It certainly is an honor for me to be here, and thank you, President Clarke, for the introduction, and I especially want to thank Councilman Al Taubenberger for his gracious invitation to me to pray with you today. So as we gather, let's bow our heads and take a moment to clear our minds from all that is distracting us and let us be conscious of God's loving presence with us here now. And so we pray. Oh, wise, compassionate, and loving God, you are the source of all that is good. You are the source of all our blessings. We thank you for the blessings bestowed upon us, our families, and the people of the City of Philadelphia. May the work we are about this day give you honor and praise. We come today asking for your guidance as we begin this meeting. May Stated Meeting December 6, 2018 our role is to serve for the sake of others. Help us to engage in meaningful discussion that nurtures the bonds of community. Bestow upon us wisdom to govern amid the conflicting interests and issues of our times. Thank you, Mr. President. It's an honor on behalf of the Council President to present this resolution honoring Odath Baker on his 102nd birthday. (Applause.)
Absolutely. Absolutely. And this is also important, and congratulating him for his stellar voting record. Whereas, Odath -(Applause.)
Whereas, Odath Baker was born on December 6, 1916, one of twelve children, in Georgia. He never completed high school, but managed to make a living as a shoemaker, earning Stated Meeting December 6, 2018 $19 a week in 1942, which he said was pretty good money at the time. Mr. Baker married his lovely wife on his 21st birthday and to their union were born three wonderful children. Mr. Baker is also blessed to have three grandchildren and six great-grandchildren; and Whereas, Odath Baker and his family moved to North Bailey Street in Philadelphia in 1945. At that time, he was the only African-American homeowner on the block. He was employed for four decades at the Campbell Soup Company and he also worked for 10 years as a Crossing Guard. A pillar of his community, Mr. Baker served as a Committee Person for five years. He was well known as a political activist and spreading the word to "get out the vote"; and
Whereas, having reached this magnificent milestone, Mr. Odath Baker now qualifies for official induction into the Centenarian Elite Corps, radiating the Stated Meeting December 6, 2018 that has been his constant companion throughout 102 birthdays, which we celebrate today; and
Whereas, Mr. Baker has lived through times of war, through times of peace, depression, economic recovery, the era of the baby boom, space shuttles and the information highway. In addition, he has been privileged to witness incredible achievements in travel, technology, social change and for him the most important, the election of the first black President of the United States, President Barack Obama; (Applause.)
Whereas, Odath Baker has contributed most significantly during his past 102 years in his own special way as a productive individual, possessing all of the wonderful characteristics that make him and make the world a better place; now, therefore, be it Stated Meeting December 6, 2018 Resolved, by the Council of the City of Philadelphia, that we hereby honor and congratulate Mr. Odath Baker on the memorable occasion of his 102nd birthday and for his stellar voting record here in the City of Philadelphia. Be it further resolved that an engrossed copy of this resolution be presented to Mr. Baker as evidence of our true and sincere sentiments of this entire legislative body. Thank you very much. At this time, it's my pleasure to introduce or to present this resolution recognizing and honoring State Representative John Taylor on the occasion of his retirement after 34 years of distinguished service in the Pennsylvania House of Representatives. I Stated Meeting December 6, 2018 will echo the same sentiments, that Representative John Taylor has been a dynamic advocate for Philadelphia. Of course in politics and in democracy we don't always agree, but we always respect those who try to do their best for the public interest and the public good. In this case, John Taylor I would say is probably universally respected in our city as someone who has been reasonable, certainly an advocate for our city, reaching across the aisles and trying to be a bridge for what can be done positively for our city, and we certainly thank him for his service.
Hello. So we are recognizing and honoring State Representative John Taylor on the occasion of his retirement after 34 years. Before I start, a point of personal privilege. I've known the Representative for over 20 years. Stated Meeting December 6, 2018 not, probably going on 25 years, Representative. And when it comes to servicing his district, there is no party affiliation. He services people. He services all people that he represents. And I remember back as a young buck in 1998, '99, I'm going around doing voter registration. I just happened to be in his district, and they're like, whoa, I am not changing for anybody. Don't you know that John Taylor is our Representative? And I said, well, you know, this doesn't affect him this year. He goes, well, we're not taking any chances. And Philadelphia should have never taken any chances when it came to his leadership. He's a statesman. He sacrificed his own leadership in the House of Representatives of the Commonwealth of Pennsylvania, his own ambitions he put aside so he didn't have to always go along with what is right for people in his district. Stated Meeting December 6, 2018 senior statesman in the Commonwealth, the House of Representative. He headed major committees and had the highest respect and honor that somebody deserves. When the speakers and leaders came and go, Representative Taylor was there to make sure and ensure that Philadelphia is always represented and that he had a block that he could bring home all of the resources he could for the City of Philadelphia, not just the 177th District. And whereas, the State Representative John Taylor has faithfully served the citizens of the House's 177th District, which includes portions of the Philadelphia's River Wards and Northeast, for 17 terms. He will retire from his position at the end of 2018; Whereas, a republican, Representative has been a stalwart ambassador of a district that has never had a majority of republican votes. Stated Meeting December 6, 2018 had majority of republican votes. Certainly had the super majority of the people's votes. With moderate, blue-collar values and a dedication to meeting the needs of his district, Representative Taylor represents that political affiliation is second to service; and
Also a point of personal privilege. When I met Representative Taylor, I had hair and it wasn't gray. He's a great guy and has done many, many wonderful things, and it's an honor to stand with him today. Whereas, Representative Taylor will retire as the Chairman of the House Transportation Committee, through which he has overseen the state's mass transit system and transportation infrastructure. Of particular benefit to Philadelphia, Representative Taylor used his position to prioritize the safety on the Roosevelt Boulevard; and Stated Meeting December 6, 2018
Just to take a moment of personal privilege, I had to find opportunity to work with Representative Taylor while serving as a State Representative and I can honestly say he has always put the interests of the City of Philadelphia before party affiliation. A lot of times we talk about the things that elected officials are doing, but I can also bear witness to a lot of things that he has actually stopped from happening to the City of Philadelphia, negative things that would have a significant impact on the residents here in the City of Philadelphia, and if it was not for his leadership in Harrisburg and working across party lines specifically for the City of Philadelphia, we would have seen a lot of detrimental things take place here in the City of Philadelphia. Whereas, Representative Taylor is a past Chairman of the House Liquor Control Committee. In this role, he was Stated Meeting December 6, 2018 bill forward to privatize the state's liquor sales, the first steps towards the privatization of liquor wholesale and retail sales since Prohibition; and
Thank you. And I've got to echo the sentiments of Councilman Kenyatta Johnson. For those of you who are in this Chamber, when we were in Harrisburg, one of the most important voices inside that republican caucus room and on the floor of the House was that of John Taylor. And you're right, Councilman Johnson, it wasn't as a republican. It wasn't against democrats. Everything was about Philadelphia. And so I was wondering, what could we give him today because he does so much for our city. And so we today presented the Representative with a copy of a book that's been my Bible since I first learned about it in 2016, and the book is called Grit and it's written by Angela Duckworth, and it's about the Stated Meeting December 6, 2018 perseverance, because I've been in the foxhole with him when it was time to deliver, and he's always delivered on behalf of the City of Philadelphia. Whereas, Representative John Taylor has been a steady advocate for the interests of all Philadelphians while in Harrisburg. He introduced and passed a state constitutional amendment to allow Philadelphia to alter the way it taxes real estate to reduce the City's wage and business privilege taxes. He authored legislation which allows Philadelphia and other municipalities to create public land bank authorities. Additionally, he supported legislation to allow Philadelphia homeowners to qualify for a Homestead Exemption, giving them relief from increasing property taxes; and
I'd like to say a point of personal privilege. As we go forward and you heard all the things about John Taylor, what he has Stated Meeting December 6, 2018 done, but I just want to bring one point up about John that speaks so truly about his character, and that now that his elected official days are winding down, he had received a personal e-mail about a concern in a neighborhood and instead of just telling somebody to reach out to somebody else, he forwarded it to me to help the constituent. So that just tells you what John Taylor thinks about our city and what he cares about our constituent base. Whereas, in response to a growing opioid epidemic statewide, especially in the Philadelphia area, Representative Taylor introduced and passed legislation which created a pilot program to expand Recovery High Schools, giving high school students the ability to continue their education in a less perilous environment; and Whereas, Representative Taylor's dedicated staff has skillfully served the 177th District and has helped Stated Meeting December 6, 2018 for his attention and service to the needs of his constituents; and
Far be it from me to be the only one. I just want to mention something a little different, because being a republican is a little different perspective. John has been a master at getting reelected and doing it for all the right reasons, and the core of his district is where I grew up in Port Richmond and 25th Ward. That's John Taylor country and will be for a long time. And I learned more from his reelections, even though I started before him, and don't mind being a copycat when I'm looking at that kind of success, because John has had some tough reelections that many people forget and ugly reelections that he got through with flying colors. So anything I could glean from that, John, I stole it and am proud for that thievery. Stated Meeting December 6, 2018 just say: Whereas, State Representative Taylor is to be commended for his steadfast, active service to benefit not only the residents of the 177th District but the City and Commonwealth as a whole. His legacy of service will remain through the lasting reforms he achieved in the House, and the City looks forward to the continued impact he will have on his community as he bids farewell to Harrisburg; now, therefore, be it

The Chair Stated Meeting December 6, 2018 for remarks. And just let me note that that was a record number of points of personal privilege. So you set a record here today, John. REPRESENTATIVE TAYLOR: Thank you, Mr. President. Good morning, everybody. I'm very honored to not only be here with this resolution, but the kind remarks by folks who I consider my colleagues. I want to thank Councilman Oh, and what you see up here are folks that I worked with pretty extensively over the years. My Councilwoman is Maria Quinones-Sanchez and she is wonderful. Oh, she's not there. But she's wonderful to work with, as well as Councilman Squilla and Councilman Henon. We interacted almost on a daily basis with all those folks, in addition to my republican colleagues, Brian O'Neill and Councilman Oh and Councilman Taubenberger. I think there's a lot of Stated Meeting December 6, 2018 -- almost entirely the entire body that I had an opportunity to work with. I think at the end of the day what we concentrated on is really helping Philadelphia. At the state level it's very difficult to do something strictly for your district. You do something for the entire city. And I was proud of all the things we were able to accomplish for the City. Councilman Johnson picked up on the fact that you can't really articulate what you prevent from happening, and maybe that was one of my specialties, but you can't put that in a resolution. But I'm hopeful to be able to continue to work with all of you for the betterment of the City. I was hoping that -- the title of the book that Councilwoman Parker gave me, Grit, is as much for what I'm going to do in the future as what I've done in the past. So thank you very much, and it Stated Meeting December 6, 2018 a very busy day in front of you, so I wish you the best of luck. Councilwoman, how are you?

Chairman Henon, thank you very much. A Stated Meeting December 6, 2018 little more than a year ago, a very dear friend of mine passed away. His name was Ed Monaghan, Sr. One of the things he requested was that Sister Kathleen give the invocation at this very Chamber. With Sister Kathleen are members of the Monaghan family, and I'd just like to have them stand and be recognized, because Mr. Monaghan was a longtime Philadelphia City police officer who retired with distinction. Good morning. I offer three resolutions this Stated Meeting December 6, 2018 morning.
A privileged resolution authorizing the Committee on the Environment to hold public hearings to assess the City of Philadelphia's response to the findings of the 2018 National Climate Assessment.
And a privileged resolution authorizing the Committee on the Environment to hold public hearings on the Municipal Energy Master Plan and the City's goal to transition to 100 percent clean renewable energy for municipal buildings by 2030.
And a non-privileged resolution urging the Department of Education and Secretary Betsy DeVos to reconsider new guidelines that would make it more difficult for victims of sexual assault on college Stated Meeting December 6, 2018 campuses to attain justice.

An ordinance amending Chapter 16-400 of The Philadelphia Code, entitled "Vacant and Surplus Properties," by changing the composition of the Vacant Property Review Committee, by providing for further duties of the Vacant Property Review Committee, and by requiring certain provisions to be included with property dispositions.
And a privileged resolution authorizing the Committee on Legislative Oversight to hold hearings to examine the effectiveness of the Vacant Property Review Committee in furthering the goals of City land disposition Stated Meeting December 6, 2018 policy, such as by utilizing property appraisals, formulating deed restrictions, and enforcing such restrictions.
Today's Final Passage. The Chair recognizes Councilman Johnson.
Thank you, Council President. I introduced a hearing and also a bill on behalf of Council President specifically looking at our land disposition policies regarding Vacant Property Review Committee. Obviously recently in the past couple weeks, I've been the subject of a variety of different stories regarding land disposition, and so we want to make sure that this process is transparent but, most importantly, looking at the broken, flawed process of land disposition prior to a piece of legislation being given to a District Councilperson to introduce. I also support a call for the Stated Meeting December 6, 2018 independent audit by our City Controller, rather citywide or specifically within the Second Councilmanic District. We know that the work that we have been doing to advocate for affordable housing, workforce housing in the Second Councilmanic District has all been done in transparency as well as in decency. So we welcome that audit but, most importantly, making sure that the constituents in which I represent throughout the Second Councilmanic District consistently have a voice in this process and making sure that the land disposition process is for all people and not just a small few. And so I just want to thank you very much, Mr. President. I just wanted to offer my remarks for the record. Thank you.
