Council President Clarke

Good morning. State your name for the record, please proceed with your testimony. Stated Meeting March 25, 2021

Ms. West

Good morning, Philadelphia City Council and to all the citizens of Philadelphia who are watching and listening. My name is Kala J. West and I am commenting on the resolution for the life and legacy of Emma Chappell. Dr. Emma Chappell was an innovator and a leader, an entrepreneur and a rallier. She was a grandmother and an aunt, a radio personality, and a lover of the community. Now that she has passed on, her legacy lives on through financial literacy, through entrepreneurship, through community service, and of course through WURD radio, the United Bank of Philadelphia, the Black Women Leadership Council, and this resolution. Thank you, Councilwoman Parker, for introducing this resolution, and thank you, President Clarke and City Council, for allowing me this time in this meeting.

Council President Clarke

Stated Meeting March 25, 2021 Thank you so much for your testimony. We appreciate it.

Chief Clerk

The next speaker is Will Little, commenting on 210234. COUNCIL SUPPORT: He is not on the line.

Chief Clerk

The next speaker is Sterling Johnson, commenting on 200189.

Council President Clarke

Good morning. Just state your name for the record and please proceed with your testimony.

Mr. Johnson

Good morning. My name is Sterling Johnson. I'm a housing and homelessness advocate testifying against Bill 200189. I just want to say that I support safe injection sites. I am a person in recovery. I was in treatment in December. My cousin died of an overdose in June. I've been doing this for several years just because we want to live. This life is hard, and I would like to live. I'd like to have my Stated Meeting March 25, 2021 friends live as well. I knew that I couldn't go into treatment until I was ready, but I'm about safe spaces without people being around to help a person. I ended up contracting HIV as well, as I know that happens to other people. And I was one of the encampment organizers over the summer. I know that treatment was available, but people would not go into treatment when they knew that they would be kicked out. The treatment system is not meant for people that are currently using or even thinking about using. We had overdoses there, but we were able to revive them. Generally we've averaged about a thousand deaths a year over the last five years. That's a lot of people. Now the number of black and Latinx people is actually increasing, while the amount -that die are increasing, while the amount of white people dying is decreasing. So we know that this is a racial justice Stated Meeting March 25, 2021 issue. So I support the safe injection site pilot integrated into existing facilities, to pilot it in Center City, not out in the neighborhoods where we know that there could be possible issues and possible integration and kind of amassing of some of the problems that already exist there, especially with the gun violence issue. So I really want to pilot an integrated system inside of Center City, not in Kensington. So thank you for your time.

Council President Clarke

Thank you so much for your testimony. We appreciate it.

Chief Clerk

Council President Clarke

Ms. Hill

My name is Rita Hill.

Council President Clarke

Go ahead. I'm sorry.

Ms. Hill

Thank you. My name is Rita Hill and I am a member of Black Women's Leadership Council, and I am here to testify this morning on the life and legacy of Dr. Emma Chappell. Dr. Emma Chappell had a wonderful sense of humor, and she saw the humor in the good and bad situations that arose. She taught me not to take life too seriously, but to be serious about my work for and in the community. She welcomed me into Black Women's Leadership Council. She pushed me, she coached me, and she applauded me for the past three years. I will forever be grateful for her mentorship. Dr. Emma Chappell is an icon, a legend for the Philadelphia community. She lived a life of service and honed her skills in banking, community service, Stated Meeting March 25, 2021 3/25/21 - STATED - 2ND READING civil rights, and also real estate development. She honed those skills throughout 60 years of work and care for her beloved Philadelphia community. May her good works speak for themselves and the legacy of her life of service live on in the minds and hearts of Philadelphia throughout the City. My condolences to the Chappell family. Thank you very much.

Council President Clarke

The Chair recognizes Councilwoman Parker.

Councilwoman Parker

Thank you, Mr. President. Mr. President, prior to calling for the adoption of the resolution, I just wanted to note for the record that members of the viewing public will remember that last week this legislative body took a formal moment of silence, led by our colleague Councilmember Johnson, supported by all members of this body, and many folks made comments referencing some of their greatest memories of the late, great Dr. Emma Chappell. So what we are doing today is simply codifying the sentiments that were expressed by members of this body last week. I also want to note for the Stated Meeting March 25, 2021 3/25/21 - STATED - 2ND READING record, Mr. President, that there were -I mean, when you live a life like Dr. Emma Chappell, there were probably 50 people who wanted to sign up and speak today during public comment, but I thank you all so very much for paying attention to and adhering to the rules governing our body during COVID since we've been in this remote environment. I want to say to Joann Bell, to Rita, and to Rhonda, thank you all for forwarding us the names and the contact information for all of the people who did publicly testify today. I want to say to Pam Rich-Wheeler, to Dr. Lorina Marshall-Blake, to Charlene Collins, and many others, again, who wanted to testify today, but those eight slots, the Black Women's Leadership Council had already given us those names. Thank you so very much. Now, Mr. President and Councilwoman Gilmore Richardson and Stated Meeting March 25, 2021 3/25/21 - STATED - 2ND READING Councilmember Green, I want you to know that we couldn't even get off of Council last week before I had AKAs texting me saying, you forgot to say that Dr. Emma Chappell was a member of Alpha Kappa Alpha Sorority, Incorporated. So today Stephanie Marsh sends me a text saying, isn't it wonderful Council is acknowledging two AKAs today, Councilwoman Gilmore Richardson with Kamala Harris and you all celebrating the life of Dr. Emma Chappell. So, Stephanie, I won't hold that against them. I still love them, no matter what, I want you to know. But Emma Chappell hailing from the mighty, mighty Omega Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated and their former President, my sister, Dr. Lorina Marshall-Blake, and Charlene Collins, you know we have a great deal of admiration and respect for the work that you do. In addition, Mr. President, one of the speakers, and I think it was Stated Meeting March 25, 2021 3/25/21 - STATED - 2ND READING Wayne, was the one today who talked about Emma being a grandmother, a doting grandmother. We send our sincere condolences and sympathies to the family, but I also appreciate them acknowledging how important that role was to her. And for Barbara Chavous, Barbara, we heard you loud and clear. She liked to have fun, and it's with that spirit in mind that I want you all to know we will not be in COVID forever. We are going to have our intergenerational party for the people, and when we come, Troy, her grandson, Councilman Jones, if there was anything she loved to see, she loved to see me on the dance floor dancing with her grandson, Troy. And so, Troy, you owe me a dance in honor of your grandmother. And it's with that being said, Mr. President, that I remind everyone that she will be funeralized this Saturday, March 27th at Triumph Baptist Church. m. m. 982. I've also gotten a ton of calls from people saying we want to make a contribution to support the life and legacy of Emma Chappell. For those who are interested in doing so, please feel free to contact the Urban Affairs Coalition, where all donations are being received. To Joann and Rita, we know that you are going to keep on keeping on her legacy and through the work of the Black Women's Leadership Council and all of the members. I move for the adoption of the resolution, Mr. President. )

Council President Clarke

Chief Clerk

There are no other resolutions on the Final Passage Calendar, Mr. President.

Council President Clarke

Thank you very much, Mr. Decker. That concludes our Calendar for today. We will move into our speeches. Prior to recognizing members regarding speeches, I just will note for the record at this time that we will use the Chat feature available in Microsoft Teams to allow members to signify that they wish to be recognized. In order to be comply with the Sunshine Act, the Chat feature must only be used for this particular purpose. With that said, speeches on Stated Meeting March 25, 2021 minority? The Chair recognizes Councilwoman Brooks.

Councilwoman Brooks

Thank you, Council President. First, I want to echo my colleagues and what the members of the public have expressed so beautiful in honoring the legacy and life of Emma Chappell, and I know that her memory will continue to inspire this Council body and constituents across the City to give back to their communities and lead with kindness and humility. Secondly, I want to have a few brief words about the ordinance that I introduced today that would amend on how we define domestic violence to provide protection for individuals affected by coercive controls. Coercive control can look like a number of things. It means isolating the other person from friends and family, depriving the other person from the basic needs, and controlling the other's Stated Meeting March 25, 2021 movements, communications, daily behaviors, finances or access to services, or it can look like manipulating the other person by force, a threat of force or intimidation, including threats based on immigration status. This legislation would allow people affected by coercive control to have access to the same benefits and protections as all other victims of domestic violence. But domestic violence may not always be visible. It can happen to everyone, and it affects people across race, class, gender, sexuality, and ethnicity. My hope is that this legislation will work to prevent intimate partner violence from escalating to further abuse and it will restore some of the power back to the survivors of domestic violence. And I want to thank Women Against Abuse and their partnership and Stated Meeting March 25, 2021 office crafted this legislation. I also want to thank my Councilmembers Henon, Green, Thomas, Gym, Gauthier, Parker, and Gilmore Richardson and Jones for co-sponsoring this legislation. I decided to do this legislation in honor of my cousin, Tianna Thomas, who was a victim of domestic violence and was afraid to speak out, but what I do remember is her having a conversation with another member of my family. And my cousin ran into her on the subway and she had a black eye, and what she told the other member of my family is that I know you're going through the same thing that I'm going through and to get out. So although her life was taken, she was able to save the life of another family member. So I want to thank everyone for co-sponsoring this, because this means a lot to me, and it's in memory of my cousin, Tianna Thomas. Stated Meeting March 25, 2021

Council President Clarke

Thank you, Councilwoman. Thank you so much. A very important issue. The Chair recognizes Councilman Oh.

Councilman Oh

Thank you very much, Council President. First, let me also extend my condolences to the family and loved ones of Dr. Emma Chappell. I very much enjoyed my conversations and relationship with her. She was, of course, the founder of First United Bank, the first African American bank here in Philadelphia. I served on the Board of First Commercial Bank, which was the first Asian American bank in Philadelphia, and so we had interesting and very positive conversations throughout the years. But I wanted to just thank two graduates of our public school system, David Henderson, a graduate of Roxborough High School, and R.J. Bilotti, who is a Stated Meeting March 25, 2021 School, both of Stronghold Group -- that is a veteran-founded and owned company -- for their tremendous contribution yesterday to the Philadelphia School District. They gave 500,000 three-ply masks, 3,000 isolation gowns, and 300 touchless thermometers to the School District. It could not come at a better time as kids are returning to school. And so I just wanted to thank them for their contribution and so many others in our city who are thinking about the kids, about the students, about their future, and we know how important education is to addressing all the issues that we face in the City. Thank you, Council President.

Council President Clarke

Thank you, Councilman. Speeches on behalf of the majority? The Chair recognizes Councilman Green. Stated Meeting March 25, 2021

Councilman Green

Thank you, Council President. I want to thank Majority Leader Councilmember Parker for her resolution in honor of Dr. Emma Chappell. I reflected my comments last week, but I thank her and all the people that spoke on her behalf for the phenomenal spirit that she is in the City of Philadelphia. Also reflecting on the minister that Councilmember Henon brought to Council today, and one of the statements she said kind of struck me. She said speak up for those who cannot be spoken up for. I think that echoes the work that our colleague Councilmember Brooks has taken on in reference to her legislation that was introduced today. I want to thank her for sharing that very personal story and her speaking up for her loved one who is no longer with us, but allowing us to speak up for those who can't speak up for themselves. This also brings me to the Stated Meeting March 25, 2021 to raise this morning in Council. Some of us in this body have gotten to know Cecelia Thompson. She is a new member of our School Board. Many of us have known her for some time for her advocacy not only in reference to special education in the School District but also in the autism community in reference to the work she's done with her son. There was an article in this week's Inquirer about her challenges in getting vaccinated as a caregiver for her son, and what troubles me is that this issue -- I started hearing this concern back in December when the City was starting to first get vaccinations and advocates like Anna Perng and others that raised the concern about going to the Convention Center, which is a large space, and the challenges and concerns for those who are both caregivers as well as those on the autism spectrum or having other type of physical or non-physical Stated Meeting March 25, 2021 receive a vaccine. I'm not going to rehash all the challenges we had last year with the rollout of the vaccine at the Convention Center, but the concerns in reference to caregivers, both those who are hired as direct service professionals as well as unpaid home caregivers for their children like Ms. Thompson, were raised by various e-mails and letters I received in particular from Vision for Equality. And so we scheduled a hearing -- excuse me; we scheduled a meeting with the Health Department on January 22nd and we raised the concern that if you are a personal caregiver for a loved one in your home or a direct service professional, are you in Phase 1a? Because there was a discrepancy in that information. And based on the information we were given and provided, that if you were a person caring for your child at your home, you would be considered a caregiver under Stated Meeting March 25, 2021 1a. And at the state level, they are considered a Phase 1a individual, and that's reflected based on the information that Ms. Thompson provided to the pharmacy, but in the City of Philadelphia, she was denied the ability to receive a vaccine under Phase 1a based on being a caregiver, but she was able to get it based on other health concerns that she has. And this has been a consistent issue not only for those who are personal caregivers but also those that have a difference like autism or intellectual disabilities. Recently, Dr. Wendy Ross and Dr. Jonathan Gleason from Thomas Jefferson released a study based on the significant challenges that those with intellectual disabilities have and the high propensity for them to unfortunately transition due to COVID-19. Based on, I believe, that study, the City decided to add those with intellectual disabilities into Phase 1a.

Councilman Green

But if you live outside Stated Meeting March 25, 2021 Philadelphia and you're a caregiver, you can get a vaccine as a caregiver under Phase 1a, but also I've heard information about those who have neurological differences, which also can be connected with autism, have been able to get vaccinated in the City of Philadelphia as Phase 1b. So there's a lot of discrepancy, a lot of information problems, a lot of gray areas, and if you look at the information that Dr. Farley provided in his press conference when this issues was raised, his statement was, it needs to be more clearly defined. Could everybody just say they're a caregiver of someone else? Now, we don't do checks for people that have diabetes. We don't do other checks for others. If you say you're an essential worker and you register, you're able to get a vaccine under Phase 1a, but for some reason if you're a caregiver for someone in your Stated Meeting March 25, 2021 your child, we are putting you through an additional hurdle, that if you lived in Bucks, Chester, Montgomery County or one of the other 66 counties in the Commonwealth of Pennsylvania, you wouldn't have this challenge. And so this is an issue that I will continue to press on. It makes no sense that we're basically discriminating against those who are personal caregivers for their children who have a physical difference like autism that they can't get vaccinated here in the City of Philadelphia. I'm glad that their children, if they have an intellectual disability, can now get vaccinated, but they, if they care for them in their home, can't. I'll also be pushing to make sure that those that have autism can get vaccinated in the City of Philadelphia. And it's a shame that at Lincoln Financial Field -- and I won't say the Stated Meeting March 25, 2021 time, because they want to keep that just for the people they reached out to, but if you're a caregiver and you have a child that has an intellectual disability or autism, the Eagles Autism Initiative is vaccinating people with a provider from outside the City of Philadelphia here in the City of Philadelphia. So it's a shame the fact that you can live in the City of Philadelphia, care for your child who has autism, but you can't get vaccinated by the City of Philadelphia, but you can be vaccinated by a provider from outside the City of Philadelphia coming into our city and vaccinating those people who based on research and information have a higher propensity to perish due to COVID-19. This is an issue that doesn't make sense. I don't want to get too angry, because I'm keeping myself calm this morning, but as the pastor said this morning, we need to speak up for those who can't speak for themselves. Stated Meeting March 25, 2021 you, Council President.

Council President Clarke

Thank you, Councilman. Thank you for bringing that to our attention. I'm sure it's going to be addressed very shortly. The Chair recognizes Councilman Domb.

Councilman Domb

Thank you, Council President. I just want to say to Councilmember Green, you have my 110 percent support on what you just spoke about. That's just not right, and I hope we can get that fixed. I wanted to offer my condolences today to the family of Dr. Emma Chappell. Majority Leader Parker, I'm going to share a little story that is personal, but I figured I would share it with everybody, because it's really amazing how Emma Chappell touched so many lives. I met her back in the 1990s and I actually sold her a three-bedroom Stated Meeting March 25, 2021 She was so excited to move into her new three-bedroom, and she was such a pleasure to work with. It was amazing. I never met her before, and she was like a spark plug. She was so excited about everything. It was just -- it was great. It was great. And I became friends with her afterwards. I would see her always in the lobby and we're always talking. I appreciated that friendship. So I really wanted to thank you for this resolution. And what a great mentor. You know, what a testimony to her life that all the people here, including Councilmember George Burrell and so many people, so many. So my condolences to her family. The Passover holiday is coming up this weekend and it commemorates the Jews' liberation from slavery in Egypt and the passing over of the forces of destruction or the sparing of the first born of the Israelites when the Lord smoked the land of Egypt on the eve of Stated Meeting March 25, 2021 basically said every first-born Jew would die. Passover marks the first and most momentous event in Jewish history. This Saturday, our first Seder is Saturday night. We celebrate the start of Passover, the Jewish holiday, which lasts eight days. And also a week from this Sunday I believe is Easter. We will celebrate Easter. During the pandemic, though, it's been so difficult for families to gather together, and many have utilized technology to connect. It's not the same, and my hope is that soon we can all celebrate with our families for Passover and Easter and every other holiday with our loved ones. I look forward to it. I miss my family. I know I speak on behalf of all of us that hopefully this will be over soon. Thank you, Mr. President.

Council President Clarke

Thank you, Councilman. We all do. This Stated Meeting March 25, 2021 challenge for us all, and hopefully the light at the end of the tunnel continues to shine. The Chair recognizes Councilman Thomas.

Councilman Thomas

Thank you, Council President. I just wanted to take a moment to first thank my Councilmember and our Leader Councilmember Parker for the introduction of the resolution today. Like many other people, I have a fond story about Ms. Emma. Most folks who are involved in this political process know that one of the toughest times for you is after you've won the primary but not yet sworn in. And for me, I had an opportunity to have intimate dialogue with Ms. Emma during that time, and not only was her advice something that I will never forget, but the way she opened up her pockets and her -- I guess you could say to make her so vulnerable, but then also simultaneously communicate her expectations. Stated Meeting March 25, 2021 know, there are certain conversations and certain people you remember for the rest of your life, and I will never forget not just her words of wisdom but her investment into me. So when I wake up and I'm screaming and hollering about poor people this or black folks that, it's with her spirit and the spirit of all the ancestors who laid the path for us to be here today to advocate for these issues that we fight with such tenacity. So I just wanted to offer my condolences to her and her family as well as the other members and leaders across the City who I know she inspired. We always talk about giving folks their flowers when they can still smell them, and she was one of those folks who did get that, but there's no reason for us still not to celebrate her life, her legacy, and her influence today. So I just wanted to just share that narrative and, again, offer my Stated Meeting March 25, 2021 as well. Thank you, Council President, and thank you, Majority Leader Parker. I appreciate your leadership.

Council President Clarke

Thank you, Councilman. Can we get Councilwoman Sanchez next.

Councilwoman Sanchez

Thank you, Council President. I too just wanted to go on the record at this particular time and to thank Councilmember Parker and all of the folks who have testified for Dr. Emma Chappell. I especially appreciate, I think it was, George Burrell who said the words, you didn't have to be her ally to be her friend. In her last chapter of her life, she used her retirement to do more good than she did in her life, really reaching out and creating spaces and conversations that sometimes were tenseful, but much needed to be had. And Stated Meeting March 25, 2021 to join the family and friends in saying that her legacy will not only live on, we will all aspire to be the people that she wanted us to be and meet the potential she all wanted us to meet too. I think when she called you and when she needed to call you out, it was because she knew you could be better, and I appreciate her for that and the work that she has done. So thank you very much, Leader Parker, and all of our colleagues and allies for acknowledging this wonderful woman, who if you underestimated her because of her height, you quickly found out that she's full of spirit, just a great heart. So we appreciate the fact that her family shared her with the rest of us. Thank you, Council President.

Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilman Stated Meeting March 25, 2021

Councilman Jones

Thank you, Mr. President. So thank you, Majority Leader Parker, for making sure we give the right send-offs to Philadelphians who are heroes for many reasons, but let me give you my analysis of Emma Chappell. She was the aunt that reserved the right to wipe your nose or to whoop that butt, and she would do either with love. I mean, if she admonished you for things she thought you could have done better, you took it on the chin or on the rear-end, because you knew she cared enough to even bother to tell you what you should be doing better. I recall Mjenzi Traylor, former Deputy Commerce Director, and I accompanied her to Korea for something like 14 days, and we were meeting with companies trying to attract them to Philadelphia. In about the 50th meeting, because they were coming -- I thought we Stated Meeting March 25, 2021 more time shopping. No. It was a business trip. I started getting discouraged, like we got a lot of no's, and what she reminded me right when it was key to keep our enthusiasm about selling and pitching Philadelphia was that you only need one yes. You only need one. And the yes that we got was Rotem Auto that wound up in South Philadelphia, and we've toured that with Member Oh and others. We only needed one yes that made all of that effort and trip worthwhile. And the aunt in her made me focus on getting to the yes, and I am forever indebted to her for my time at PCDC and my time at MBEC where every now and then, she had to remind you where you come from and why you are there. Thank you, Mr. President.

Council President Clarke

Thank you, Councilman. Thank you so much. The Chair recognizes Councilwoman Gilmore Richardson. Stated Meeting March 25, 2021

Councilwoman Richardson

Thank you, Mr. President, and I also wanted to echo the sentiments of all of our colleagues who have spoke about the late, great Dr. Emma Chappell, and I wanted to thank our Majority Leader Councilmember Parker for introducing the resolution in honor of Dr. Emma Chappell. She was my fellow Fourth Council District neighbor, Councilmember Jones, and she was just a phenomenal woman. And for me, what I appreciated was the stories that she would tell, and I implore our elders to continue to tell us those stories so that we understand from whence we come. And I also wanted to say that for Dr. Chappell, she was the woman that could fix another woman's crown without telling the world it was crooked. And I appreciate her for all of her advice, for all the love, for standing up with us and for us, and calling us out when we need to be held accountable. Stated Meeting March 25, 2021 her. I will miss spending time with her and her grandson at the pool over on Conshohocken. We had an opportunity before COVID a few summers ago to spend a few days down at the pool, and I will miss her, and I just -- my heart goes out to the entire Black Women's Leadership Council and the family of Dr. Emma Chappell. You are in my thoughts and in my prayers. Thank you so much, Mr. President.

Council President Clarke

Thank you so much, Councilwoman. She was truly an awesome lady whose passing requires that we step it up another notch. It appears that we have no other speeches on behalf of the minority and majority. So with that, I'd like to recognize Councilman Jones for a motion to adjourn.
