Good morning. It is my pleasure to proclaim this day, November 17, 2007, as the David P. Richardson, Jr. Day. The City Council of Philadelphia designates the day of November 17, 2007 as David P. Richardson, Jr. Day and further recognizing, honoring and celebrating David P. Richardson, Jr. for his great achievement as an activist, lawmaker, human rights advocate and political leader. Whereas, David Richardson was born and raised, served and died locally here in Philadelphia; and Whereas, David Richardson was a Germantown High School student who at a very young age became an activist, a lawmaker, a human rights advocate and a political leader; and Whereas, 40 years ago, on November 17, 1967, David Richardson, as an organizer of the walkout movement for African and African-American history in public schools, took a stand and made a difference; and
Whereas, in 1973, at the age of 24, Dave Richardson was elected State Representative for the 201st Legislative District; and Whereas, David Richardson, a native of Philadelphia, served 12 consecutive terms as State Representative 201st Legislative District; and Whereas, Dave Richardson was the Democratic Chairman of the Health and Human Services Committee, the Chairman of the Pennsylvania Legislative Black Caucus and the National Black Caucus of State Legislators; and Whereas, Dave Richardson was also the 59th Democratic Ward Leader and the Chairman of the Philadelphia Black Elected Officials and the House Urban Affairs Committee; and
Whereas, during Dave Richardson's tenure in the Legislature, he was the prime sponsor of more than 400 bills and co-sponsored more than 2,186 measures introduced by his colleagues; and Whereas, Dave Richardson's legislative record gained him recognition as a proponent of social welfare reform and prison reform; as an advocate for social justice and equal rights; and as a leader in the fight for the rights of the elderly, children, the disabled and the homeless; Whereas, many of Dave Richardson's bills are now law, including his measure repealing Pennsylvania's welfare lien statute. Resolved, by the Council of the City of Philadelphia, the City Council of Philadelphia designates the day of November 17, 2007 as David P. Richardson, Jr. Day and further recognize, honor and celebrate David P. Richardson, Jr. for his great achievement as an activist, lawmaker, human rights advocate and political leader.
Further resolved, that an engrossed copy of this resolution be presented to Dana Y. King, Lead Academic Coach, on behalf of the African and African-American Studies for the School District of Philadelphia, as further evidence of the sincere admiration and gratitude of this legislative body. Thank you so much. We actually accept this on behalf of the 11,000 young people who are now in an African-American history course in the City of Philadelphia. We are the only School District as a result of this protest in '67 40 years later to have a mandated course in cultural studies and, in this case, African-American studies. So we'd like to thank those young people to happen in 1967. But I must say as we continue to move on and look at the education of our children in Philadelphia, a part of that resolution requires that our City, our District educate all of our children to pursue excellence. The African-American history course is only a small part of that resolution. And so we're looking for the continued support of City Council, those of you who represent our children in Philadelphia, to continue to push for better education. So we'd like to thank you and we accept this on behalf of our children. (Applause.)

Thank you, Madam President. Today I'm going to be honoring Phil Tuckett, Rick Horrow and Fox Sports Net for impacting not only a local recreation center, but the whole community of Frankford. They have really made a difference in Frankford. They uplifted the residents of Frankford with a brand new field, AstroTurf, NexTurf, the same as the New York Giants have. It's an incredible field. Not only have we made the players and coaches happy, but the people that surround there that don't play sports are happy because the neighborhood has improved, and that's why I'm here to honor Phil Tuckett, Rich Horrow and Fox Sports Net. Unfortunately, Phil Tuckett today, but Rick Horrow is here, and I also have standing next to me Billy Gambrel, in which he is the playground's namesake. Billy Gambrel has been involved with the Frankford Chargers since 1967, for over 40 years, and what better recipient would be Gambrel Playground for a project as Operation Field Rescue. Also, I have John Butler here, who is the Executive Director of Pop Warner, and he has been a very instrumental person in this project, as Rick Horrow will tell you about that. Recognizing, honoring and celebrating the incredible work of Phil Tuckett, Rick Horrow and the Fox Sports Net in bringing Operation Field Rescue to Gambrel Field and the Frankford Chargers in Philadelphia. Whereas, Gambrel Field is home to the Frankford Chargers, the Pop Warner football team; and Whereas, until recently, disrepair, with no grass and littered with rocks and glass; and Whereas, Phil Tuckett of Bristlecone Films and Rick Horrow of Horrow Sports Ventures conceived the idea of Operation Field Rescue. Their goal was to impact and improve the community by renovating a local field; and Whereas, Gambrel Field was selected to be a part of the Tuckett and Horrow Operation Field Rescue; and Whereas, with the hard work and dedication of Phil Tuckett, Rick Horrow and the Fox Sports Net, Gambrel Field received a complete makeover and is now a state-of-the-art football field; and Whereas, the process and culmination of these efforts will be shown on Fox Sports Net starting on Thanksgiving Day of this year 2007; and Whereas, Phil Tuckett, Rick Horrow and the Fox Sports Net are to be commended for their outstanding commitment, investments and dedication to improving not only the field, but the community as well. Be it resolved by the Council of the City of Philadelphia that it hereby recognizes, honors and celebrates the incredible work of Phil Tuckett, Rick Horrow and the Fox Sports Net in bringing Operation Field Rescue to Gambrel Field and the Frankford Chargers in Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to Phil Tuckett and Rick Horrow as evidence of the sincere appreciation of this legislative body. (Applause.)
Thank you, ladies and gentlemen. Thank you, Councilman Savage. And I really, really, really appreciate, on behalf of Phil Tuckett and their affiliates nationally, the opportunity to say a few words to you today and announce a few things. The first announcement is that Operation Field Rescue, which is a national show that is starting a process that will lead to rescuing other fields and gymnasiums and stadiums all over the country, basically started here in Philadelphia. It was a dream of ours, Phil Tuckett and Fox Sports Net and mine, but it took flight for a number of reasons. The first reason was the Councilman, who stepped up on behalf of his district and his political leadership, that caused this process to work at Gambrel Field. Second, Bill Gambrel, who has been the instrumental leader of that facility and at 46 years as a constant source of pride and civic accomplishment for the Frankford community and Northeast Philadelphia, and John Butler, who is the Executive Director of Pop Warner, which is an organization that is headquartered in the Philadelphia area and also is part of a larger relationship with the National Council of Youth Sports, which services, by the way, 52 million kids. So this is a big process, and we're very happy about it. The specific announcement is that the show called "Operation Field Rescue" will be a national show on Fox Sports Net and Comcast, and it's so important to the network that it debuts Thanksgiving day, Thanksgiving evening and will run substantially through the holiday season. It will be shown a number of times as a testament to the positive aspect of this for the City of Philadelphia and the political leadership by Councilman Savage. Three things I wanted to end with, which I think are very important. First, the reason why this is significant is, it's a celebration of history, tradition and team work. You all may know the Frankford Yellow Jackets were the NFL champions 80 years ago in 1927, and the Philadelphia Eagles celebrated their 75th anniversary this year. Well, they were an outgrowth, as you know, of the Frankford Chargers. And I personally have been involved in 100 projects, major league, minor league and all in between, but I've never seen the tenacity and persistence and team work that's been demonstrated by all of the people that have put this project together. Clearly, the City of Philadelphia and the leadership of the man standing to my right, the Philadelphia Eagles, Comcast Spectacor, Bock Construction, Pop Warner and AstroTurf clearly, who made a major commitment to put this field in. Second, this is a celebration of Billy Gambrel and the region and the community. 6 million for the ball fields and the play areas and the basketball courts and the water area and the rec center improvements and the walkway. 6 million, and this television show and process has been the leverage for that. Finally, which I think is important as well, this process will be a model for future facilities nationally. We are announcing on Thursday night, Thanksgiving night, something called For the Kids. It's the Operation Field Rescue hotline. We'll have a number and website, and it's co-underwritten by the producers, by Fox and by Pop Warner and the National Council for Youth Sports and their 52 million kids. The bottom line is, we expect to have thousands of interests, inquiries from communities about how to get ball fields and stadiums and arenas done. I would tell you that all of the experience I've had again in the professional arena, there have been over $20 billion spent on public/private partnerships to build facilities. Eighty percent of them are for the professional athletes. Now, that's been my role in life, and I understand that value, and, of course, we all understand the value of the Eagles and the Phillies to this community.
However, this process will start the next step for hopefully that 20 percent that has been spent before and flip it on its head, and we do believe that this is a process that will allow fields around the country and around North America to be done, and we thank for that Fox Sports Net clearly, Billy Gambrel, Pop Warner, the Councilman's leadership, the City of Philadelphia, the Eagles and this entire process, which will make a major, major national statement. And for my part, I'm humbled and moved, and hopefully shared a small part in this vision as this process moves forward. Thank you very much. )

Thank you, Madam President. I'd just like to say a few words regarding the Mayor's veto. First of all, I'd like to commend Councilman Kelly for his efforts regarding this very important public safety issue for our firefighters. We've had conversations in our last hearing and I've written to the City Solicitor, and they take the position the issue of the hearing safety of our firefighters is an issue that should be arbitrated during the course of a contract negotiation. I understand their position, but I disagree with it strongly. We do not arbitrate the use of helmets. We do not arbitrate the use of ladders or fireproof clothing. We do not arbitrate Scott packs and air compression systems. We do not arbitrate things that keep our firefighters safe and alive. On a personal note, my father was a longtime firefighter. He's in his early 70's, but he has experienced some hearing loss, and I believe that that hearing loss has a lot to do with the fact that he was sitting in the cab of that engine or ladder and having those high decibel sirens in their ears. This is not an expensive item. It is something that is clearly happening to our firefighters. They are going deaf as a result of their job. And as we wouldn't take off their helmets and that away, we should give them the hearing protection that's necessary, and I would urge all of our members -and I don't think I really need to urge everyone to do it, but I just think arbitrating safety for our public employees is the wrong thing to do. Thank you.

This Council has worked very hard to kind of get back in shape the Hero Scholarship Fund, and the people on very hard to get the Thrill Show back together, led by Chairman Jim Binns. So I would ask either Councilmembers or staff people to please stop by and give them a few minutes of your time. They've worked very hard and they've been waiting. So thank you.
