Ellen and Linda. You know, we can't make it without this help Stated Meeting December 10, 2015 building, and I just want to say thank you. And to those I might have forgotten, just know it's my head and not my heart, because I didn't really plan to make a speech. And I see Romani over there, and all the staff members of the Councilmembers. They are very respectful. They are very -- they work very hard. And I want to say to all of you, continue to support the issues in your community that are supported by this Council, because one day you may be sitting in this seat like I was when I came in here in 1975 with Milton Street. Nobody knows that story, but we were advocates together. I just want to say to you, Mr. President, I've enjoyed working with you. You are kind. You listen. To my colleagues, Jannie, keep up the good work. I see that line of people out there. You always service the least of these. I make sure he understands what he's doing and tell him what to do in his district. Follow the people. And the one thing I have to say that Jerry Mondesire left with me is, stay with your people. And I say to all of the Councilmembers, don't forget how you got here. Don't get too big-headed. Stay with the people. Maria, I appreciate the work you've done, certainly with the Latino community and you keep active. David Oh, a student. You know, I pick up republicans too, you know. I Stated Meeting December 10, 2015 he stands on issues, and certainly I'm glad that he made it again. My friend Cindy Bass, we knew each other way back in the day when she worked with State Senator Allyson Schwartz. But she is a good Councilmember. She's new. She's going into her second term, and I wish you well. My friend Squilla that I call him, thank you. We worked together on the Board of the Convention Center and I watched him just take over from the work left by Councilman DiCicco, and he's keeping South Philadelphia going. My friend Brian O'Neill. Ever since I came to this Council, Brian O'Neill worked with me, and I was surprised. I said, he's a republican, but he votes with us on certain issues, because he cares about a lot of the things that we do in this city and most of them because we're District Stated Meeting December 10, 2015 Councilpeople, and he stays with his people. But, most importantly, he has been a big advocate and a mentor for me with the National League of Cities. And he and I were the only two who took part in the National League of Cities. And I encourage Councilmembers to do so. We learned a lot. I met a lot of wonderful people. And Brian really has been a true friend throughout these years I've been here. To Curtis Jones, I knew him when he was with the office of -whatever it was. When he was young.
And he ran, he and Congressman Fattah ran for City Commissioner, and we used their numbers when they -- they weren't successful, but they ran a good campaign -- to develop my campaign to become City Commissioner. Thank you for all the work you do with your constituents, because you do stay with your people. Councilwoman Blondell Reynolds Stated Meeting December 10, 2015 Brown, I thank you, my dear friend. We've been together for many, many, many, many years. She gave me my first fundraiser when I ran for City Commissioner. She's doing a great job. Wilson Goode did a great job in this city, as you all talk, and we talked about the work he's done, the legislation he's passed to help our people in the City of Philadelphia to move forward and become economically strong. And to my friend Denny O'Brien, I'm sorry, you didn't give me enough tickets. But he's done a great job and an advocate for people with disabilities. He works hard. And I wish you well, and somehow down the line you might find yourself back in this body. I want to thank everybody for coming and just being here. And let me give a shout-out to the press. Thank you, Mr. President. And I too want to add to my colleagues' expression of gratitude for the people leaving the Chambers. It's a special day and it's a sad day, but happy day. Starting off with Councilwoman Tasco and what she has meant to me as a freshman Councilperson coming into Council and looking for guidance. And when you come into this big Chambers for the first time, you're so wide-eyed and looking at things differently, and one thing Councilwoman Tasco said -- and she probably don't even remember -- was just remember where you came from, Stated Meeting December 10, 2015 elected and you'll be fine. And that is absolutely the truth. And her guidance even on the Convention Center Board, sitting there during tough times with making tough decisions and knowing standing by them for the right reasons means so much. Because when you have somebody that you could talk to and somebody that you could lean on when you're -- especially when you're first starting, really, really helps you be able to make those right decisions and feel comfortable with those decisions. So, Marian, I want to thank you from the bottom of my heart for everything you have done. I wish you the best of luck. I know I'll still be with you at the Convention Center Board, from what I understand. So I can't wait to see you at least once a month, and thank you for everything. Councilman Goode, when I first came in also, learning things from your Stated Meeting December 10, 2015 came in with a different mindset, and understanding the needs of the people throughout the City of Philadelphia. And Philadelphia is not only just a district, but it's a big city, and we have to understand that knowing to stand up for the people who need you, stand up for the people who sometimes don't even ask you for help. And that's the hard part to understand. We do have a constituency out there that constantly beat our doors down and talk to us and ask us to do things, but there's people out there that don't, and they don't come to us and ask us for things, but you were their champion and you really learned what to do for them and actually taught us as Councilmembers how to go out there and sometimes listen to the voices that are not speaking. And that's not an easy thing to do as a Councilmember, to understand that there's people out there that sometimes do not come and ask for Stated Meeting December 10, 2015 things, but really need our help and assistance. And you were their champion. You still are their champion, and you're our champion, and thank you for what you have done. Thank you. (Applause.)
And Councilman O'Brien, I won't forget you. What you have done for the people that have special needs is so important, and following you and your championing your passion for helping them is something that we need here as Council to continue to do, and I know we have another big advocate coming in in Derek Green that I'm sure will pick up where you have left off. This is an important aspect for the City of Philadelphia. There's a lot of needs that we know people have out there, and you were a person to really make us all aware of those needs and concerns, and you brought them from the state House, your great leadership and your great speeches. Even though sometimes we Stated Meeting December 10, 2015 were going, we really enjoyed listening to them and it was always very entertaining. But I got to say that your passion for subjects really rose, and people knew you did it from the heart, and that's what counts as an elected official. You didn't do it for anything other than for what you thought was the right thing. So thank you very much. Thank you all for what you have given to us and shared with us along the way, and thank you for making us grow as a Council. Thank you very much. (Applause.)
Thank you, Mr. President. Well, I too want to join in with my colleagues and just say a few words about those who are departing. But before we do that, I wanted to piggyback off of Councilman Kenyatta Johnson's Stated Meeting December 10, 2015 emphasize how this is a very difficult time in our nation, and you find that the attack on Muslims at this point -- because it's always revolving. One moment, you know, it's Hispanics and the next moment it's someone else. And now there has been this attack against Muslims, and Philadelphia as a city that has, I believe, the largest population of Muslims of any big city in the country, I think that that's something that we need to pay specific attention to, pay attention to the hateful language that's being spoken and the hateful and unconstitutional language, I should say. So I just really wanted to add my voice to that. But I also wanted to say about my colleagues, we know how much you'll be missed in this Chamber. I can tell you that Councilman Goode, I'm going to miss sitting next to you in caucus, your wisdom, your ideas, your suggestions, Stated Meeting December 10, 2015 the time. I'm going to miss those. Councilman O'Brien, I'm going to miss your enthusiasm. I mean, your just smile and enthusiasm. And when I see you, I always have a really big smile, because you just bring that out in people. And I believe that, you know, whenever we interact with anyone, we have some sort of impact, and it can be a positive impact, it can be a negative impact or it can be no impact at all, which is still impactful, but I think that the colleagues that we have here today, we have all made an impact, and the two of you and also obviously Councilwoman Tasco with your years of experience, your wisdom, she's also my neighbor. Even though we live in different Council districts, we live almost around the corner from each other. So I'll be dropping by. So I don't count this as a good-bye. I think that we'll be seeing each other again. I'm sure Stated Meeting December 10, 2015 together in the future. Thank you, Mr. President. Sorry we've had on roller skates this morning. But let me say that certainly I agree with the comments about religion that my colleagues have said. There's one God who sits high and looks low, and no matter what your religion is, he's still who he is, and we are supposed to try to do our best in this life for each other. Let me say that I've been here a very, very long time, although I might not look like it, I hope. I came here with Lucien Blackwell January 3rd, 1976 Stated Meeting December 10, 2015 Been around a long time. Over the years, I've learned what the privilege of public service is and what the privilege of serving with my colleagues means. So it really is. It makes such a difference and we can make so much of a difference in the quality of life. I'm grateful for that. Certainly Councilwoman Tasco and all the old days with Dave Richardson and so many others, we can look back on really exciting times and change in history and change in government. When Wilson Goode, Jr., you know, his dad when he was the Managing Director was the smartest Managing Director we had ever seen in the history of our city. And so when we found Wilson Goode, Jr. to be so talented, we certainly were not surprised. And let me say to my colleague, former Speaker of the House O'Brien, before he came on board and fought so hard on autism, Drexel University had not Stated Meeting December 10, 2015 worked with them. He fought -- in fact, he had a relationship with them that I didn't realize at first. And they came together and they created a new department on autism, and that is partly because of Dennis O'Brien, and we're grateful for that. For all our staffs, for all people who serve, all the people Marian and others have mentioned, we're grateful. When we talk about Sergeant-At-Arms, we already miss Shump. We've already talked about that. When we talk about talent and intelligence, certainly Sade Olanipekun is a gifted person, and we have just been gifted with so much leadership here. And so I'm going to say that I hope everybody will have a great holiday season. You know we're doing our thing outside, as we usually do. We just usually do it tomorrow, not today. If I could do half the job, just half the job he did in his lifetime, I will be grateful. And, finally, let me say after today, all of you know that which I love most that I do is dealing with homeless people, and on next Wednesday at 3 o'clock, 3:00 to 7:00, we will deal with 5,000 homeless people, people who live in shelters, and people who just want to eat and who realize that as we fellowship one with the other, we are all the same. We worked with her for the many years I was here. But I will add to the comments made about the Donald Trump vitriol. He must remember and we must never forget the six million Jews that were killed in the '30s and the '40s, which began with this kind of vitriol, and this kind of rhetoric does not need -- there's no place for it in this country. And so we have to be very mindful of that and remember the Holocaust, because those kind of comments and thinking could lead to something detrimental and hateful like Stated Meeting December 10, 2015
Thank you, Councilwoman. I'm going to break the rules, because I know I'm not supposed to speak up here, but it's the last day. I think I'll get away with it. I'd just like to, first of all, thank the members of this Council. I referenced you guys in different stages the first year as the Council President. Before I said you were the best group of Councilmembers I've ever worked with, I would always look around the room to make sure there were no former Councilmembers here, but now -- I know, I see you over there. And now I say it quite boldly and often whenever I feel that it's time to say it, and I generally mean it, in all due respect to my good friend Frank DiCicco, who is now on the other side of the rail, so I feel comfortable saying this. The simple reality is that you Stated Meeting December 10, 2015 best, I mean, on a serious note. You may not have been the most notable because you never fought on the floor of Council. I'm just saying. When you Google Council, they'll show my guy and a couple guys fighting on the floor of Council. I mean, you may not have had a movie made after you, Abscam. You know what I'm talking about? That's what gets to be notable, right? But you have been the most consequential Council term and Councilmembers in the recent history that I can recall in terms of the significant policy issues that you have tackled, coming out, as the Mayor was saying earlier, coming out of the greatest recession in the history. You guys have been great, and I mean you stepped to the plate time after time after time, and as you said earlier, Councilwoman, republicans stepped to the plate on some very challenging issues, some things that people say, Oh, they're not going to vote for that. They saw the Stated Meeting December 10, 2015 need, and they are true Philadelphians. So this group has been an awesome group. I just want to thank you all so much for all the work that you've done. We will now have to help the new Mayor, although he's a former member of this body. Believe me, he will see that it's a whole new ball game when you're on that second floor as an individual and don't have the ability to lean next to a colleague and kind of talk about various issues. It gets pretty lonely down there. And I say that, with respect to being the best Council that I've ever worked with, is my three friends and colleagues who will not be here next year. It will be the best former Councilpeople, because the skill sets that you've brought to the table, the passion that you've brought to this Council Chambers and all the wonderful work that you all have done for the citizens of this City of Philadelphia. You will continue to do that in your next Stated Meeting December 10, 2015 chapter, being out there, having people kiss your ring, Madam Ward Leader of the 50th Ward, for their support, and I'm sure that you will leverage various policy issues and ensure that these people do the right thing. And, Councilman Goode, there's a lot of people that are concerned about what you're going to do next. They don't know where you're going to turn up, right? Man, Wilson is going -- he's going to do something. And they actually are concerned because they think that now you may not have the restraints of being a politician. You know what I mean? Because you kind of have to have a certain decorum. You can't say certain things. But I know what you're going to be doing. You're going to be doing your business and you're going to be fighting for the people in the City of Philadelphia. Denny, advocate extraordinaire. In that speech about Councilman Jones Stated Meeting December 10, 2015 the longest speeches in the Council Chambers, they should see you outside of the Council Chambers. You got a little time limit in here, but out there... But, seriously, you guys have been so great.
I know you're going to do awesome things as we continue to do the best for the citizens of the City of Philadelphia. So we will be interacting in your various capacities as we move on. I just want to thank you all so much for the wonderful things that you have done and thank the body for the great work. )

The highest of distinction is service to others, and it's in that spirit that we want to Stated Meeting December 10, 2015 expression just a little longer as we celebrate three members who have well over close to 77 years of service to the City of Philadelphia. So with that said, we will ask each staff to accompany our members to the center stage. If you would just face members. On behalf of you, Mr. President, Darrell Clarke, the leadership team of City Council, and our Council colleagues and a special salute to the staff, Donna and Wendy in my office, we want to continue to celebrate the cumulative work of three of our colleges - Denny O'Brien, Councilman Goode, and Councilwoman Marian Tasco. These are three, what I call, tree shakers. They're three possibility thinkers. And as we assemble, we want to present gifts on behalf of the Philadelphia Phillies, and we would ask that you just turn those shirts around so Stated Meeting December 10, 2015 what's on the back of each shirt. To Councilman Denny O'Brien, Goethe said -- German writers said it best, that you really do treat children as if they were what they ought to be and then you help them become what they are capable of being. But there's a biblical scripture that captures who I believe you are wherein it says, I shall pass this way but once. Any good therefore that I can do or any kindness I can show to any human being, let it be done now, for I shall not neglect it or pass this way again. I'm going to miss you hitting me on my shoulder to remind me it's my time to speak. You are my own personal parliamentarian, and so I expect you to Stated Meeting December 10, 2015 multi-tasking at my desk. To my big sister, my soror, to the woman who said to me 30 years ago walking into an event, Blondell, where are the women at that head table? It was you, Councilwoman Tasco, who raised my awareness on why women need to be at the table. And so I found a passage written by Senator Clinton that I think best captures who you are: You were and you remain an envoy of your ideals. You have been a citizen ambassador, using your personal, professional, and political life to form community partnerships for the 9th Councilmanic District. You have built a common commitment to solve our city's common problems. And so on behalf of Council President, leadership, members of this Council, and all of our staffs, we appreciate you.
