Thank you, Mr. Chair. This body has had a lot of deliberation regarding the Philadelphia Gas Works over the years. I have been intimately involved in a lot of those Stated Meeting December 6, 2018 12/6/18 - STATED - 2ND READING conversations as my role as Chair of the Gas Commission and in my previous role as Legislative Director for Councilwoman Marian Tasco. However, one aspect of that conversation has not occurred and is in reference to the issue of climate change. Although the Intergovernmental Panel on Climate Change has talked about the challenges that we have as a nation and as a world in reference to making changes regarding climate change and the fact that we have a municipal gas entity which is the largest municipal gas entity in the nation, possibly the world, this is a conversation that we need to have. As we're moving forward with appliances that are more and more energy efficient, people are using less and less gas, and as a result, we're going to have the people that can least afford to pay will be paying more and more in order to heat and energize their home. So we need to have this Stated Meeting December 6, 2018 12/6/18 - STATED - 2ND READING conversation. This is the first step in having a much longer and engaged conversation and how we look at the Philadelphia Gas Works and look at all kinds of alternative concepts, like solar or landfill gas or other opportunities, to bring energy into our homes and businesses throughout the City of Philadelphia, but it's a conversation that we need to start. It's going to be a multi-phased conversation, and that's something that's needed, because if we do not have the conversation now, we'll be at a point where Philadelphia Gas Works will be in a very untenable situation, and climate change is something that we cannot ignore.
