We have a lot of cooperation, a lot of correspondence over a long period of time for this bill, and the neighbors are hesitantly optimistic that this bill will be passed and enforced. Thank you, Council President. Yesterday there was an event that was sponsored by AARP and City Controller Alan Butkovitz at the University of Pennsylvania. I found it exceptionally informative. I was joined there by Councilwoman Parker and Stated Meeting October 20, 2016 it was a great opportunity to hear firsthand about retirement and the need for that, particularly on the private sector. There were some great speakers, including former Lieutenant Governor of Maryland, Townsend Kennedy, and also representatives of the federal government. I think this was an excellent opportunity. It also leads into what was passed by my colleague, and I helped to support it as well as you, the Task Force on Retirement Security, a very, very important subject for the City, sometimes not looked at as importantly as it can because it affects our economy. And I want to thank City Controller Alan Butkovitz and my colleagues Councilman Green and also Councilwoman Parker for their initiative in this, and I look forward to working with them. I also want to make note that this Saturday at Pelbano Recreation Stated Meeting October 20, 2016 Center, which is the recreation center in Northeast Philadelphia in the Rhawnhurst section, in City Councilman Brian O'Neill's district, there will be another program regarding financial wellness. City Controller Alan Butkovitz will be there. I just urge my colleagues and all Philadelphians that have an interest in this subject to attend. I think it will be well worth their time. Thank you so much.
Thank you, Councilman. The Chair recognizes Councilman Oh.
Thank you very much, Council President. I have two things to talk about. The first is about PHL LIVE Center Stage, our third year doing it. Again, it's about the music economy, talented people who need an opportunity in order to develop their talents, have an opportunity to earn a living and maybe even help others earn a Stated Meeting October 20, 2016 Council colleagues and the folks from the Mayor's Office to please attend. There's ten events, ten genres of music, and an award show. If you would like to attend, we'd certainly like to recognize you at each one of these events. And so it should be a great thing, and so please, I left a flyer on everyone's desk. The second thing, I'd like to recognize and thank State Representative Stephen Kinsey. He introduced or is introducing a bill to return local control of the Philadelphia Parking Authority to Philadelphia. I appreciate that perspective. I think he's acting in the best interest of his constituents and the people of our city. At the same time, there's a bill moving forward which would allow two members of the Parking Authority Board to either live outside of our city or to be appointed from outside of our city. These Board members are appointed for ten Stated Meeting October 20, 2016 years, and outside of that, we here in Philadelphia have very little ability to influence them other than the fact that they live in our community and our neighborhoods. With all the issues that have arisen over the Parking Authority, starting with the failure to deliver money to our School District, mismanagement of funds and funds not being provided to our city, and then the issue that a lot of money has been collected in Philadelphia and provided to communities outside of our city, I think it's important for us here in Philadelphia to be at the table when we start talking about how this Parking Authority is being run. I also want to bring up in that light what's going on in Harrisburg, House Bill 1885, and I'm very alarmed, and I've said so. And I understand we can all disagree, and we should agree to disagree. In this situation, whether Stated Meeting October 20, 2016 support sanctuary cities, I think it is majorly problematic that a bill is moving forward that would withhold funding to our city unless the Mayor changes his mind. I think the Mayor was elected by the people in Philadelphia, and I think we'll deal with the Mayor if we like or don't like what he's doing, but I don't want to see that whenever someone disagrees with what the Mayor is doing and they were not elected Mayor, that they start trying to withhold our funds. It would be catastrophic for our city. 7 billion dollars would be withheld. Well, people told me it's not going to make it out of the House. It did make it out of the House with bipartisan support. Now it goes to the Senate. And what I mean is, bipartisan, Philadelphia democrats voted to withhold money to Philadelphia. And now it's going to the state Senate, and there are no Philadelphia republicans in the state Senate, and the question is why would any Stated Meeting October 20, 2016 Commonwealth vote against a bill that was introduced by Philadelphians and passed by both democrats and republicans. So people tell me it's not going to pass. I'm telling them it's going to pass, and when it passes, that will be the beginning of a new precedent in Pennsylvania. 7 billion. Let's talk about gun control. Let's talk about abortion access. And I don't care where you fall on that issue, but we're going to either make that decision as a local community or we're going to be held up at gunpoint over every issue that arises that a legislator in Harrisburg disagrees with the Mayor. If you disagree with the Mayor, talk to our delegation. If you disagree with the Mayor, run for Mayor.
Outside of that, I think this is a big problem for us here in Philadelphia. There are a number of issues that are moving forward in Harrisburg, Stated Meeting October 20, 2016 we get local control of our School District. These issues are in Harrisburg. I would encourage everyone to take a look at how our Philadelphia elected officials are voting, especially on this upcoming bill, House Bill 1885, and other ones. Thank you very much.
Thank you, Councilman. On behalf of the majority, the Chair recognizes Councilman Jones.
So it's not a red state or a blue state. We agree on the state of Harrisburg. We are part of the Commonwealth of Pennsylvania. We are part of the Commonwealth family, but right around now I feel like we're being treated like the stepchild of the family, where we need parental supervision to govern our affairs. I agree with my colleague on House Bill 29, which would allow poll workers from Potter County to come down Stated Meeting October 20, 2016 of our voting process. I would suggest to you that if they want to come down and tell us about how tall the corn grows there outside of the poll and how to advocate for that, I welcome them. Freedom of speech. They're a part of the Commonwealth family. But if they want to go inside the polls, some of them may possibly -as the great Donald Trump said, it be rigged -- they can go back to Potter County and become anonymous again. So I am very concerned about non-Philadelphians going into the apparatus of our elective process. I agree also with my colleague that House Bill 1885 and their ability to penalize us if we allow for someone to seek refuge here and they do something wrong, that we then are responsible for their behavior. Can you micromanage us any further? If regular people who are already born here do something, should we be liable for that? We're already liable Stated Meeting October 20, 2016 to hold people accountable for those actions. I think they are going beyond what the state Charter actually intended for them. House Bill 1998, a proposal to allow six members, six, to be non-Philadelphians to dictate how the Parking Authority should be run. We can't find Philadelphians that possess the logistics and accounting skills to run that place? I think we can, and I -it further goes whether you're talking about a lot of the things that are regional -- I'm okay with participation if it has a regional impact, but if it's in Philadelphia, let Philadelphia govern it. And I just don't understand why all of the sudden they're overreaching their authority. So with respect to the rights of our state legislators, we'd like you to please treat us like family members and not like the stepchild that they propose. Stated Meeting October 20, 2016 you, Mr. President.
Thank you, Councilman. The Chair recognizes Councilman Green.
Thank you, Council President. As we prepare for November 8th, we are in a very hyper-partisan environment, and sometimes regardless if you're a democrat or republican, you forget that you're a citizen. So I want to commend Councilman Oh for his comments. I'd also like to commend other colleagues from the right side of the aisle, Councilman Taubenberger and O'Neill, because although they may be republicans, they are Philadelphians first, and I've always seen them advocate on behalf of the City of Philadelphia first regardless of party. Also I would like to speak on the fact that this Saturday is the Autism Speaks walk at Citizens Bank Park at 9 Stated Meeting October 20, 2016 of you know, that my son Julian is autistic. This is our seventh year of participating in the walk this Saturday, October 22nd. For those of you who are listening and those who are here, I hope you can come out and participate. We are Team Green. So you can always look for the green balloons. And it's interesting how this challenge, the physical challenge and learning challenge of autism, has dramatically changed over the years. When he was diagnosed, one out of every 200 children were diagnosed on the autism spectrum. One out of every 68 children are now diagnosed with autism. There are more children on the autism spectrum than AIDS, cancer, and diabetes combined. So I hope that people will be able to come out to the walk this Saturday at 9:00 a.m. at Citizens Bank Park. In addition, my involvement in autism led me to learn a lot more about Stated Meeting October 20, 2016 marijuana, and in being an advocate in the autism community, I've learned that in a number of states -- and we have 26 states in the nation that allow medical marijuana -- a number of parents who have children who are autistic have been using medical marijuana as a way to help their children. So that's why I was very pleased that in April of this year, Governor Wolf signed into law the Pennsylvania Medical Marijuana Act. And this law allows for people suffering from ALS, autism, cancer, epilepsy, HIV/AIDS, post-traumatic stress syndrome and other conditions to use, with a physician's recommendation, marijuana in the form of pills, oils, topicals, tinctures, vapors or liquids. This body on September 8th of this year had hearings in the Public Health and Human Services Committee to really discuss the impact of this new legislation and how it may impact the Stated Meeting October 20, 2016 a result of these hearings and discussions with the Administration, the legislation I introduced today will allow medical marijuana growers and processors to operate in light, medium, and heavy industrial districts in the City and, additionally, medical marijuana dispensaries will be allowed in some commercial districts as long as they are 500 feet away from protected uses and 1,000 feet away from regulated uses. Some of you may not recall, but today is actually the two-year anniversary of the decriminalization of the possession of small amounts of marijuana in Philadelphia, and you all should remember that was introduced and passed by then-Councilman Jim Kenney, our current Mayor. So clearly things have changed with regard to marijuana, and hopefully through the legislation I introduced today we'll continue the conversation Stated Meeting October 20, 2016 its impact in our city.
Thank you, Councilman. The Chair recognizes Councilman Johnson.
Thank you, Council President. You know, back in 1998, you know, it was a major transition in my life from me going from being a boy to a man in my neighborhood in South Philadelphia where a cousin of mine was murdered in the streets of South Philly, 17th and Dickinson where I grew up at. And during that particular time, I used that anger, I used my passion for revenge to create an organization called Peace Not Guns in honor and memory of not only of my cousin but also several young men who were murdered in the streets of South Philadelphia during the two-year time period when I was coming home from college on the weekends. Every time I would come home, I would find out Stated Meeting October 20, 2016 with was murdered. So after my cousin was murdered, I created an organization called Peace Not Guns, and one of the first people who I reached out to to come and participate and advocate around this issue was a gentleman by the name of Bilal Qayyum, and it's close to 20 years later he's still on the same case advocating against violence in the streets of Philadelphia, and on this weekend in South Philadelphia at Audenried High School, he will be hosting the National Conference on Black Youth Gun Violence. The conference kicks off tomorrow at 5:30. Councilman Curtis Jones and myself will kick the conference off. But it's a two-day conference to look at comprehensively how we can address the issue of black on black violence, not only in the City of Philadelphia but also as a national issue. And so if anyone is interested in coming out and participating, come on out Stated Meeting October 20, 2016 5 o'clock at Audenried High School, 32nd and Tasker Street. But I would bring as many young people out to the event as possible, because I know oftentimes we all have our agendas pretty full focusing on a variety of different issues, but when you look at the issue of youth gun violence, every day you turn on the television, African American young men between the ages of 15 and 24 are constantly being murdered, and this is for me the number one issue that should be a priority here in the City of Philadelphia. And so it's issues like tomorrow on a grassroots level we'll continue to make sure it's a priority but, most importantly, do the work on the grassroots level in terms of supporting people to try to combat youth gun violence. Thank you very much, Council President.
Thank you, Councilman. Stated Meeting October 20, 2016 speeches. With that, the Chair recognizes Councilwoman Reynolds Brown for a motion to adjourn.
