The Chair recognizes 5/1/25 - STATED - 2ND READING Councilmember Quetcy Lozada for a motion.
Thank you, Council President. Before I put the motion on the floor, I just want to correct some of the misinformation that was shared during public testimony. I believe that if we put more energy into sharing truths and less on false information, you probably wouldn't have all of the opposition that we had around this bill. Let me start off with saying that we can't talk about dignity and respect and joy and empathy if it doesn't mean that it includes the residents of Kensington and Harrowgate. Outreach workers will be able to operate. They will. This bill doesn't stop them from doing so. 5/1/25 - STATED - 2ND READING As it relates to the permitting process, we've worked with the Administration to create a 60-day process in order for them to begin enforcement and implementation. Religious groups and food and clothes distribution, all that is going to be permissible. Health care practitioners will still be able to administer their services. Emergency response and overdose response all will continue to be able to provide services. This bill doesn't impact their work. We also added to the language of this bill as a result of talking to folks who are suffering and living in addiction an opportunity for mobile services to be offered during the hours of 6:00 p.m. -- 11:00 p.m. and 6:00 a.m. because it is when they 5/1/25 - STATED - 2ND READING told us they would be the most likely to accept services. So in essence, we are creating an opportunity for mobile services to be provided 24 hours a day in coordinated spaces. Non-medical providers will remain the same. I mean, people are going to be allowed to distribute goods and offer resources. The only difference is that you will have to follow the instructions. You will have to follow the rules. With that, Mr. Chair -
