A resolution honoring and recognizing Stephen F. Gold, Esquire for his pathbreaking achievements in civil rights litigation, which have advanced the movement for disability rights and helped countless people to live with dignity and independence, as well as for his tireless and passionate support for social justice.
Thank you so much, Council President. There are living heroes, Steve Gold being one of them. On behalf of all the members -- 11 members of City Council, including Councilmembers Derek Green, Bobby Henon, Katherine Gilmore November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING Richardson, Curtis Jones, Kendra Brooks, Jamie Gauthier, Mark Squilla, Cindy Bass, Cherelle Parker, Allan Domb, Isaiah Thomas, it is our tremendous honor to recognize a hero like Steve Gold. There's some basic things that he has done that have impacted everyday lives. If you've ever walked a curb cut, you can thank Steve Gold. If you've ever had a loved one who has been unjustly institutionalized and fought for their rights, you can thank Steve Gold. He's been a lifelong Philadelphian. He graduated from Central High School, La Salle University, and Penn Law. He is known as the foremost attorney for the disability rights movement and indeed was at the very forefront of it all. Doing disability rights in a time period when so few people recognized what it meant was truly transformative for so many people. He supported members of the National Federation of the Blind November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING as they fought against employment discrimination. He's successfully argued that the Americans with Disabilities Act required those sidewalk curb cuts, improving the daily mobility of countless people, whether you're in a wheelchair or pushing a baby stroller or in too high of heels. Steve Gold established a foundational legal right to independent living for people with disabilities in groundbreaking cases and fought all the way up to the U.S. Supreme Court in one case in 1999, which recognized the confinement of people in institutions constitutes illegal discrimination and perpetuates unjust assumptions that people with disabilities are unable to participate in community life. His fierce advocacy for the rights of people with disabilities to control their own lives, to live with independence in their own homes and in their communities how they chose and not November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING just to be trapped in institutions but to be able to fully participate in society, that was Steve Gold's mission. And there's no surprise as well that he also dedicated his life to so many other causes for justice, whether it was fighting against unjust wars, to getting arrested in 2019 defending immigrant rights. Steve Gold has been there for everybody, and it is our honor on behalf of our City Council to honor him today. And with that, Council President, I move for the adoption of the resolution. (Duly seconded.)
It's been moved and properly seconded. All in favor of the resolution indicate by saying aye. (Aye.)

I do, Mr. President. A resolution recognizing the work and contributions of attorney and grassroots community activist Leon A. Williams Esquire, whose political involvement as an independent candidate inspired a reimagining of the criminal justice system and laid the groundwork for future generations of innovative public servants in the City of Philadelphia, introduced by Councilwoman November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING Brooks.
Thank you. The Chair recognizes Councilwoman Gauthier.
Thank you so much, Council President, and good afternoon, everyone. I couldn't be more touched and honored that Councilmember Brooks introduced a resolution honoring my father, Leon Williams, and his contributions to the City of Philadelphia as a lawyer and community activist over the course of decades. I'm so grateful also that this body is taking the opportunity to pay homage to my dad. I'd like to tell you a bit about what he means to me, our family, and to our city. My dad was born and raised here in Philly and had a pretty tough upbringing. Although many of his family members succumbed to issues related to poverty, with perseverance and focus, my November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING dad was able to lift himself out and decided that through his work, he would lift others as well. He pursued his education and became a lawyer, but never fell prey to the idea that he should only use his skills and his success to benefit himself. He realized that what happened to his family was a common fate for most people who experience poverty and racism. And bearing that in mind, he always used his knowledge to improve the lives of those around him. My dad has had an enormous influence on me, both as a parent and as a mentor, helping forge my career and my decision to enter public service. From a young age, I remember my dad working hard to shape my world view. When I was growing up, he helped me learn to read before I even started school. When I was five or six, he had me working through LSAT logic problems to sharpen my mind. He also instilled in me a strong sense of November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING who I was as a Black person, challenging me to think about why there were mostly White dolls at the toy store and why there were only White children in storybooks. He went out of his way to help me and my siblings understand who we are as Black people and what that means in this city, in this world at-large. Outside of the home, my dad was always working in the community, and he'd bring me along to observe, whether he was providing legal defense for activists in our city, fighting for better educational opportunities for Black children, or having weekly meetings at Owen's Restaurant with other Black men to talk about initiatives they wanted to work on to make Philadelphia a better place. I watched him run for District Attorney twice, shaping a conversation about our city's need for a progressive DA, one who would be out in the community and helping people to stay out of jail. November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING My dad was pushing forward those ideas for 20 whole years before our progressive DA, Larry Krasner, whom I respect and admire greatly, entered office. And I have to admit that though pushing forward an agenda like this is hard in the first place, it was even harder for my father to do 20 years ago and as both a Black man and an independent political figure. My father has always refused to bow down to what people expected, particularly if it didn't meet his idea of what justice meant, and he has never compromised on his values. And to put it simply, he set the path for me. I always yearned for a career that looked like my father's and to make contributions to our city that reflected the values and ideals he instilled in me. And now as a Councilmember, I see the impact that he's had from an entirely new perspective. His name carries so much respect and credibility in our community, November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING and when I tell people who my father is, I get a different level of response from them. And I'm so grateful to have him in my corner as I continue to settle into this role.
He's very vocal about what he thinks I should be doing as a Councilmember and about how I should run my office, and I greatly appreciate this input even when my demeanor might suggest otherwise. And I also want to take a moment to talk about my sister, Samantha, whom we lovingly call Sam and who serves as Legislative Director for my colleague Councilmember Jones. My dad has had the same driving influence on her life as he's had on mine, to become a lawyer and to find her path in public service. Whether it's good cause legislation or laying the groundwork for the City's new independent Citizens Police Oversight Commission, the impact he's had on her work is undeniable. November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING She and I both have really learned and benefited from what he's taught us and what he continues to teach us, and his legacy lives on through the work we do today. And, finally, I want to thank Councilmember Brooks for introducing this resolution. She and my father have a real camaraderie. They admire and respect one another. And so I'm grateful to her for using her platform to do this and for being my colleague but also for being a real and true friend. On behalf of myself, my sister, my mother, and our whole family, thank you. And thank you, Dad, for paving the way, not just for Samantha, myself, and all of your children, but for progress, justice, and equity in the City of Philadelphia. Thank you so much.
Thank you. Thank you, Councilwoman. Thank you so much. I had to have a smile November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING when you referenced how people responded when you mention who your dad was. He had a different perspective, but he's an awesome guy. Thank you. The Chair recognizes Councilwoman Brooks.
Thank you, Council President. Today it is my honor to introduce this privileged resolution recognizing the life and achievements and have it be considered before Council. This resolution is important to me, because as a third-party Councilmember, I could not be where I am today without activists and advocates and independent-minded candidates who have paved the way for my candidacy. Before I was elected into City Council, long before I even met him, Mr. Williams expressed strong support for my run because he believed an outsider is challenging the status quo. He himself had been in a similar position years ago, November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING and he's no stranger to shaking things up and pushing boundaries. In his life and across his decades of work, he tirelessly fought for what he believed in, even when those ideas, such as condemning the war on drugs and mass incarceration, were not politically popular. Too often, mainstream media and history books and in our public institutions, grassroot activists and community leaders like Mr. Williams are forgotten or overlooked. So that's why my office is embarking in a series of resolutions that will highlight the important work of leaders like Mr. Williams, who did the work, not for recognition or fame or money, but because they believed in justice and making the world a better place. And, finally, I want to thank Mr. Williams for giving us two brilliant public servants and leaders on Council, his daughter Councilmember Gauthier and Sam Williams, Esquire. November 18, 2021 Stated Meeting November 18, 2021 11/18/21 - STATED - 2ND READING Thank you so much, Council President, and I move for the adoption of this resolution. (Duly seconded.)
Thank you. It's been moved and properly seconded. All in favor of the resolution indicate by saying aye. (Aye.)
The ayes have it, and that resolution is adopted. Thank you very much.
There are no other resolutions on the Final Passage Calendar, Mr. President.
Thank you, Mr. Decker. That concludes our Calendar for today. November 18, 2021 Stated Meeting November 18, 2021 of the minority? The Chair recognizes Councilwoman Brooks.
Thank you, Council President. I want to take a brief moment to acknowledge Haniyyah Sharpe-Brown, who is leaving the School District of Philadelphia after years of dedicated service. I know from years of education activism and seeing the District's work from the outside and now as a City Councilmember working from the inside, the working of the District is no easy task. Despite the many challenges she faced, Haniyyah has always worked diligently in the spirit of collaboration, transparency, and responsiveness in order to serve the students and families of Philadelphia. Her spirit, expertise, and leadership will be missed, and the District will have some big shoes to fill. November 18, 2021 Stated Meeting November 18, 2021 much, Haniyyah, for your work and I wish you the best on your future endeavors. Thank you so much, Council President.
Thank you, Councilwoman. The Chair recognizes Councilman Oh.
Thank you very much, Council President. Two things. One I'll start with is this: I don't know about anybody else, but I have received numerous phone calls from all sorts of different parents around the City who are upset about the lack of information they've received about the new selection process of the School District. And for me to measure and to understand, I'm going to have a listening session, and perhaps other Councilpeople will as well in their districts around the City, but I'm going to have a listening session, and if I get November 18, 2021 Stated Meeting November 18, 2021 response, then I will invite everyone to that listening session, that town hall, so we can hear from the parents and the students themselves and hopefully get an understanding of what the concerns are. The second thing is that SEPTA continues to be a problem. It's just an atrocious problem. We all know it. And City Council has a hearing before the Public Safety Committee and the Public Transportation Committee on Monday, November the 29th at 1:00 p.m. However, it's just shocking to me that we continue to have people assaulted, attacked. We could start with people getting shot, people being murdered, down to people getting stabbed, knives pulled at the throat of a pregnant woman, people being punched, people being assaulted, people being racially attacked in the middle of the day in front of other people, eight people being shot at a SEPTA station right outside of Girls November 18, 2021 Stated Meeting November 18, 2021 School, Fern Rock Station after that, Center City. It is just atrocious, and the failure of SEPTA to put uniform police officers out there. There should be uniform police officers who have the authority to intervene on behalf of those people who are victimized. Uniform so people know who they can run to or talk to or even if they feel threatened, stand next to someone who is an authority figure and say, listen, I'm feeling harassed, I feel like I'm being threatened. At that hearing, I think SEPTA has a lot to answer for. And I will also say the School District, knowing this problem, where is the deployment of school police to walk these students to and from troubled areas. Some areas are not trouble, but some areas are trouble, and to be there and to be those figures. Listen, we are creating Frankenstein every time we let young November 18, 2021 Stated Meeting November 18, 2021 thing again and again. It will not turn out well for them. It will not turn out well for those that are victimized. We are a city that needs to come together, and these things are driving us apart. It will not end well for us. I talked to adults who will not take the regional line. I don't know like what's going on with the regional line, but they won't take the regional line in. Our schools are funded by property tax and use and occupancy tax. If we don't get people back in our office buildings, if we don't get people back into being tourists and coming into our city and spending their money here, but this type of thing, one of the ways they get to our city is through public transportation. If they don't want to ride it, that is a problem. I'm really calling upon SEPTA November 18, 2021 Stated Meeting November 18, 2021 up at this hearing but to have answers. We can see the answers. We don't need to hear more words and get more letters. We need to see visibly a clean environment, a safe environment, and a response that shows people that SEPTA cares about its riders. Thank you.
Thank you, Councilman. The Chair recognizes Councilman O'Neill.
Thank you, Mr. President. I've been on Council a little while, and Haniyyah Sharpe is absolutely a superstar. I've never had the success, the access, and the gatekeeper at the other end. Any time I've called her with anything or any time my office has called, she just is so far away and above the norm that I've been used to, that somebody is very lucky to get her. She November 18, 2021 Stated Meeting November 18, 2021 individual, and no request is, oh, it's somebody else's department or whatever, and if she has to talk to the Superintendent, she'll do that. It just doesn't matter. She gets results. It's not just talk. It's not just, yeah, I'll look into that. It's seeing the results of her work. And I'm really sorry to hear that she's leaving. She has almost impossible shoes to fill, and some company is very lucky, and hopefully it's a company that we in Council work with. Appreciate her service and everything she's delivered to my office. Thank you.
Thank you, Councilman. Speeches on behalf of the majority? The Chair recognizes Councilwoman Parker.
Thank you, Mr. President. November 18, 2021 Stated Meeting November 18, 2021 say ditto to what Councilmember Brian O'Neill just said about Haniyyah. I first met her when both she and Councilmember Gilmore Richardson were a part of the Blondell Reynolds Brown team, and then she made her transition to the School District, is excellent, professional. And probably what I like most, Councilmember, is that when she gets the work done, she just gets it done. It's not seeking recognition. She just does the work. So congratulations to you, Haniyyah. And I want to see where she is next, because, Mr. President, I thought we could snag her, but I don't know if we can afford her anymore. With that being said, let me just say this, that our trendsetting, trailblazing, Black labor leader, A. Philip Randolph, he is often quoted as stating that at the banquet table of life, there are no reserved seats. You November 18, 2021 Stated Meeting November 18, 2021 take, and you keep what you can hold. And if you can't take anything, you won't get anything. And if you can't hold onto anything, you won't keep anything. And you can't take anything without organization. It is with that spirit in mind, Mr. President, that I want to say a hearty congratulations to the Philadelphia Building Trades on the selection of its new slate of leadership officers, Pat Eiding as Secretary/Treasurer, Wayne Miller as President, Gary Masino as Assistant Business Manager, and Ryan N. Boyer as Business Manager. I wholeheartedly believe that this slate, this team of leaders, they will make sure that the work that labor does, particularly in the Building Trades that puts people on a path to self-sufficiency, they will make sure that Philadelphians from all walks of life have access to that opportunity, and November 18, 2021 Stated Meeting November 18, 2021 leadership and them working together as a team, we will see progress being made in moving towards a more diverse and a more inclusive Building Trades. I want to say to Ryan Boyer in particular what I said to him yesterday, that I know his father, his mother, all of the aunties, Mr. Staten, Sr., and everyone who has been a part of the village to raise him, they are extremely proud. There are people who we don't even know who helped to lay this foundation, like the A. Philip Randolphs of the world, who never thought that there would be an opportunity to see a Ryan Boyer in such a significant capacity. Thank you, Ryan. No matter how trendsetting your position has been, I don't care if it was your becoming one of the youngest, if not the youngest, leaders of the Laborers' District Council, when you became the first November 18, 2021 Stated Meeting November 18, 2021 the Delaware River Port Authority, and now the first Black Chair of the Philadelphia Building Trades, you've always remained humble. You've never forgotten your roots, and you've kept a certain authenticity about yourself that it is hard for some to hold on to. So I say congratulations to each and every one of you, and we look forward to moving the needle and making sure that labor continues to help put people on a path to self-sufficiency. Thank you, Mr. President.
Thank you, Councilwoman. And congratulations to Ryan and the team. We really watched his growth and we really appreciate the fact that he's found himself in this position to make a difference in the Building Trades. Next up we have Councilman Thomas.
Thank you, November 18, 2021 Stated Meeting November 18, 2021 President, and good morning, everyone. I have a list of things here that I actually have to go through, so I'm going to apologize before I even start, because I try not to be too longwinded, but it's a lot that has happened. We didn't have Council last week, and I'm going to actually start with the week before. We had an election, an important election, and by the time of our Council session that Thursday, we didn't have the full results, but we do want to go back and just acknowledge the voter turnout that took place, or the lack thereof, as it relates to this November. We have to continue to challenge ourselves as it relates to the work that we do, specifically how we allocate dollars of money towards the Commissioners Office. We as the Appropriation members did fight for an extra amount of money to go to our November 18, 2021 Stated Meeting November 18, 2021 Office, but we need to do more, not just around fully funding our Commissioners Office in a way where we can have consistent elections that put people in a position where they know where their vote-by-mail options are as far as boxes and things of that capacity, but we have an understanding of what an election is going to look like in 2021, 2022, 2023 and moving forward post-COVID, because we are now in a different era. So I do commend all of my colleagues for all of the work that Councilmembers did to help get the turnout. I know some Councilmembers are ward leaders and have district responsibilities. I know that a lot of us went into schools and tried to get young people registered to vote. But I just wanted to acknowledge that we do recognize the turnout is low and we are going to actively do our part to make sure that we are addressing the turnout issue as it relates to the City of November 18, 2021 Stated Meeting November 18, 2021 that, I did want to take a moment to thank my colleagues for agreeing to pass the resolution honoring Kahleah Copper. I wanted to give a special thank you to Councilmember Brooks for joining us as we celebrated her and what she was able to accomplish as the WNBA Finals MVP outside of City Hall. And we were able to invite, for those who couldn't attend, high school girls basketball players from all across the City. And Kahleah was amazing, because she stayed out there well after the event was over, taking pictures, giving out advice, offering inspiring words, and it really touched my heart to see how much it meant to them. We always hear and get the reports when bad stories happen, but you can never quantify the impact that something like that has and the amount of lives you save when you expose young people to tangible examples of people who November 18, 2021 Stated Meeting November 18, 2021 them, that come from where they come from that's accomplished great things. So I did want to say thank you again to the entire Copper team as well as all of my colleagues who supported and all of the schools who came out that day to celebrate that great event. I also wanted to thank the team in Rochester, New York. I had an opportunity to go to Rochester this past weekend to talk to some elected officials in Rochester, potential elected officials, folks who are looking to be change agents. We had an opportunity to discuss the work that's done in Philadelphia as it relates to the driving equality legislation, to talk about what we've accomplished and what we plan to do moving forward. So I just want to thank them for being great hosts, as that was a phenomenal conversation. I do have to add to the choir November 18, 2021 Stated Meeting November 18, 2021 Haniyyah Sharpe-Brown.
I'm not going to repeat anything anybody else said, because she is amazing as it relates to the work that she's done with the District. I will say that I do feel bad for whoever it is, whether it's Evelyn or Ali or whoever is over there, that's going to be taking our calls, because it's a heavy load. When you talk about the amount of requests that we get from constituents, from teachers, the ability to get a response is important, and Haniyyah was not just phenomenal at that. When the pandemic hit and we had to put ourself in a position to be able to figure out how we would have high school sports for the students in the School District of Philadelphia in 2020, Haniyyah put on her athletic director hat, which I'm pretty sure she didn't sign up for that role, and she worked hand in hand with our office as well as the Health Department and other parties November 18, 2021 Stated Meeting November 18, 2021 put us in a position to make sure that we had a sports season for young people. And similar to what I talked about with Kahleah, you never know how many lives you save when you do that type of work. And I appreciate Haniyyah. I'm going to miss her so much. And, again, I do feel bad for whoever that is that's going to have to field the dozens of calls that come this way. I also wanted to take a moment to congratulate my good friend Ryan Boyer, similar to what Councilmember Parker said, on his position within the Building Trades, as well as the other members of the new leadership slate, Mr. Wayne Miller, who is a Frankford High School grad. So we always got to give our Frankford High School shout-outs when we can, as well as Gary Masino and of course Mr. Pat Eiding. I think I hit everything, Council President, and if I didn't, I November 18, 2021 Stated Meeting November 18, 2021 queue myself up today. It will just have to wait for another week. Thank you, Council President, and thank you, colleagues. And congratulations to Councilmember Gauthier's father. Councilmember, listen, I'm calling him your father. That's how I'm going to go with it, because nowadays my father is called Isaiah's dad. So we're going to go with that way, and congratulations to your father and thank you, Councilmember Brooks, for the introduction. Thank you, Council President.
Thank you, Councilman. Thank you so much. The Chair recognizes Councilwoman Katherine Gilmore Richardson.
Thank you, Mr. President. And I too must pause November 18, 2021 Stated Meeting November 18, 2021 Williams, who is a resident of the great neighborhood Wynnefield in the Fourth Council District, and just congratulate him on all of his work citywide and within our community. Mr. President, I just wanted to quickly pause to recognize those who are excellent public professionals and friends as they continue their ascension to greatness. And first, Mr. President, I must echo the sentiments of my colleagues, and like Councilmember O'Neill, I have been around Council for a little while as well and I will tell you this: When Councilmember O'Neill gives a speech from the minority on your behalf, you know you are the best of the best. Haniyyah Sharpe-Brown is a proven and driven leader. She is a creative thinker and innovator in her approach to helping us as members of Philadelphia City Council solve our most challenging issues with the School November 18, 2021 Stated Meeting November 18, 2021 Philadelphia, because like me, she is a public school graduate by way of the High School of Engineering and Science and now has children in the public school system. But before her time with the School District, Mr. President, you remember that she served as Communications Manager for our former boss and mentor, Blondell Reynolds Brown. And I remember meeting Haniyyah at an event, and I was truly struck by her professionalism, by her expertise, and by her preparedness for not only our meeting but for her role, and I'm proud to say that I hired Haniyyah in the office of Councilmember Blondell Reynolds Brown. And since her time in City Council and now with the School District, she has proven to be our go-to person to get the job done. As so many other of our colleagues have already stated, her shoes are impossible, impossible to fill, and we will miss you, Haniyyah, but as November 18, 2021 Stated Meeting November 18, 2021 say, you are gone without the E. And exactly what that meant, the jury is still out, but you're gone without the E. And we love you, Haniyyah, and we wish you well in your endeavors. And, finally, Mr. President, I rise to congratulate West Chester University's finest, as he states, the Harvard of the state system of higher education, Ryan N. Boyer on his appointment as Business Manager for the Philadelphia Business and Construction Trades Council and his executive team, including our friends Wayne Miller, Gary Masino, and Pat Eiding. In 2017 when Ryan was named Public Servant of the Year, he was deemed the conscience of the labor movement. Mr. President, Mr. Boyer is not only the conscience of the labor movement, he is a leader amongst leaders. He knows and understands the interests and the issues that working families in our city face. He knows that diversity of thought in November 18, 2021 Stated Meeting November 18, 2021 of the Building Trades and in our nation is critically important. Mr. Boyer is not only the Business Manager of the Laborers' District Council of Philadelphia and Vicinity, he is a visionary, a bridge-builder, a history-maker, and his most important job as husband, father, and grandfather. And, Madam Majority Leader Parker, as you stated, Mr. Boyer stands on the shoulders of leaders like Samuel Staten, Sr., Samuel Staten, Jr., James Harper, Sr. and Jr. -- shout-out to Chester -- Wade Stevens and his beloved father, Nate Sabir, and many others. I know he continues to make Nate Sabir and Jacqueline Boyer proud. Kudos and congratulations, Ryan. We are so very, very proud of you. Thank you, Mr. President.
Thank you, Councilwoman. Thank you so November 18, 2021 Stated Meeting November 18, 2021 Councilwoman Gauthier.
Thank you, Council President. First, I wanted to just thank all of my colleagues again for voting on and supporting the resolution on my father and for your kind words. I also wanted to take a moment to congratulate Haniyyah Sharpe as she moves on from the School District. I met Haniyyah over a decade ago in 2009. Through a grant I received, I started a program called Mommy Grads to help single moms and young moms pursuing their higher education. And so I met -- Haniyyah was one of the participants of the program when she was attending Temple. And so I've been honored to get to know her through that experience, but to watch her progress and elevate over time. And even meeting Haniyyah when she was pursuing her Bachelor's back at November 18, 2021 Stated Meeting November 18, 2021 Temple, she always exhibited the same strength and excellence that she went on later to display in her professional career. And so I'm proud to have watched her. I'm proud to call her a friend. I'm sad that she's leaving the District, but I'm happy for whatever comes next for you, Haniyyah, and I wish you much success. And also wanted to take a moment to join the chorus of congratulations for Ryan Boyer in becoming the first Black leader of the Building Trades Council. Not only is that monumental, it's historic in and of itself, but also given the history and the context of labor in Philadelphia. So congratulations and much success.
Thank you. Thank you, Councilwoman. The Chair recognizes Councilman Johnson.
Thank you, November 18, 2021 Stated Meeting November 18, 2021 to be brief. First and foremost, I want to acknowledge Haniyyah Sharpe-Brown as she makes her transition. I had a chance to meet and become acquainted with Haniyyah while she worked in the office of Councilwoman Blondell Reynolds Brown. She's always been a consummate professional, right? Always had a great attitude, but most importantly, always advocating and addressing the issues of her constituents when working with Councilwoman Reynolds Brown but, most importantly, in her role with the Philadelphia Public School District. And so I just wanted to acknowledge her and wish her well wishes in her next position. Also, Council President, as my colleagues -- and I'm going to follow up on this next week officially, but obviously we're all proud of the hard work of Ryan Boyer, just watching him grow in that position. And also November 18, 2021 Stated Meeting November 18, 2021 just shows other young people, irregardless of their neighborhood, irregardless of their background, that they can also ascend to the top of their profession. Most of you may not know. I got family that comes from Richard Allen, the Johnson family, and they are very close with the Boyer family, and my dad knows Nate Sabir. And so it's just a proud moment to see this brother rise to the top of his profession. I want to personally and publicly congratulate him. Council President, I want to acknowledge that we are seeing a very, very, very terrible trend that's taking place here in the City of Philadelphia, and that's the trend of seeing countless young people and people in general dying at the hands of senseless gun violence. We're embarking upon 500 homicides again this upcoming year. And so I always want to just remind our body, our mind, the greater public that this is an issue of November 18, 2021 Stated Meeting November 18, 2021 should be addressing with a sense of urgency. This Saturday, partnering with your office, Council President, and the Father's Day Rally Committee, we will be doing a gun buyback Saturday, November the 20th at 10:00 a.m. to 2:00 p.m. in two locations. One location is in my district at St. Paul AME Church at 83rd and -- 8390 Lindbergh Boulevard and also at St. Mark's Church at 4442 Frankford Avenue. It's critically important. Some people say, well, you know, you're doing these gun buybacks, these aren't the guns that the young guys will be using. Let me tell you something, I'm not a typical politician. I'm one that's kind of been there, done that. And any gun that you can pull a trigger that releases a bullet can take a life, rather it's a .357 Magnum that's a revolver can still put in the same type of work as a 9 milliliter Glock. November 18, 2021 Stated Meeting November 18, 2021 make sure that the less access to guns that our children have, the more they will be safe. Unfortunately, we had a two-year-old in Point Breeze yesterday with a self-inflicted gunshot wound, right? And through the grace of God, that child is still with us here today. And so we want to make sure we get as many guns off the street as possible, and as everyone who is listening, to come on out to our gun buybacks tomorrow. You'll receive a $100 food gift certificate, but at the end of the day, it's really about turning in guns that are not being used, turning in guns that can be used to hurt other individuals. And I just want to personally say thank you very much, Council President.
Thank you, Councilman. That's so important. People need to be more November 18, 2021 Stated Meeting November 18, 2021 They can and they will get in the hands of young people that will be used unfortunately for a whole lot of different things. So we appreciate you again promoting that event tomorrow. Folks, come out, please. Turn in the gun. Get it out of the hands. If you're not using it, just turn it in. The Chair recognizes Councilman Domb.
Thank you, Council President. I know when we have a lot of bills or resolutions, we sometimes use a Consent Agenda. I'm going to just use a consent congratulations. I'd like to congratulate Ryan Boyer. I'd like to congratulate Councilmember Jamie Gauthier and Sam Williams' dad. And I'd like to congratulate Haniyyah Sharpe-Brown. Tremendous, amazing. Everyone spoke before me, and appreciate all the comments, and I support them. I also want to mention, though, November 18, 2021 Stated Meeting November 18, 2021 -- you haven't heard me say this for a while. We're still sitting on a billion dollars of federal money that can go to over 75,000 families and 300,000 people in our city, and it's called a Child Tax Credit and the Earned Income Tax Credit. And that is so important for people to speak about this and talk about it and tell everybody about it. When you think about it, if 300,000 people in our city qualify out of the 400,000 in poverty, it's three-quarters of the people in poverty can get checks. And when you're talking about a billion dollars and 300,000 people qualify, the average could be over 3,000 per check. It's some serious money here, and whatever we can do to get the word out is important. And last, but not least, I just want to wish everyone a happy, healthy Thanksgiving. Enjoy it with your families. Thank you, Council President. November 18, 2021 Stated Meeting November 18, 2021
Thank you, Councilman. That concludes our speeches today on behalf of the minority and the majority. So with that, the Chair recognizes Councilman Jones for a motion to adjourn.
Thank you, Mr. President. I echo my colleagues on Mrs. Sharpe's ascension, on my good brother Ryan Boyer's ascension, and at the end of the day, Samantha Williams' father, Leon Williams', contribution to Philadelphia, because that's the other Williams sister. And with that, I move that Council stand adjourned until Thursday, December 2nd, Thursday, 10:00 a.m. (Duly seconded.)
Thank you. It has been moved and seconded that Council stand adjourned until Thursday, December 2nd, 2021 at 10:00 a.m. November 18, 2021 Stated Meeting November 18, 2021 by saying aye. (Aye.)
The ayes have it. The motion carries. Thank you all very much and, again, be safe and enjoy your family over the next upcoming days.
