Councilwoman Parker offers, on behalf of Council President Clarke, one ordinance, entitled "An ordinance providing for a payment to the City upon the construction of certain real estate, and directing Council to appropriate revenues from such payments to the Department of Planning and Development - Division of Housing and Community Development, in order to Stated Meeting October 15, 2020 support equitable neighborhood development by constructing affordable housing, including units for sale or rent; providing assistance to Philadelphians who desire to become homeowners; providing opportunities for workforce development and apprenticeship; and requiring M/W/DBE participation goals, including monitoring and enforcement."
Councilwoman Gym offers one bill, entitled "An ordinance adding a new Chapter 9-5300 to The Philadelphia Code, entitled "Travel and Hospitality Worker Recall and Retention," to require that certain laid-off employees in certain hospitality and travel-related industries are offered job positions as they become available."

Yes. Thank you very much, Council President. I appreciate it. First of all, I want to just acknowledge how important this work is. Councilmember Johnson, Councilmember Thomas, and a broad majority of City Council have come together to introduce an economic justice package for Philadelphia's hospitality, tourism, and airport workers. This is a city where one in two Philadelphians have lost a job or seen a decline in income, and we know that economic recovery and the health of our City relies on black, brown, and immigrant workers in our communities and neighborhoods returning to work as soon as businesses open. Black workers matter. This is a Council that knows Stated Meeting October 15, 2020 how much that means. We've put teeth to it. We've established a formal Department of Labor. We've expanded paid sick leave. We've constantly supported the right for collective bargaining. We've passed national models to expand and protect labor rights. This is a Council that not only recognizes that black workers matter, it proves it every day. So today we will be standing alongside Philadelphia workers, who are the economic engines of our city. There are no hotels, there are no stadiums, and there's not a Philadelphia International Airport without the hard work of these folks. When Coronavirus hit, they were also among the millions of Pennsylvanians who were the first to find themselves without work, applying for unemployment, and relying on our nation's forsooth and safety net often for the very first time. I want to say that this bill is Stated Meeting October 15, 2020 going to go through a robust public process, as it always does. There will be everybody at the table. We'll be forming out conversations with industry as well as Councilmembers and our labor leaders and advocates as well. So we expect to do that. Look forward to seeing this process through, though. So thank you, Council President.

And a resolution honoring and recognizing the life and legacy of Alexander R. Horanzy for his heroic service and impact on Philadelphia and the United States of America.
Councilman Jones offers one resolution, entitled a "Resolution authorizing the City Council Special Committee on Criminal Justice Reform to hold public hearings that will serve as a listening session for the public to weigh in on what is a new Citizens Police Oversight Commission would look like if approved on the November 3, 2020 General Election."
Councilman Johnson offers one bill, entitled "An Stated Meeting October 15, 2020 ordinance amending Chapter 9-2300 of The Philadelphia Code, entitled 'Protection of Displaced Contract Workers,' by clarifying definitions and scope of applicability."
Councilwoman Quinones-Sanchez offers one bill, entitled "An ordinance amending Chapter 16-103 of The Philadelphia Code, entitled 'Aesthetic Ornamentation of City Structures,' by clarifying requirements for Rebuild projects."
Councilwoman Gauthier offers two bills, entitled "An ordinance amending Chapter 12-3000 of The Philadelphia Code, entitled 'Use Of An Automated Red Light Enforcement System To Prevent Red Light Violations,' by authorizing the installation of red light enforcement systems at the intersection Stated Meeting October 15, 2020 of 31st and Spring Garden Street."
And an ordinance authorizing Maitreyi Roy, doing business as John Bartram Association, to own and maintain an existing metal bench on the southeast corner at the intersection of South 54th Street & Lindbergh Boulevard.
Councilman Thomas offers one bill and one resolution, entitled "An ordinance adding a new Chapter 9-5400 of The Philadelphia Code, entitled 'Retention of Hotel Workers,' to require that hotel employees receive notice of changes in hotel ownership or control, and providing related employment protections."
And a resolution honoring and congratulating the Central Stated Meeting October 15, 2020 team, on their successful 2019 season and overall 10 to 1 record in the Philadelphia Public League.
Councilman Squilla offers one resolution, entitled a "Resolution appointing Angela Val to the Board of Directors of the Center City District."

Yes. Good morning. This is Jeannine Lisitski. I'm the Executive Director and President for Women Against Abuse, and I'm honored to be with you here today even if it's just over the phone. On behalf of Women Against Abuse and our sister agencies and the survivors of domestic violence we serve, I want to thank Councilman Green as well as Councilmembers Gilmore Richardson, Squilla, Jones, O'Neill, Domb, Parker, Thomas, and Bass and all of City Council for recognizing October as Domestic Violence Awareness Month in Philadelphia. When Philadelphians got the call to stay at home this March, most of us were fortunate enough to receive that Stated Meeting October 15, 2020 message in the way that it was intended, as a necessary measure for health and safety, but for victims of domestic violence, a stay-at-home order meant something different. It meant being trapped in a home with their abusive partner, isolated from friends and relatives and other support networks. It meant fear and it meant danger. While services for people experiencing domestic violence have remained open throughout the pandemic, fewer victims are reaching out for help. Agencies like ours are doing everything we can to reach victims who are trapped in their home, but we fear that many in our community are experiencing increased violence, with little hope for reprieve. We know that we will likely not see the true impact of the pandemic on survivors until the pandemic comes to an end, and at that point, for some, it will be too late. This is a pretty grim picture, Stated Meeting October 15, 2020 which I don't say to scare you, but only to fix us on reality and then lead us to action. Domestic Violence Awareness Month is a time for reflection. What are you doing to support people experiencing violence in our community during the pandemic? In 2020, the same old strategies will fall short, but in this City of Brotherly Love, there are a number of new opportunities to reach members who may be suffering, thanks to you in part. A few distribution sites may be the only time a survivor is able to leave their home this week. Does your team have resources there? A virtual learning access center might be the only chance a Philly student witnessing violence in their home has to talk to an adult. Are you ready for that conversation? I just want to remind you that survivors need you, City Council, as Stated Meeting October 15, 2020 always. They need you to remember them when you're designing policies, advocating in your community, and writing budgets. They are your constituents and they're your neighbors, and they may be some of you. You won't always see them, because for many of them, it's not safe to be seen, but they're counting on you. Again, I want to thank you for proclaiming October as Domestic Violence Awareness Month in Philadelphia, and I urge you to make it count this year more than ever. Be well and be safe, and thank you very much.

Thank you, Council President. Today as someone who is very active in the autism community and doing a lot of work in the disability community trying to advocate for those that have physical learning differences, I learned something new today. I learned that today is Global Peer Supports Celebration Day, and this is very interesting, the fact that I learned about this day through Mental Health Partnerships. They are an organization that have partnered with the Philadelphia Autism Project to create the Community Autism Peer Specialist Program. This is a very unique program, something that once again puts Philadelphia on the map, Stated Meeting October 15, 2020 opportunity for young adults who are on the autism spectrum to earn a living and get a job and mentor younger people on the autism spectrum. So this is a great program. It's great the fact that we can acknowledge those people who are providing peer support, especially those who are on the autism spectrum. So I want to thank Mental Health Partnerships for bringing this to my attention and making sure that we recognize Global Peer Supports Celebration Day for today, October 17th. Although that is a great celebration, it's always good when we can honor and lift up and celebrate achievements for people doing great things in our city, but it's also an opportunity when we do celebrations we also celebrate the lives of outstanding individuals that have done great work in our city. And so 2020 has been a very Stated Meeting October 15, 2020 many ways, both from a health crisis and economic issues, and so Monday evening I received a call late Monday night regarding someone who has been an outstanding advocate for black businesses in the City of Philadelphia. I first met Earl Harvey back in the early '90s as we were part of a couple different organizations, and we used to have the Philadelphia Black Professionals holiday party, and a number of different organizations like the Urban League Young Professionals, Urban Bankers Association, a number of groups came together to do that holiday party on a regular basis. And as that event started to wane, Earl took the mantle and continued to promote that. And in addition, when my wife and I had our retail store, I remember Earl coming to our grand opening and always coming at least once a week with his newspaper. And you cannot count of any event, any type of activity to Stated Meeting October 15, 2020 entrepreneurship, especially in the African American community, that Earl Harvey was not there to celebrate and promote that work in our community. Every Friday at 4:00 p.m., he hosted a call to really help black contractors and to help those who are doing what they could to grow their businesses in our city. So 2020 has been a year like no other, and we lost another outstanding individual. He graduated from Central High School, Class 231, but he is someone that will be deeply missed. I will miss his jovial and his energy and his enthusiasm. Any time you saw him or talked to him, either on the phone or in person, even on a Zoom call, he was always in great spirits, always promoting, and really kind of the pied piper of black business in the City of Philadelphia. Mr. President, I wanted to take this opportunity to thank Councilmember Katherine Gilmore Richardson and Councilmember Isaiah Thomas for the hard work that they have been doing with City Council's Disadvantaged Communities Task Force, an effort to gather information directly from people across the City, Stated Meeting October 15, 2020 stakeholders to understand the inequities that existed pre-COVID and now that COVID has only further exacerbated in the midst of this pandemic. And this is extremely important, because they're not taking testimony and listening to Facebook warriors, Twitter warriors or Instagram warriors. They are listening to stakeholders on the ground in neighborhoods across the City of Philadelphia to hear directly from them what they think their government should be doing to support neighborhoods in response to all that we have endured, particularly over the last year. With that being said, I need to give a special shout-out to the stakeholders in the Ninth District who participated last night. I know we went a little over time, but it was important that we heard from each and every one of you. So to Khadijah Sabir, Krystal El, Ken Yang, Carmeletta Shelton, Sonya Stated Meeting October 15, 2020 Edwards, Sandra Broadus, Diane Richardson, Heather Miller, Anthony Phillips, Pearl Wynn, Shannon Skipworth, that dynamic young Ashley Reinhart -- I'm coming to get you, young lady -- and Terry Fegley, thank you so much for your time. I couldn't go into detail during our Zoom meeting last night, but I told you some help was on the way after we listened to all of the concerns you mentioned. I told you it wasn't going to be easy. It might even be a little contentious. But developing real solutions to problems that you, residents of the City of Philadelphia, raise and not people who live in the suburbs but have a loud voice and simply add noise to Philadelphia's problems, but for you, the folks who are on the ground doing the work, the legislation that was introduced in Council today, this is what I was referencing, what I was talking to you about. Stated Meeting October 15, 2020 and clear. You want to see government directly impacting your life, your neighborhood, and your community. So I'm going to be asking you all to make sure you let your voices be heard so that those people who don't live in our city, whose voices sometimes appear to be dominating discussion about what local government should be doing, this City Council of Philadelphia, this Mayor Jim Kenney and his Administration, we are going to hear from you. So thank you so very much, Councilmember Katherine Gilmore Richardson and Councilmember Isaiah Thomas. My people were on point and they're ready, clearly ready, to rumble for the services that they believe in. Thank you, Mr. President.

Thank you, Council President, and thank you to my Councilmember, Councilmember Parker, who represents the Ninth District where I reside. I was also going to talk about last night's Disadvantaged Communities Task Force call. We had a great conversation. I'm not going to repeat anything that was already said. I also want to thank my colleague and Co-Chair, Councilmember Katherine Gilmore Richardson. This work is very taxing to just listen on a consistent basis to issues that people are facing, from death of their loved ones to losing their homes and to losing their jobs, but it's something that we need to hear, because it helps dictate how we legislate and what we need to do in this tough time to ensure that we're doing our best and putting our best foot forward to try to improve the quality of life for all citizens of Philadelphia, but Stated Meeting October 15, 2020 are in need the most. I also want to just take a moment to recognize Central Softball Team for being our champion of the week. I'm going to try to stay consistent with that. This positivity is really important. We want young people and those who mentor our young people to recognize that we appreciate you and the work is needed. Just for a minute to go back to the Disadvantaged Communities Task Force, today we're going to be launching the resource hubs, and the resource hubs are a direct initiative under the Disadvantaged Communities Task Force, because there's been this consistent narrative of our teenagers not having anything to do. I know that when there's something negative going on, just in my short time in the body, it's easy for us to spread that information. Here we have Stated Meeting October 15, 2020 trying to look to address the issue of gun violence. We have everything for young people, from mentor services to academic supports, to physical activity, to even them being able to find a job, and unfortunately we're not seeing the traction that we hoped, we thought we would see as it relates to providing opportunity and resources to young people. So we have been doing a good job of getting the support of the people who have been a part of this Disadvantaged Communities Task Force calls, but it would be great if we have more support from people who tell us these issues and these issues that exist, help us be a part of the solutions as well too. And while we know the resource hubs won't solve the gun violence issue, this is just one of many steps that we need to take to move in the direction of Stated Meeting October 15, 2020 as a huge problem. I also wanted to take a moment to thank my colleagues for passing the eviction resolution into law today. I do want to just challenge our First Judicial District and our First Judicial courts as well as our state legislators, who I've already been working with, to try to address this issue of evictions in the City of Philadelphia. This was a problem before the pandemic, and it's yet another issue that has gotten worse. Last, but not least, I would like to thank my colleagues Councilmembers Johnson and Gym for the great work as it relates to the black workers bill. Us as a Council body, we will continue to do everything in our power to let folks know that we are here to fight for them. Thank you, Council President. Thank you, colleagues. Thank you, Mr. President. To members Thomas and Gilmore Richardson, when you're ready to listen, then you're ready to lead. A part of this job is just people don't need you always to know every answer to every question, but when you listen and they know they are heard, then they know they are well represented. And so kudos to you for having that patience to listen to the public, who we're here to serve. I just want to quickly say that on Saturday, we are doing an event called Stated Meeting October 15, 2020 a non-partisan event at 52nd and Jefferson in the Shop Rite and Lowe's plaza. We will be doing drivethrough giveaways of food. We will be doing swag bags. We will have local artists. We will have prizes. We will have surprise guests, all at the shopping center just to encourage us and remind us that we have 18 days left until the most important election in our lifetime. No matter who you're voting for, this is non-partisan, but I guarantee you it is the most important election. When you hear some of the narratives and rhetoric that are going on around this election, we have a responsibility to participate. If you are for something, if you are advocating something, if something matters to you, vote about it. It's enough said, said and done. We got 18 days. Let's do it. I want you to also know that when people start talking about whether or not they are going to leave as a Stated Meeting October 15, 2020 of an election, you'd better listen to them. And we need to be vigilant and making sure and supporting the election process in the City of Philadelphia. Commissioner Deeley, Commissioner Sabir have a hell of a job. Any time you are a focus of the presidential debate, we need, they need, all of us need to roll up our sleeves and help. The City of Philadelphia needs volunteers to do things like work on the polls. They need volunteers to make sure that there are rovers to make sure machine problems get reported quickly. This is not a game. Literally our lives hang in the balance and the quality thereof. So I hope you can join us between 12:00 and 4:00 tomorrow out at the shopping center, 53rd Street. It's always a party. And on a final note, Earl Stated Meeting October 15, 2020 the other side of the pillow. When he showed up at the party, you knew it was a party. He was a man about town, social debonair, reporter, held a whole bunch of titles, and all of them had the prefects of cool. Thank you, Mr. President.

Thank you, Council President. Just in wrapping up, I just wanted to acknowledge the work that Isaiah Thomas is doing around these resource hubs. As we address this issue of gun violence here in the City of Philadelphia, I learned as a young man from my grandmother that idle time is the devil's workshop. And so I commend him for creating an outlet for our young people to get involved in something Stated Meeting October 15, 2020 positive, and hopefully in the future, it can be a program that can be taken to scale. I remember working under Senator Anthony Hardy Williams and it was John Street who was the Mayor. We had a significant number of homicides and shootings taking place in the City of Philadelphia. They came out to my community, said what do y'all want to see? They said, meet me here at 6 o'clock in the morning on Saturday, and everybody showed up in the neighborhood, and the idea was to create a curfew center. And it was a very effective and efficient curfew center based upon politics that was dismantled, but nevertheless, it was very effective and efficient. And, most importantly, communities stepped up and volunteered to make sure the curfew center moved forward. And so his resource hub for me is in the same spirit. I know we need to Stated Meeting October 15, 2020 as we tackle this issue. And that resource hub that he did on his own terms of creating public-private partnerships is something I believe should be duplicated all across the City of Philadelphia, with support from the Chamber of Commerce, with support from our local colleges, with support from our local healthcare institutions. And so I want to personally endorse his project. I'm going to work with his team and get one in South Philadelphia, but I think it's something that should be taken to scale. Hopefully it should be in everybody's district, especially if you're dealing with issues of crime and violence. And so, young man, you keep up the good work. It is refreshing and it's inspiring, because we have to make sure that we're doing everything possible to keep our young people involved in things that are positive, and when they're not, Stated Meeting October 15, 2020 be an excuse. If they're not involved in something that's positive, they will do like I did when I was a young man, Imma get involved in whatever I can get involved to enjoy myself, rather that be good or bad. So that's indicative of the environment that we're in. So, young man, you keep up the good work, Isaiah Thomas, and I fully endorse your resource hubs, and hopefully it can go to scale across the City of Philadelphia.
