As we gather here today, we ask the good Lord to bless the work to be undertaken for the good of the citizens of Philadelphia. May the deliberations and votes be a reflection of the dignity of each person who live, work and play here. We pray for those here in Chamber, may Stated Meeting April 5, 2018 they as stewards of Philadelphia, be remindful of the trust given to them represent the people they serve. May this day as all days be blessed and fruitful so this City may be a true reflection of your love. And as an aside, we give thanks as we celebrate Villanova's NCAA Championship. Thank you, Mr. President. I just wanted to take this opportunity to say a special thank you to Frank Schaller who is here from the Ninth Councilmanic District. He is a resident on the 600 block of Madeira Avenue. And Frank's 94-year-old aunt became a double amputee two-plus years ago due to a traumatic accident. And this put his family on the fast track for care and rehab education. Now for those of you who can see him, you will see Frank is donned out in his orange vest and tie. Orange is the color of the Amputee Coalition of America's campaign. It's an education on advocacy group near Washington, DC. And it has been a phenomenal resource for Frank Stated Meeting April 5, 2018 and his family. The Coalition declares April Limb Loss Awareness Month, and encourages its members to be more active in April than in all of the other eleven months. And, Frank, I want to say had it not been for you, we wouldn't be doing this today. So, thank you for educating us about the importance of recognizing Limb Loss Awareness Month. Thank you, Mr. President.

I am speaking in favor and support of Resolution 160248 introduced by Councilmembers Henon and O'Neill. I'm the President of the Free Loan Association for Germantown. And I Stated Meeting April 5, 2018 work in conjunction with Germantown United, CDC and other organizations within the communities of the northwest to promote startup businesses. And startup businesses need all the help that they can get. We appreciate that this is recognized by Council. I support this resolution. I must contrast my support for this resolution to my dismay for a perfidious resolution, Resolution 180266 that was also introduced by Councilman Henon that had the effect of supporting a settlement agreement between the Environmental Protection Agency and Philadelphia Energy Solutions in an action for bankruptcy and Chapter 11 before the United States Bankruptcy Court and the District of Delaware. I don't think that the Councilmembers understood what they were doing. There certainly was no opportunity for public comment. There was no consultation with people within the environmental community who are knowledgeable about the issues involved.

I have segued into another subject matter. That's true.

The other subject matter is that the Council has made itself complicit in the efforts of the Environmental Protection Agency, the Department of Justice or the Trump Administration to gut the environmental laws of this country. The effect of the settlement agreement, which is not legal. There is no authority within the U.S. Code for the Justice Department to give a waiver such as they are doing in this case. And it -there is a legal brief from the Clean Air Stated Meeting April 5, 2018 Council that I can share and have shared, in fact, with all Members of Council in an email that I sent to every member of Council earlier this week that details the reasons why this is an illegal action. The effect of this is to gut the Renewable Fuel Standards Program.

On behalf of the Amputee Coalition of America, orange is a theme color. We are grateful to Councilwoman Cherelle Parker and her staff for introducing -- and to City Council for Stated Meeting April 5, 2018 considering this important resolution, which brings attention to a growing health problem in our country, amputations. Philadelphia's City Council will be an inspiration to other cities and states to follow Philadelphia City Council's lead in raising public awareness of limb loss and babies born with limb differences so that our society can and will provide for their needs, incorporate them into daily living and work towards increasing education for prevention of amputations. Good morning. This is an official decree of the people in writ of mandamus quo warranto and, as such, Stated Meeting April 5, 2018 requires immediate action and remedy. Every week Council Mayor Nutter transfers private property of government probably illegal. Last meeting, Council was honoring someone from Brazil for standing up to Brazilian civil rights violating government. Meanwhile, real constituents in Philadelphia are being removed from their homes and neighborhoods while their elected representatives refuse their sworn duty to provide immediate remedy. Your constituents did not consent for you to ignore lead in school drinking water or steal homes. Your constituents do not authorize Council Mayor Nutter to become the legalized version of the criminals as Jefferson stated. People sent clear message in 2016, that violating the people is not allowed. Laws are like Bibles. Unless they are followed, nothing changes. As public servants, you cannot violate those Constitution law without penalty. How can agents and agencies steal my home without compensation, due process or seventh amendment trial by jury? Why has no official demanded Stated Meeting April 5, 2018 that the Attorney General investigate, prosecute as required by law? The Constitution require immediate remedy of this breach of all, breach of fiduciary duty. Your oath of office requires you that or face prison. 42 USC 1982, 1983, 1985, 1986, 1987, 18 USC 241, 242, 2381, 2384, PA Constitution Article 1, Sections 1 through 11; 26 PA CSA 703, 705, 708, 709, 712, 713, 716 and other laws listed SCOTUS 15-8965, 14-1330, 14-4056 appear violated. I call for the federal and commonwealth governments to perform their Constitutional obligations to investigate and prosecute all involved in the theft and the legal deed transfer of my home 1038 West Wyoming Avenue. The denial of God-given 42 USC 1982 property rights for 24 years is egregious extraordinary oath violating and requires immediate remedy. A just government must obey the rule of law. This color of law government must have its charter of government revoked until a Constitutionally compliant government is installed. Public servant cannot refuse their Stated Meeting April 5, 2018 sworn duty to act any more than a fireman can refuse to fight a fire. The sovereign people require oath, Constitution and laws be enforced. Jail is required for all who violate oath, constitution or law. I remind Council, it takes a lot of cooperation to create and allow monumental corruption.

By doing so, you have eliminated many people from becoming homeless in 2023 when the LOOP was planned to be -- in terms of income, would have been released off of LOOP and ended up probably homeless. And this is why I wish to thank Council for passing this bill and Stated Meeting April 5, 2018 raising the income level from 120 percent to 150 percent where it originally was. So, we give thanks to you for passage of this bill.

So the day that this bill was originally introduced on February 15, 2018, I sat in the Board of Commissioners meeting at PHA where Ms. Blackwell also hovers over the Board of Stated Meeting April 5, 2018 Commissioners meetings month after month. And she was recognized for introducing this bill. And then the CEO of PHA also asked her would she next propose some legislation for the City to help fund the PHA Police Department while our own police department is suffering. Then throughout the remainder of the meeting, I have photos in my phone and on my sign of Councilwoman Blackwell and Calvin Jeremiah sat like this, envelopes were exchanged. There is corruption. And Ms. Blackwell has an interest with PHA she should not have. And I oppose this bill and I would recommend an investigation be launched into -

What actually is the bill?

The tax exemption for PHA with -

Okay.

I think it's inappropriate and just disinterest. It's corruptions behind -- it's a lot of corruption behind a lot of this stuff that's going on with Stated Meeting April 5, 2018 Ms. Blackwell and PHA. And, I mean, something needs to be done about it. She is selling the people out. Selling the people out of the community. Giving them eminent domain. She's not even on the board, but she sits in all these meetings and receives envelopes and all these -- like all kinds of recognition and stuff like that. That is all I had to say.

On February 22 of this year, this body passed a resolution urging our Commerce Secretary Wilbert Ross to adopt a report from the U.S. Conference of Mayors in reference to Stated Meeting April 5, 2018 the 2020 Census. One of the aspects of that report was concerned by Mayors all across this nation that a citizenship question would be included in the census. The concern is that historically we have had people of color and other organizations an people been underrepresented in the Census. And having a citizenship-type question would have a chilling effect on people throughout this country. It's very important that we do not include that language in the Census. Unfortunately, the Commerce Department under Secretary Ross direction did not decide not to follow that direction and are including that language in the upcoming Census. And this is going to have a major impact not only in cities around the nation, but also here in the City of Philadelphia. The Census, as many people know, is used for how we do a number of things from redistricting to funds being allocated at the federal level, for example, community block grant. Just two weeks ago, Congress passed and increase in the CBG funds to 3.1 billion to 3.3 Stated Meeting April 5, 2018 billion. And if we have undercounts in the City of Philadelphia, those are less dollars we will receive. Just in the past couple days, our Attorney General John Shapiro announced that he will be joining a lawsuit filed by Attorney Generals in New York and California to challenge the Trump Administration on using this language in the 2020 Census. Mayor Kenney and Attorney General Josh Shapiro did a joint op ed this week talking about that issue. And so, it's important that we have hearings on the upcoming Census. The previous Administration put together a non-profit to actually work on increasing an outreach in information regarding Census and let people know what the impact of the Census will have on the City of Philadelphia. We will be looking at what happened during the Nutter Administration in the 2010 Census, and as we prepare for the 2020. And with that, Council President, I move for the adoption of the resolution.
