An ordinance amending Section 20-101 of The Philadelphia Code, entitled "Residence Requirements," by restoring the requirement that no person shall be appointed as an employee in the civil service, including but not limited to police officers, unless he or she has been a bona fide resident of the City for at least one year prior to appointment.
Mr. President, can I be recognized to speak on this bill before the vote?
Absolutely. The Chair recognizes Councilwoman Parker.
Thank you, Mr. President. I just want to state for the record that when I introduced Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING this bill on your behalf a few weeks ago, I was very proud, Mr. President, to join with my colleagues Councilmembers Squilla and Jones and all of the members who supported this bill. For the record, I want to note that this bill restores a one-year residency requirement prior to employment for all civil service employees. Now, let me state for the record the intent. The bill is designed to change and enhance the diversity and the demographics of the Philadelphia Police Department and create a force that better reflects the culture of the City it is sworn to protect and serve. Now, I do have to state for the record that I was disheartened when I heard multiple people note that if in fact we were to enact this law, that we would be putting Philadelphia in a position where we would not be competitive with neighboring cities. And I said to myself, Mr. President, if what Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING you're saying is that we cannot find Philadelphia residents out of our 1.6 million population, with all of the institutions of higher learning that we have here, to fill positions in the City of Philadelphia, then that is shame on us, Mr. President, for not including the type of economic development, for not including the kind of education workforce development skills that our population needs to prepare for these jobs. Let me also state for the record that this makes good economic sense for the City of Philadelphia. For those of you who don't know, we have a $750 million budget hole that we had to close in the City of Philadelphia, and one of the ways that we're going to find a way to recoup revenue that we lost as a as a result of COVID-19 is by expanding our tax base, growing our tax base. That's why you just heard Councilmember Johnson talking about creating jobs and Councilwoman Gilmore Richardson, because Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING we need people to add to our tax base. And if we need to prepare people, let's prepare people. The people policing the City of Philadelphia should look like the City of Philadelphia. The new cadet classes coming in should look like the City of Philadelphia. And, Mr. President, I am unapologetic about noting that if you work for the City of Philadelphia, we want you to live here. Finally, let me say this, and I wasn't going to note this, but we went back to notes of testimony, Mr. President, in 2006. Our then-Director of Personnel for the City -- and I want people to note this who have been saying that the waiver process is not enough for us to attract the kind of talent and the skill set that we need. She said -- it was Lynda Orfanelli on waivers -- the process, the current process, is efficient and flexible. Residency waivers, when Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING warranted, are granted in a timely fashion. They may also be rescinded when their utility expires. I believe this process is sufficient and it meets the needs of civil service at this time. So, Mr. President, there is no excuse about why we can't find the talent that we need here in the City of Philadelphia, and if we do have to go outside to bring in new talent because there's a very specific skill set that we just can't seem to meet, we have a waiver process in effect. So this has been good for District Council 33. They've only had to have a few waivers. But if it's good for District Council 33, the majority of which is minority, why can't it be good for the City of Philadelphia? Thank you, Mr. President.
Thank you, Councilwoman. I believe the Chair recognizes Councilman Johnson. Stated Meeting June 25, 2020 6/25/20 - STATED - 2ND READING
