Thank you, Mr. President. I just want to take a moment to thank all of the Councilmembers in supporting your legislative package that you put together regarding PHA and the opportunity zones. I think it's a real vision that we have, and I'm sure it's going to be nationally recognized, while we are able to have a plan put together where 2,000 new units for PHA residents, middle-class Philadelphians, and also taking care of some of the vacant land and vacant buildings and properties that were tax delinquent that have been sitting on the rolls for such a long time. And it's that kind of -somebody had mentioned earlier about taking chances and having a vision, and that's a vision that's actually going to put people in homes. It's actually going -- put some dollars back on the tax rolls and put communities back together by hiring local residents and giving communities an opportunity to grow otherwise where they wouldn't have this change. So the creativity that you have put together in this package with the Housing Trust Fund and the tax credit combinations is something historic that we all witnessed, and I'm not sure that everybody who comes to City Council understands the type of work and partnership that you were able to put together in this. I know this body recognizes that. The ability to leverage funds, partners, the Philadelphia building trades, and the ability to help low-income residents and middle-class Philadelphians being a part of the community and making communities grow is pretty impressive. So I just want to recognize that publicly and thank you.
Thank you, Councilman. And thank you for your continued support in building those coalitions. And I want to thank Councilwoman Quinones-Sanchez for her dogged pursuit of the Land Bank that will play an integral role and all of the other members in their various assets as it relates to the ability to contribute to the rebirth of the neighborhoods, because at the end of the day, that's what it's all about. We have to very aggressively rebuild our neighborhoods and to make sure that we stem the tide of decline in a lot of the neighborhoods that are not referenced in some of the trade magazines. So thank you so much for that. The Chair recognizes Councilman Jones.
Thank you, Mr. President. I want to follow my colleague's line of comment and thank you for your leadership on so many issues, public, sometimes not so public. And I know you're not much older than me, or at least I don't know that, but you have served as a wise mentor in many, many situations, and it's unfortunate that sometimes you stand at the helm of Council, because I know if you didn't, your opinion would be heard a lot more. So we're kind of fortunate to be able to have you almost restrained in that manner. I want to thank you particularly for the dozens of times you traveled up to Harrisburg fighting for more funding for schools, struggling with the lack of accountability sometimes this body has, weighing, if you would, debating in your own mind about how we should support and whether or not. And at the end of the day, you have consistently put forth votes, policy measures, whether it was selling schools or whether it is actual appropriations to support our children. I want to thank
I want to also transition and say thank you for some of the shuttle diplomacy as mentioned about fighting for labor peace in the City of Philadelphia. I know that you care a great deal about it and I know that members of this body have demonstrated it. I'm going to use Councilwoman Reynolds' borrowed quote from Joe Biden: "Don't tell me what you value. Show me your budget and I will tell you what you value." Today I protested with a vote of conscience -- and I know many other members have done it in the past and will do it in the future -- not to vote for the operating budget you had me introduce, and the reason is because we've done such great work advocating for fair labor practices in the City of Philadelphia. Whether we talk about the a couple of years ago that went unnoticed until Councilman Goode stood up and said we're going to do something about getting them a fair contract, having worked for two years without one. I know when 1199C had issue with some of the hospitals, we stood firm and helped them in the ways that we could to try to find labor peace. Whether it was 32BJ and the security guards or the workers that work in our schools, in the cafeteria, this body, members of it, Sanchez and others, fought for them. The Gas Works is always a consideration in their union. Many of us went down to TWU for the SEPTA workers. Councilman Johnson, myself, and others went down there. And Cindy Bass always talks about her sister, who is a SEPTA driver. The teachers union just got help today. We passed a measure that will help them maintain their high effort to educate our young people, but we left some of our work undone. District Council 47 has a contract. District Council 33 does not. I've watched my moral compass, Councilwoman Blackwell, be the lone soldier in voting against a budget over and over again, and I always didn't understand why, but what made it clarionly clear was the second worst winter this city ever had. And a water main broke two blocks, two blocks from my house, and I was coming home from a late night meeting and it was maybe 9 o'clock, and it was frigid. And I watched members of the Water Department stand out there with frozen beards, frozen beards. I refused to even get out the car to say thank you. It was that cold. But they stood out there all through the night to make sure that residents in the City had water. Now, I am not trying to get into the muck and mire of the details of will be, but we cannot leave those people behind each and every year as we pass this budget. I know each of you have a vote of conscience as well. I'm not saying you don't. But you also let me know the consequences of not passing the budget, those same members, those same members would not be paid. So I want to thank my colleagues for being the grownups in the room, often pulling me from the ledge and you offering me some wise counsel and guidance, but let us not forget that we have still our work undone and we won't be right until all of us are right. Thank you.
Thank you, Councilman. Thank you for those kind words. I just want to reference -- and I know I'm not supposed to speak while I'm up here, but every now and then I take liberties. I just wanted to talk about the made, and you actually accompanied me a couple of occasions. And the one consistent theme when we go there, they always talk about how great a job City Council is doing. And so that immediately gives me some level of credibility when I talk to people about support for the City of Philadelphia, because they genuinely hear and they know that you guys are doing a great job. So I want to commend you and thank you for the level of work and the level of sincere policy initiatives that you put forth that put us in a level that we've never been at before. And I know I'm going to hear it from a former Councilmember, but I got to call it like it is. I'm sure John Street will call sometime this afternoon and say, Clarke, what are you talking about? Are you suggesting that I didn't do as good a job? But it's the simple reality that you guys are great. You guys are really -- and like you said, Councilman, you referenced the fact that we had to vote for the budget today because we did not want police and firemen and all other municipal employees not to get paid. I just don't hope -- I hope that that's not construed to anyone that we're not going to be vigilant and we're not going to be very aggressive, and I suspect within the next week or so there's going to be a very public statement about coming to a conclusion on this municipal contract. This is ridiculous for them to have gone more than six years without a raise in this environment. So that has to get done, and I'm sure we'll be talking over the next couple of days. So I want to thank you so much for that.
One of those civil servants is in the Caucus Room next door, the new Commissioner, Commissioner Sawyer of the Fire Department. We've provided lunch for a meet and greet. We wish all members and staff to come over and meet our new Fire Commissioner. Thank you, Mr. President.

Thank you, Mr. President. I too want to thank you for your leadership. I know the hard work you're doing trekking to Harrisburg every week trying to deal with the issue of the School District. I have another statement I want to make about an issue that is before or will be before the Council. Four years versus eight weeks. Four years versus eight weeks. Four years versus eight weeks. In 2010, the sale process by selecting Lazard as a strategic advisor. In 2014, 2014, City Council selected Concentric Energy Advisors as its consultant to provide advice on the PGW sale proposal. On April 11th, 2014 and after signing non-disclosure agreements, Concentric started to review over 6,000, 6,000 PGW-related documents in a virtual data room and numerous other confidential materials. Today is June 19, 2014. That's four years versus eight weeks. Although the Administration has been working on the PGW sale proposal for four years, the media and the Administration have been asking, When will Concentric finish its report? There are many questions that have to be answered and all of these documents have to be reviewed. PGW has been in existence since 1841 and is the only public utility city with desirable facilities to liquefy and store natural gas. There are those who believe this viable asset should be sold and privatized. City Council and the Pennsylvania Public Utility Commission are the deciding parties on the sale of PGW. Given the complexity and the importance of the proposed transaction, City Council would be irresponsible if we did not do our due diligence. Over the past few weeks, Concentric has met with PGW management, representatives of the Administration, Community Legal Services, and the Gas Works employees union, Local 686. Concentric has held weekly conference calls with Council staff and various conference calls with JP Morgan, Lazard, Loop Capital, Ballard Spahr, and PGW's Chief Financial Officer and Chief Operating Officer. Concentric has submitted seven sets of information and will be submitting an eighth set next week. With Concentric's support, Council is proceeding toward an informed decision. We will not cut corners and rush to make a judgment that will have an impact on every ratepayer in this city. I do not appreciate those civic groups, who have no notion of what is going on, trying to tell us what to do. PICA, the governing board that oversees us, made a decision about a sale based on a seven-page PowerPoint. I call that irresponsible. When the Administration tried to rush Council to pass real estate tax rates based on an incomplete Actual Value Initiative, Council took the time to do it correctly, with better results, as Chicago did when it had to look at selling its -- privatizing its parking meters. If responsible elected officials don't carefully examine all of transaction, the citizens can get burned. This is a major decision that we have to make and we need to know exactly what we're getting into. And so I appreciate the time you've given and the support you've given to weigh in on the fact that we do need to study every detail. The devil is in the details. So let's not act in haste only to repent at leisure. Thank you.
