Thank you, Mr. President. Since our last session, I had an opportunity to be in three Stated Meeting October 29, 2015 I was late to Council for the first time ever because I had Randolph Skills Center Technical Institute actually do a ribbon cutting for solar panels that they are building in public school, with the goal of making their school totally energy independent, and they're working on that and these young men, sponsored by Lowe's, are actually building solar panels. The second place that I had an opportunity to go to was Millersville's, great institution, reunion where some of the people of color, African Americans, Latinos, got together after the homecoming, and there were so few of us that we could fill one club in Lancaster, very small club, but I know that over the ten-year period of span of people that came back, that few number of people. The third place I was the same day that I went to Millersville was the Graterford Lifers Banquet where there was standing-room only, that you couldn't get Stated Meeting October 29, 2015 auditorium, and many of those individuals were Philadelphians. And of those three different outcomes, the African American population was relevant to me. And I want to thank publicly Councilman Greenlee, who chaired the committee that moved out of committee the Commission for African-American Males, knowing how he feels about ballot questions dealing with the City Charter. I appreciate, I want to say publicly, thank him for his indulgence. But I think what we introduced then, what we're introducing today on ban the box are significant to the outcomes of those three locations. Whether we have good public schools that produce tradespersons that can pay for themselves and their families, whether we wind up with individuals that are a burden to taxpayers in state-run institutions like Graterford or residents of Millersville, which is another state-run institution, that go on to live healthy, productive Stated Meeting October 29, 2015 lives, paying attention to this is that commission and how we get better outcomes. And I thank the Administration for making it an Executive Order, but no matter who becomes Mayor, this should be a permanent consideration. If 300 wales washed up on the shore of Jersey, every oceanographer, every scientist would be looking at the cause of that. Three hundred African American men usually die a year in Philadelphia and we get but a whisper. So we want to change that paradigm, spend some time finding out how to get better outcomes. And so I thank my colleagues for moving it out of committee and particularly Chairman Green for his indulgence -- Greenlee. I'm sorry.

Yes. Good Stated Meeting October 29, 2015 morning, Mr. President. Today I rise to say -- to acknowledge, to salute, and to say thank you publicly to one of the members of my team who came to me five years ago as a volunteer and then grew to be a dynamic intern and later earned the role as the Community Relations Manager and Special Events Manager on my team. Over the past five years, he has been responsible for launching our Step Into College fair, the first of this type in the City held at University of the Sciences; organizing our Senior Citizens Tour where we bring forums to senior citizen centers across the City every eight consecutive weeks fall of every year; organizing our Warmth in Winter program, which has given away more than 10,000 new hats, new scarves, new gloves to children in the homeless shelter and working closely with the School District of Philadelphia to make that happen. Mr. President, I'm a firm Stated Meeting October 29, 2015 to service does not end at 5:00 p.m. Over the last five years in his spare time, he co-founded with his wife the Pattison Leader Group, which happens every second Saturday in December during the Pennsylvania Society, but this event happens in Philadelphia for young people. He is the Chapter Director of the New Leaders Council and serves as a big -with Big Brothers and Big Sisters. Kellan White will now join the ranks of my former Chief of Staff David Forde and my former Legislative Aide who went on to do important and good work. In the words of President Barack Obama, I say to you, Kellan White, the following, that in growing your career, it is all about building a body of work. It's about the daily labor, the many individual acts, the choices large and small that add up over time. It's not about being satisfied with the latest achievement, the latest gold star, Stated Meeting October 29, 2015 I know about a body of work is that it's never ever finished. For sure you will have setbacks, but we all know that it's not about the falling down, it's about getting up and being resilient, looking the lion in the mouth and say, I will not be eaten. And so to you, Kellan, and to all of your peers, I say that you're going to carry on what we have started. You're going to sit where we are sitting, and when we are gone, attend to those things we thought were important. We here in this legislative body may adopt all the policies we please, but how they will be carried out will depend on you and your peers. You and your peers are going to move in and assume control of this city and all the churches, schools, universities, and corporations therein. Ultimately, all of our books are going to be judged or praised by you. So it behooves us to pay Stated Meeting October 29, 2015 attention, and you need to know that you're just getting started. Thank you, Mr. President. Certainly I wish Kellan all the best in his new endeavor. I know he will be successful. Two points I'd like to make. I remind the listeners and those who are in this Chamber that Tuesday, November 3rd is Election Day, and it is very important that everyone go to the polls and vote for the candidates of their choice. It's sad to see that we only think that we have elections in the Primary, but the final election is in November for the General Election. So I encourage Stated Meeting October 29, 2015 the polls, go early and vote your choice. And the second thing is personal. On Monday, October the 26th, at 8:30 a.m., the world welcomed in Chase Adrian Anderson, my second great-grandson. (Applause.)

Thank you, Mr. President. I wanted to personally thank my colleague Wilson Goode. For the last couple years, he's been inviting me to partake in what's Local Progress. What's Local Progress? It's a national group of some of the most progressive and creative elected officials from across the country. Our colleague is a founder of this group. Stated Meeting October 29, 2015 during this convening because the discussion was about not just the fight for 15, but really sick leave, healthcare, and all the worker right issues that are championed here in this Council. As we begin to look at this pre-K system and commitment that for something Mayor Kenney invests, we need to make sure that that workforce also is a workforce where we increase the professionalism and the wages of many of those workers, many who are women and women of color, and I'll engage in that discussion over the next six months, because I'm very interested in it. But there was also a very interesting panel on criminal justice reform, and most of the panelists, elected officials and advocates, were under 35. It kind of renewed my commitment to progressive values and that there are a lot of talented folks across the country. During this session in LA, Stated Meeting October 29, 2015 all his hard work on worker rights in Philadelphia, and I was very proud that Philadelphia is leading some of these very important movements. So I want to thank him for inviting and insisting that I participate. Helen Gym was also represented there from Philadelphia. And thank him for his service around worker rights issues in this Council. Thank you, Mr. President.
