Good morning, everyone. Let us bow our heads in prayer and let us pray. Jesus healed the blind man, but many did not want to believe he had healed him. The blind man got his parents and they affirmed to the doubters he was born blind. The doubters still didn't believe. The blind man could see, but those who had sight were blinded, the Bible says. us, without exception, rich, poor, young or old, male, female, no matter what race we are, are blinded at some moment in our lives, although we can see. Blinded because of jealousy, resentment and obsessions, and at times blinded totally from reality, although we can see. But there's a power greater than we, God, who was always there for us to heal us, no matter how ungodly the environment you may be in. God will always find you and heal you, if we only open our hearts to him. Amen. (Amen.)

If anyone is in need of a lawyer, you can take your pick this morning. Honoring and commending Pedro Alberto Ramos, Esquire. Whereas, Pedro Ramos received his law degree, cum laude, from the University of Michigan Law School and a Bachelor of Arts Degree from the University of Pennsylvania; and Whereas, from 1995 to 2001, Pedro served on the Board of Education of the School District of Philadelphia and was the youngest person to be elected Vice-President and President; and

Whereas, Pedro Ramos also served as one of the City's negotiators with the offices of Governors Ridge and Schweiker regarding school funding, and ultimately helped to forge a new city-state partnership structure and secured an increase in school funding; and Whereas, from 2002 until 2004, Mr. Ramos served as Vice-President and Chief of Staff to then University of Pennsylvania President Judith Rodin; and Whereas, Pedro Ramos advised the President and was responsible, but not limited to, administrative oversight of independent university functions, liaison to the standing Trustee Committee on Neighborhood Initiatives, the ad hoc Committee of Diversity, the Social Investment Committee, drove an effort to revamp Penn's housing assistance program, chaired the group of vice-presidents charged with implementing the President's Neighborhood Initiatives and also chaired the Education Transition Team for Governor Rendell; and Whereas, Pedro Ramos joined Philadelphia City government as City Solicitor in 2004 and is credited with making significant improvements in the collection of delinquent taxes, with helping to resolve a labor dispute involving a high-profile show visiting the City and led the legal challenge to proposed SEPTA fare and service reductions in 2004; and

Whereas, in April 2005, Pedro was appointed Managing Director by Mayor John F. Street and as a hands-on manager, he directed City resources for numerous highly complex national and regional events, including 8 benefit concert, supervised the City's emergency response to Hurricane Katrina, the urgent repatriation of 4,200 Americans from Beirut, Lebanon through Philadelphia International Airport; Whereas, Mayor John F. Street, in recognition of Pedro's extensive experience in managing challenging situations, appointed him to co-chair the nationally recognized Emergency Preparedness Review Committee and since then, Pedro has led a marked transformation in the City's emergency preparedness, planning and response capabilities; Whereas, Pedro has held several Board positions and currently serves on the Board of Directors of the Philadelphia Industrial Development Corporation, the African-American History Museum, the Police Athletic League; Whereas, Pedro has given his time to help non-profits by serving on Greater Philadelphia Tourism Marketing Corporation; the Samuel S. Fleisher Art Memorial; Congreso de Latinos Unidos, Incorporated; University City District Special Services District; the Philadelphia Award; Philadelphia Futures; Hispanic Bar Association of Pennsylvania Legal Education Fund; and the Boys and Girls Clubs of Metropolitan Philadelphia; and

Whereas, Pedro has received and been recognized with various civic awards, including the Leon Obermayer Award of 2000, the annual Puerto Rican Festival's Citizen of the Year Award, the Philadelphia Education Fund Giving Forward Award for 2002, and a survey by Leadership Philadelphia of 4,800 Philadelphians recently identified Pedro as one of the area's top connectors, defined as leaders who connect for the common good. Now therefore, be it resolved, by the Council of the City of Philadelphia, that we hereby commend Pedro A. Ramos, Esquire for his work as the Managing Director of the City of Philadelphia and further honor one of Philadelphia's truly dedicated public servants for his tireless and unwavering dedication to betterment, not only to the City of Philadelphia but its citizens as well. Further resolved, that an engrossed copy of this resolution be presented to Pedro A. Ramos, Esquire further evidencing the sincere admiration and gratitude of this legislative body. This was introduced by yours truly and co-sponsored by Councilwoman Jannie L. Blackwell, Councilwoman Carol Campbell and Councilman W. Wilson Goode and all of the rest of the members of City Council. Good morning. First, I want to note that Councilman Ramos did acknowledge finally the age difference between us. I do want to thank members of City Council, the Mayor, my colleagues in the Managing Director's Office and in the cabinet, the staffs on Council and you, colleagues, at Blank Rome for being here today and for all of your support, not only in the work I've done thus far but, more importantly, to the residents of the City of Philadelphia. I think few people appreciate the effort, the dedication that's required to serve on City Council, and I consider it a privilege to have worked closely with all of you, to have full appreciation for what it takes to do what you do day in, day out, night in and night out, as we all know, and it's a particular honor for me to have this today, and I look forward to, as a private citizen, continuing my relationship with this body and with this Council and serving the people of Philadelphia. Thank you very much. (Applause.)

Thank you, all, I'd like to acknowledge the presence of Mr. Brian Keech today, who is a Vice-President of Drexel, who has a lot to do with this program of Miss Philadelphia. (Applause.)

Now, what a wonderful way to end this summer -- or end our session today. I think it's honoring one of our most beautiful and talented Philadelphians, and I think of no better way to end our session today with our summer break. This resolution is recognizing, honoring and celebrating Kimberly Rogers, Miss Philadelphia 2007, for her talents and well-rounded persona that earned her the title Miss Philadelphia 2007, and wishing her well in the Miss Pennsylvania 2007 Pageant. Whereas, Ms. Rogers competed against 15 of the Philadelphia area's brightest, prettiest and most talented in the competition; and Whereas, Ms. Rogers' tap-dancing talent, interviewing skills and physical beauty exemplifies what it means to hold the title Miss Philadelphia.

Whereas, Ms. Rogers earned her Bachelor of Arts Degree in molecular biology at Princeton University, where she completed 153-page senior thesis on the genetic misclassifications of hereditary non-polyposis colorectal cancer -- now I know why I got this -- which demonstrates her intellectual acumen; and Whereas, Ms. Rogers volunteers her time to raise awareness for teenage depression, which exhibits her strong social commitment; and Whereas, Ms. Rogers was the winner of two national dance titles, Miss Starpower in 2001 and America's Dancer of the Year in 2000; Whereas, Ms. Rogers currently works as a product manager at a pharmaceutical consulting firm, and plans to pursue her Master's Degree in Business Administration; and

Whereas, Ms. Rogers will superbly represent the City of Philadelphia in the Miss Pennsylvania 2007 Pageant; Now therefore, be it resolved, by the Council of the City of Philadelphia, that it recognizes, honors and celebrates Ms. Kimberly Rogers, Miss Philadelphia 2007, for her talents and well-rounded persona that earned her the title Miss Philadelphia, and wishing her well in the Miss Pennsylvania 2007 Pageant. Thank you. It's an honor for me to be here today, and I just wanted to thank Drexel University, who has provided me with a college scholarship to be used to advance my education. I received my Bachelor's from Princeton and I plan to pursue a Master's in Business. This program has been wonderful in promoting leadership in academics in women, and several of the girls who have been Miss Philadelphia in the past have pursued their education at Drexel and used the scholarship to do so. So I want to thank you and recognize that today. (Applause.)

In addition, my community service platform is centered on teenage depression, so it's my to the community and work with youth organizations and schools to encourage teens and adolescents that it's okay to speak up about being depressed or being sad, because a lot of times teens are reluctant to speak out because they think that there's a negative stigma around this issue, and I think that a lot of teens would be cured faster and it wouldn't lead to as many drug and alcohol abuses and potential suicides if teens would just learn to speak up. So this year I look forward to getting out into the community, and if anybody is ever looking to have a speaker or somebody to be involved with the community around this issue, I'd be happy to do so. Thank you, Madam President. Good morning, everyone. It is my pleasure to recognize and honor and celebrate the Association of the Study of African-American Life and History for their mission of promoting, researching, preserving, interpreting and disseminating information concerning African-American history and culture to the global community. Whereas, the Association of African-American Life and History, ASALH, is the founding organization of African-American History Month; and

Whereas, the Association of African-American Life and History prides itself on its mission to promote, research, preserve, interpret and disseminate information concerning African-American history and culture to the global community; and Whereas, the Association of African-American Life and History was founded in 1915 by Carter G. Woodson, a Harvard-trained scholar and international educator; and Whereas, in 1929, the ASALH Philadelphia branch, also known as the Flagship Branch, was founded by the late Judge Raymond Pace Alexander; and

Whereas, while the general public celebrates the numerous contributions of African-Americans to the nation and the Carter G. Woodson, it is recognized that there remains much work to be done regarding race relations and equality for all citizens; and Whereas, because of the work of the ASALH, the designation of February as African-American History Month has brought additional attention to the need for continued recognition and celebration of the role of African-Americans in the history of the United States; and Whereas, it is recognized that during the month of February, in cities and towns across the nation, a majority of citizens, children, schools, family advocates, public and elected officials will participate in special events and activities to observe and recognize African-American History Month;

Resolved, by the Council of the City of Philadelphia, that City Council hereby recognize, honor and celebrate the and History for their mission of promoting, researching, preserving, interpreting and disseminating information concerning African-American history and culture to the global community. Further resolved, that an engrossed copy of this resolution be presented to the Philadelphia Chapter of the Association of African-American Life and History as further evidencing the sincere admiration and gratitude of this legislative body. This is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 1st day of March 2007. Signed by Council President, Anna C. Before Ms. Jones makes her remarks, I'd just like to make some comments that -- my former boss's mother, Representative David P. Richardson, is here and also his two uncles. (Applause.)

Thank you, Councilwoman Donna Reed Miller, who stole some of my thunder. You've heard the history of the organization, so just let me say that in his book The Miseducation of the Negro written in 1933, which is still so timely and relevant today, Chapter 11 talks about the need for service rather than leadership. Members of the 1929 branch revert how to have as members a family that represents and is synonymous with service in the City of Philadelphia, and that is the Richardson-Robinson family, and they're really going to speak for the rather than leadership. We're going to hear from the mother of the late Representative David P. Richardson, his uncle, Dr. Calvin Robinson, and his uncle, Dr. Edward Robinson. The Association -- the Flagship Branch, which we represent, was founded in 1929, not too far from here at the home of Judge Raymond Pace and Sadie Alexander, 1708 Jefferson Street. Here ye now, the Richardson-Robinson family. (Applause.)

Good morning, everyone. (Good morning.)

It is indeed a pleasure to be here this morning to represent ASALH, because my son was also a member of this organization. He fought very hard, if you remember, November 17, 1967 when he marched around the Board of Education building right after finishing have the studies of African and African-American history taught in the school system of Philadelphia. We have been fighting for this endeavor for quite a while. My brother, Dr. Ed Robinson and Calvin Robinson, will speak to you further about this. We just want to acknowledge the fact that the fight never ends. The struggle continues, and we will always do our best. If there's any need for you to contact us to help with anything to further the enlightenment of all those in the City of Philadelphia and surrounding environments, we will be happy to do so. We appreciate the fact that Donna Reed Miller recognized us, and we've been -- every time we were due to come, something else happened, but, you know, it's never too late to always be recognized for the things that we attempt to do. Thank you so much. (Applause.) CALVIN ROBINSON: I want to just add a few things that my sister has just said, and that was that we have always tried to lead our people in the right direction, and one of the things that Carter G. Woodson of this great organization had always said, that there was very little that was more important than for any people to know their history and their tradition and their language, for without such knowledge, one stands naked and defenseless before the world. Thank you. (Applause.)

I'm Edward Robinson, the oldest one of them all. Dr. Carter G. Woodson made very sure in his writing of The Miseducation of the Negro that if you left out the history of the ancestors in the ancestral home of black people, then you have left out everything. African-American history doesn't work it. It's a history of the African-Americans' ancestors came called the Songhai Empire, an empire made up of university cities and rolling farmlands, medical schools, law schools. This had to be hidden from the general public to learn about. In the 18th century, white men tore the black pages out of the history book and said that these people whom are in slavery have no history. Because they had torn the black pages out, nobody knew about them until they taught their children that we came from a jungle. Never telling them the truth, that we came from beauty and grandeur and sophistication, law schools, medical schools, operating for eye injuries in the 15th century, giving to the world the greatness of African people. Up until 2004, no school district in this country would even dare talk about the greatness of the ancestors of African-Americans. They'd talk about Washington, Carver, Booker T. Washington, all the usual things every February. I call it the Parade of Personalities. But they never talked about the fact that a black man gave algebra to the world 3,700 years ago, black women gave calculus, trigonometry and geometry to the world and gave their findings over to the men of Egypt and said, Now you have the mathematics to build a great pyramid, the greatest building ever built in history. Up to 2004, as I said, no school district. But in 2004 -- and I'm calling him great -- the great Paul Vallas turned to us; that is, the Association for the Study of African-American Life and History, turned to us and said, It is time now that Philadelphia takes the lead role in making sure that black children have the same thing that white kids have. White kids learn all about the greatness of Rome and Greece, the greatness of England of white people, but there's not a thing in the history books about the greatness of the ancestors of black people. And so, therefore, he commissioned me through the auspices of ASALH to write that history, and we have it from kindergarten through 12th grade. Children cannot graduate from high school in Philadelphia unless they pass the course in African -- and I'm saying African -- and African-American history. Only school district in the country. And I think Philadelphia should give itself a hand. That is the only school district in the country. (Applause.)

And give these people a hand who stood by us to make sure that after 90 years of pleading and begging and coming before City Council, by the way, that we have to have the same thing in our history books for black kids that you have for white kids. more, but nothing less. You know the history of your people, and we now know the history of ours. Thank you. (Applause.)

What this bill does is strengthen workers' freedom to choose a union, and by doing that, you're really strengthening America's middle class. It's a bipartisan coalition in Congress supporting this, and it basically levels the playing field for workers and employers. And if I could just quickly note that in the audience in their very bright yellow shirts are members of the FLCIA, both many members that we know well and then some of the interns from that fine organization. Thank you, Madam President. On May 15th, voters in the democratic primary nominated one of our former colleagues to become Mayor. A crucial part of his platform was his work on ethics reform in this Council. On May 15th, voters also expressed support for the leadership this Council as a body has shown on ethics reform, and as we move forward, this Council should continue to lead and not just follow. But Council must further develop its own capacity to lead in this newer era of ethics reform. It should be made clear that City Council is not just another department or agency within the executive or the administrative branches of government. City Council is in fact a separate branch of government. We establish our own rules of governance. We have our own ethics committee. We should have our own integrity officer. An integrity officer would advise members and staff, refer appropriate matters to our ethics committee and work cooperatively as a liaison with other ethics-related offices, boards and commissions. As I said, City Council is not just a department or agency, but a separate branch of government, a self-governing branch that deserves its own integrity officer.
