Thank you very much. I just wanted to echo Councilman Squilla and thank everyone for their input. Democracy means we don't always agree, but we agree on the good purpose and the public interest certainly. Everyone has represented their constituents and their conscience and everything. It's been a robust process, and we'll all work together to do the best that we can. I also wanted to thank Councilman Johnson on his introduction of his resolution. I'll say as a former prosecutor, I do not support and have not found many prosecutors who support mandatory minimum sentences. There are sentencing guidelines in order to try to ensure an evenhandedness, but mandatory minimum sentences, they are oftentimes very unjust, in that they apply a minimum sentence regardless of the circumstance, and that's why we have judges. Thank you, Mr. President. Many may already know that the Chamber of Commerce is filing a federal lawsuit today challenging Bill No. 160840, which I sponsored along with Councilwoman Reynolds Brown, and which Council passed unanimously and was signed into law by Mayor Kenney. This law would prohibit employers from asking prospective employees about their wage history and is an attempt to deal with the wildly acknowledged wage disparity between men and women. Apparently included in their lawsuit is the allegation that the law infringes on an employer's right to free speech. So in that vein, I know we've Stated Meeting April 6, 2017 of speeches today, but please allow me to exercise my free speech right. Although I am upset at this lawsuit, my upset is tempered somewhat by the fact that to be honest with you, the Chamber of Commerce just doesn't get it. To start with, they don't even get how to oppose a bill correctly. When we took up this bill last year, the Chamber didn't even appear at the hearing, sent what I would call a rather mild opposition letter, with suggested amendments that we at least partially incorporated in the bill. Yet after we unanimously passed the bill, the Chamber, together with Comcast -- and I'll get to them in a second -- started going ballistic and threatening lawsuits, which they now have done. The Chamber just doesn't get it. The Chamber doesn't get that wage equity is a rapidly growing nationwide issue. S. Congress, and as Councilwoman Reynolds Brown stated during recent budget hearings, the issue is discussed on national morning news shows. The Chamber has stated that the law itself isn't the total problem, but it is, quote, "the straw that broke the camel's back," unquote, of laws that burden businesses. Let me first state that while no one's back is being broken by this law, I'm sure there's a lot of women's backs that ache from doing the same job as men and getting paid oftentimes significantly less. But as far as the City being anti-business, we have passed laws that have helped workers, which the Chamber doesn't get, that many of us feel is a part of our job. But we have done over the years, this Council, many, many Stated Meeting April 6, 2017 - tax abatements, TIFs, BIDs, NIDs. Overall, approximately 27 tax incentives and credits. And just to mention a few specifically very quickly, only one-third of businesses pay BIRT due to the $100,000 exemption and other tax credits that Councilwoman Sanchez championed. Wage tax rates have been slashed over 20 percent. Net profits tax rates have been slashed over 20 percent over many years. Gross tax receipts have been slashed over 56 percent. It is estimated as the years go on with the tax -- with the business-friendly actions that are planned, that the total planned business tax is projected to amount to $528 million in foregone revenue in the next five years. So, I mean, I think we have shown in lots of ways that we are certainly not business unfriendly, and I just find -- I must add that it is Stated Meeting April 6, 2017 firm that regularly represents Comcast, Comcast, is filing the lawsuit against the bill. The towering buildings that are just west of us, which we helped with significant tax breaks and incentives, I believe attest to the fact that we certainly haven't been anti-business. And it is projected that once Tower 2 is completed, that we may give as much as $160 million in tax breaks to Comcast for being here. We're glad they're here, but I think we have done our part to help them be here. So I guess I would just wrap up by saying to Comcast and to other businesses, to turn the phrase a little bit, with enemies like us, they don't need friends. But I guess, again, Chamber and Comcast just doesn't get it.
So, finally, I guess the Chamber and Comcast think that they are showing strength by putting in this lawsuit and I guess they think as the future goes on, they'll get more respect Stated Meeting April 6, 2017 this lawsuit to hold up the ability for women to get paid on an equal basis with men. Let me just finally say, but at least from this member, they won't get it. Thank you, Mr. President.

Council President, today I started off my day in your district with the Pennsylvania Association of Fine Arts as well as the Cultural Fund where we had a press conference and rally opposing the millions of dollars of cuts to the National Endowment of the Arts, which will significantly have an impact on the cultural landscape and arts landscape here in the City of Philadelphia. And so I was proud to see different stakeholders from around the Stated Meeting April 6, 2017 for our art institutions such as the Art Museum, African American Museum, the Barnes Foundation but also, most importantly, the hundreds of non-profits that we support through the Cultural Activity Fund. So I just want to inform my colleagues to continue advocating on behalf of those arts and cultural institutions that serve as an economic boom here in the City of Philadelphia. At 3:30 I will be joining SEIU out at the Philadelphia International Airport after a hard-fought effort for the workers at the Airport to unionize, particularly those workers that work for Prospect and PrimeFlight, those who we call the wheelchair workers, the people who transport individuals around the airport, who were receiving less than a quality working wage. But we fought in this body to make sure that they're supported as well as a work environment Stated Meeting April 6, 2017 to come into work, but now they have the opportunity to unionize. And so it's a proud day for me, because I remember getting up at 5 o'clock in the morning as a new dad to go out to the Airport and stand with the workers. And so today we will be celebrating and highlighting this significant milestone. Two events I want to invite Councilmembers to participate in. One, on April the 22nd, we'll be doing our annual Point Breeze 5K run/walk, the partnership with my colleague Councilman Derek Green. I know last year Councilwoman Blondell Reynolds Brown came out and participated. Derek actually ran. He kind of showed off. He had little short shorts on and kind of like -- I had a suit on, so he was like showing me up in my neighborhood. But nevertheless, it's a great opportunity because the cause was for -- the 5K cause Stated Meeting April 6, 2017 who suffer from pancreatic cancer. And believe it or not, quietly there are a lot of individuals who do not have the type of research support that they need that suffer from pancreatic cancer. So I want to welcome all my colleagues to sign up with a team. Come on out. If you can't run, you can walk, but it's good to get the blood flowing. And so you can get more information from my office. And also on that same day, I will be partnering with an organization called Blessed to be a Blessing Outreach Ministries, as well as the Renew organization for our Promject. We will be giving out free prom dresses on April the 22nd. We have a significant amount of them now. And so if you have young people who need a prom dress, we just encourage you to direct them to our office, because we want to make sure that people take advantage of them and have a Stated Meeting April 6, 2017 on their sophomore hop, junior prom or senior prom with a stylish dress.
