An ordinance amending Chapter 19-3200 of The Philadelphia Code, entitled "Keystone Opportunity Zone, Economic Development District, and Strategic Development Area," to provide for additional extensions of certain benefits, for the purpose of facilitating economic recovery from the COVID-19 pandemic. Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING

Council President Clarke

Councilwoman Gilmore Richardson, I have a note that you wanted to speak on this one.

Councilwoman Richardson

Yes. Thank you, Mr. President, but I can reserve my time until after the District Councilmember, my colleague Councilmember Johnson, has an opportunity to speak on the bill. He indicated that in the Chat as well.

Council President Clarke

Okay. Councilman Johnson.

Councilman Johnson

Yeah. Thank you, Council President. Council President, I'm asking support for this bill from my colleagues for a variety of different reasons. First and foremost, the development that will take place at the former Philadelphia Energy Solutions refinery site moving forward has the following committed conditions with the new purchaser of the particular site: Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING We have a commitment for 50 percent on construction jobs for diversity and inclusion, 50 percent on local job hiring from the City of Philadelphia, and 50 percent on diversity and inclusion for professional service and contracts. Also as part of the agreement of sale, the Hilco Company has to engage in an aggressive remediation program with the former PES site. Also, in addition, there will be a community benefits agreement as well as a robust community engagement process in which I will be leading with my staff. Also, this is only the beginning of that particular process, meaning the second part of this process will be a zoning overlay bill that will be introduced in the fall. During the summertime, we will work with the community organizations and residents as well as Philly Thrive around addressing the environmental concerns with the former Philadelphia Energy Solutions Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING site, but also making sure that there's a robust community input and discussion around this particular project. We are the number one big city when it comes to poverty in the country, and so at the end of the day when we talk about ending institutional racism and systematic racism and economic injustice of people of color, the best way that we can help our people are making sure that they are rising out of poverty and also making sure that they have jobs and careers to move themselves forward. And so I'm asking for an affirmative vote on this particular bill, and I thank all my colleagues for their support as well as their input regarding the questions that were asked during the Finance hearing that took place before the bill was voted out of the Committee. Thank you very much, Council President.

Council President Clarke

Thank you. Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING Councilwoman, did you want to -

Councilwoman Richardson

Yes. Thank you so much, Mr. President, and also thank you to my colleague and the District Councilperson, Councilmember Johnson, for his remarks, and mine will echo a number of the things that he has already stated. But I wanted to state for the record that I have been in communication with my colleague. I have received feedback from a number of the community organizations and groups as well as the local RCOs in that area. My colleague has assured me that these groups and organizations, including the local RCOs, will have a seat at the table as it relates to the project moving forward. Hilco has committed to 50 percent minority participation for the construction jobs and 50 percent local hiring, as well as the community benefits agreement. Philadelphia has a 26 percent Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING poverty rate among our residents, which is higher in the black areas of Councilmember Johnson's district. This site is no longer being used as an environmental hazard and will bring 18,000 jobs to not only Councilmember Johnson's district but to the City of Philadelphia. The environmental remediation scope includes site characterization, disposal of hazardous soil, the design of vapor mitigation, where necessary, and the removal of below-grade contaminated footings and foundations, and the demolition will allow for the majority of the existing facility to be recycled. This will divert thousands of tons of materials from going to landfills and eliminate the need for trucks to haul certain demolished materials. For those reasons, I will be voting in favor of this bill, and I look forward to working with the District Councilmember, my colleague Councilmember Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING Johnson, all of the community groups that are represented in this area, as well as the environmental groups to ensure that the concerns of the community are addressed as we move forward in this process. Thank you, Councilmember Johnson. Thank you to all the community groups and the environmental groups, and thank you, Mr. President.
