Council President Kenyatta Johnson, members of the City Council, brothers and sisters in the city of Philadelphia, I'm Bishop of Philadelphia, Luke, Ukrainian Orthodox Church, Kyiv Patriarchate in USA and Canada. Today on December 4th, 2025 and this morning of the distinguished members of the Philadelphia City Council, I am honored to give the invitation, I thank to the Councilman Brian O'Neill, the second time I'm here. And for all for you, for the invitation to be here with you this morning. Let us bow our heads now us to pray to the Lord. For this beautiful and wonderful land, the United States of America, for our president, armed forces, and for all civil authorities, in memory of the founding fathers and all those who gave their lives for our freedom, for all the people in the war today, and especially the suffering people in Ukraine who are fighting for the freedoms we enjoy and pray every day for this beautiful city of Philadelphia, Mayor Cherelle Parker, and for every city and country, and for the faithful dwelling in them. For you, the members of the Philadelphia City Council, let us pray to the Lord for his mercy, guidance, and grace. Apostle Paul writes in Romans Chapter 8, verse 28, he says, “We know that all things work together for great to those who love God, to those who are called according to his purpose. So we pray for you. It's a non-profit organization that mobilizes and connects Philadelphia leaders to serve the community. The core class of 2026 is being accompanied by Leadership Philadelphia Board Chair, Hugh McStravick. Let's again give them a round of applause and welcome to City Council. We also have a group of distinguished young men who will be recognized by Councilmember Curtis Jones, Jr. of the 4th Councilmanic District.

Now, I just want to take a moment of personal privilege. Now, when so-called celebrities come down here and we recognize them, we honor them, you know, everybody stand up and they give them all these accolades. And for me, seeing these young men, they are breaking the stereotypes of African American men here in the city of Philadelphia. These are distinguished young men that represent the best that our city has to offer. So when they stand up again, I want everyone to stand up and give them a real big round of applause. Stand up young men. This is the future of our city right there. The Chair recognizes Councilman Dr. Anthony Phillips.
Good morning, Council President. I just want to say that I'm so thrilled that Councilman Curtis Jones has one of the best programs in the city of Philadelphia in his district, and it's so great that Dwayne Frazier serves the Overbrook session in Curtis Jones' district, because these young men for 25 years -- for -- he's a veteran of -- a higher department veteran for over 25 years. And what I know about these young men is that afterschool mentorship instruction matters. They have great etiquette and social skills training, there's mentorship, you know, that goes on about identity, behavior and future readiness. And also a lot of these young men don't have what I've told, don't have male presence in their lives. And Dwayne Frazier and your team, you're doing a great job, and our hope is that, you know, we can get some of the 4th District, which was said on social media early this week, was the best district. Something that he wrote. He said was the best district. Hopefully we get some of the 4th District work into all of our districts. So we appreciate Curtis Jones and also Dwayne Frazier for all the work that you're doing with distinguished young gentlemen, and proud to have you all as part of Philadelphia City Council and our youth initiatives in our city as the chair of children and youth. And the Philadelphia Redevelopment Authority relating to the financing of a Housing Opportunities Made Easy, H.O.M.E. plan, which includes housing production and preservation, home affordability, homeowner and renter's assistance, related contractor training and support, light and vacant property reduction, urban beautification, neighborhood infrastructure and other related programs, approving the assurance by the authority of bonds, notes of other evidences of indebtedness including reimbursement obligations related to lines or letters of credit in one or more series to finance or refinance such plan. And authorizing and approving the obligation of the City of Philadelphia to pay in full when due the service fee and other amounts payable under the service agreement, authorizing certain city officers to take certain actions required to issue bonds, notes and/or evidences of indebtedness covenanting that the City of Philadelphia will make necessary appropriations in each of the city's fiscal years to provide for, and will make timely payments of the service fee and other amounts due under the service agreement requiring an annual program statement and budget to be approved by Council, and other requirements and authorizing, and approving the director of finance of the city and other city officials to take other necessary or appropriate actions to effectuate purposes of this ordinance all under certain terms and conditions in order to expand on the H.O.M.E. programs and provide further process concerning spending, all under certain terms and conditions.

Moore Library here today to talk to us and express their feelings. I want to recognize, you know, that discussions about the library has sparked strong feelings, but this passion reflects how deeply our neighborhoods care about these institutions. And it's precisely with the same passion why I introduced the resolution today to create a formal structure opportunity for public comment on this issue. This resolution ensures that all voices, not just the most vocal or intimidating, can be heard on a public record. Leadership requires engagement and not avoidance, and that's something that I always do in our district. Providing this platform is not about agreeing or disagreeing, it's about upholding democratic principles that every member deserves the chance to be heard in the proper forum. And so, you know, my vision for our community has been clear. We can both preserve and maintain existing spaces while exploring opportunities to build modern spaces within the same community. This process is also important opportunity for Councilmembers, library advocates, community leaders across the city to see what the possibilities are in our city. Before considering these bills and resolutions, we will consider public comment as follows: your public comment must concern matters on the second reading of final passage calendar for possible action in today's Council session, all speakers must sign up in order to testify. If you have not already signed up for today's session, please do so now by giving your name to Ms. Hassen at the table outside the rails to my left. Once you have been signed up, you'll be called in the order in which your name appears under the signup sheet. Under ideal circumstances, public commenters each will have three minutes to speak. However, this time limit may vary from session to session. Today the time limit will be two minutes. In order to be fair to all those wishing to speak, I intend to hold faithfully to the two-minute limit. When you begin speaking, you will see a green light on the podium. When there are 30 seconds remaining to your time, the light will turn yellow, which is your reminder to conclude your remarks. Once two minutes have passed, the light will turn red and the sergeant-at-arms will disconnect the microphone. So please do not give them a hard time. At this -- at that point, please yield the podium to the next speaker if you have not already done so. Good morning, Council. My name is Sam Staten, Jr. I'm here because I found out that you're actually acknowledging a young gentleman, Dwayne Frazier with the Young Distinguished Gentlemen. I want to thank you for that honor. I met Mr. Frazier during the summer, through Lady B, because he was taking some kids to one of the black colleges and they ran a little short on funds. So she called me up and made it happen for those kids to actually fly in the airplane, I guess for the first time. Also, maybe two weeks ago, I invited them to the local union hall and did a tour of the Union Hall and District Council in our training center. When I say those young gentlemen were impressive. And all I'm saying to you also is that we need to find a lot of guys like Dwayne Frazier, that take the time with young people and young kids. And when I say these kids are so respectful, and the way they dressed, they came in with suit and ties, and their mannerism was just outstanding. And I'm saying it reminded me back in school when we had NTAs and people kind of keep us in check that we don't have no more. So I'm going to ask Mr. Dwayne to actually write a book or some instructions rather to actually pass out so that some people really know how to deal with young kids. I know it's difficult today, the culture is different, but I was here just to want to be a part of the recognition for him because I was really impressed. And anybody that know me, and children, when you say children, I'm one over 80 percent because I know that they need help, they want help, and I'm surprised that they are the way they are with Mr. Dwayne. So I want to thank him for the honor for the work he's doing and also thank Council. Thank you.
