I just wanted to -- thank you. I just want to note for the record, I want to acknowledge the hard work of my colleagues Councilman Derek Green as well as Councilman Isaiah Thomas around this particular issue. There was a recent report that just highlighted how in the City of Philadelphia we are 44 percent African American, but yet we receive less than 10 percent of City contracts. And so that's the purpose of us highlighting and addressing this particular issue. If we want to talk about economic institutional and systemic racism, it has to start with us. So thank you very much, Council President.
Thank you, Councilman. We just called for a motion. I 7893a6bb-fd33-4fa1-8567-f80345645e35 12/2/21 - STATED - 2ND READING believe it was seconded. All in favor indicate by saying aye. (Aye.)
The ayes have it, and that resolution is adopted.
And a resolution authorizing City Council's Committee on Fiscal Stability and Intergovernmental Cooperation to hold public hearings to discuss sources of funding, investment priorities, and capital budget planning related to the Infrastructure Investment and Jobs Act of 2021, introduced by Councilman Domb.
Thank you, Council President. I move for the adoption. (Duly seconded.) 7893a6bb-fd33-4fa1-8567-f80345645e35 12/2/21 - STATED - 2ND READING
It's been moved and properly seconded. All in favor indicate by saying aye. (Aye.)

And a resolution calling for public hearings in Council's Committee on Education to examine the School District's newly proposed admission process for criteria-based middle and high schools, introduced by Councilman Oh.
Thank you, Council President. On behalf of my colleagues Councilmembers Bass, Squilla, Gilmore Richardson, I move for the 7893a6bb-fd33-4fa1-8567-f80345645e35 (Duly seconded.)
It's been moved and properly seconded. All those in favor indicate by saying aye. (Aye.)
The ayes have it, and that resolution is adopted.
There are no other resolutions on the Final Passage Calendar, Mr. President.
Thank you very much. Now, prior to recognizing members regarding speeches, I will note for the record at this time that we will use the Chat feature available in Microsoft Teams to allow members to signify that they wish to be recognized. 7893a6bb-fd33-4fa1-8567-f80345645e35 with the Sunshine Act, the Chat feature must only be used for that particular purpose. With that said, speeches on behalf of the minority? (No response.)
I don't see any requests. Speeches on behalf of the majority? I don't see any requests on the majority. Oh, man. What's going on? Sorry. Thank you very much. And there are no speeches on behalf of the minority or majority.
Oh, okay. Check now, Mr. President. We have Members Gilmore Richardson and Domb. 7893a6bb-fd33-4fa1-8567-f80345645e35
All right. I'm just sitting here waiting for -- okay.
Okay. Look, I was trying to delay. Here we go. The Chair recognizes Councilwoman Gilmore Richardson.
Thank you. Thank you so much, Council President. And I just wanted to quickly thank you, Council President, and all of my colleagues on Philadelphia City Council for your support and all those who provided public comment in public testimony in support of Bill No. 210671-A, which will require that families receive certain information regarding how to probate an estate and prevent a tangled title here in the City of Philadelphia. So to Michael Froehlich, Kelly 7893a6bb-fd33-4fa1-8567-f80345645e35 Gasley, Ervina White Beauford, my sister of Zeta Phi Beta Sorority, Incorporated and also funeral home owner, I thank you all so much for your support. As all of you know, colleagues, I know at some point I probably mentioned this to you at some point in our journey. This issue of addressing tangled titles in the City of Philadelphia is very important to me, not only because it addresses housing affordability, because we know the most affordable home you can have is the one you already reside in, but it addresses generational wealth. It addresses generational legacy in ensuring that we can have overall health and well-being in our community here in the City of Philadelphia. This issue is also deeply personal to me. As you all know, on the first Council session of the last term, that was the last time I held my mother's hand and she passed away in our home that I grew up in in Wynnefield, and eight 7893a6bb-fd33-4fa1-8567-f80345645e35 that, my grandmother passed away, and a little bit before that, my father passed away. So my sister and I were left with a very precarious situation, Council President, of having to resolve estates for some individuals who did not have wills, who were not prepared for that part of life. You know, your parents prepare you for everything but for the moment when they are no longer with us. And over the next several years, my sister and I went through a very long and arduous journey to ensure that we could grant my mother's dying wish. And her wish on her death bed to me was, Kathy, no matter what you do, please save the house. Your father and I, we worked very, very hard for you and your sister. We always had two jobs. We did the best that we could for you, and this is all that we have to leave to you. And what they left to us was a lot. They had mortgages. The homes had mortgages. 7893a6bb-fd33-4fa1-8567-f80345645e35 mess, to be honest, and we had a lot of work to do, a lot of money to save. And not every family in the City of Philadelphia is fortunate enough to be in the predicament that I am in to be able to help not only my family but my sister's family and maintain their housing here in the City of Philadelphia. So ensuring that we are addressing tangled titles and deeds for the more than 10,000 families that are suffering across the City is one of the most monumental things we can do in the housing arena for individuals here in the City of Philadelphia. So I wanted to pause and say thank you to each and every one of my colleagues, to all the advocates, to our Madam Register, Tracey Gordon, our Records Commissioner, James Leonard, and each and every one of you who are working on this issue. CP, for NPI you took every 7893a6bb-fd33-4fa1-8567-f80345645e35 9 million each year, which triples the investment that we were typically spending on this issue. So I want to thank you from the bottom of my heart for all you do to ensure that you uplift the issues that you know are important to us but to the people that we serve. And to the 10,000 families out there, we want to help you and ensure that you too can maintain your generational legacy and your generational wealth. Thank you, colleagues. Thank you to all the advocates, to all the partners, and to each and every one of you.
Thank you. Thank you, Councilwoman. 7893a6bb-fd33-4fa1-8567-f80345645e35 hard work and your aggressive approach to solving people's problems. We really appreciate you. Thank you so much. The Chair recognizes Councilman Domb.
Thank you, Council President. I also want to congratulate my colleague Councilmember Kathy Gilmore Richardson. This is great legislation, and really to me this is a win-win for everybody, and great job. Well done. I also wanted to acknowledge the passing of Bruce Kauffman. Bruce Kauffman was 86, passed away this past Monday. He was a retired judge at the U.S. District Court for Eastern District of Pennsylvania, a former Justice for the Supreme Court of Pennsylvania, and a longtime Philadelphia attorney. Judge Kauffman served in the Federal District Court from 1998 to 2009 and was a Justice for the Supreme Court 7893a6bb-fd33-4fa1-8567-f80345645e35 1980 to '82. In 1960, he started his practice as an attorney. He became partner and chairman and was over a 40-year career at the law firm of Dilworth, Paxson, Kalish and Kauffman. He also taught at the University of Pennsylvania Law School and most recently was Co-Chair of the Executive Committee at Elliott Greenleaf Law Firm. One of the best quotes that I pulled today from the Inquirer obituary -- and I knew Bruce for 40 years -- was, His optimism, intellect, and preference for resolution over rancor, he usually sought common ground as an attorney and judge even when disagreements ran deep. And that was my biggest takeaway. And I will say this: As I am aging myself, I'm seeing more and more friends and people I know, sadly, pass away, and I just wish good health for everybody. I just want to recognize Judge Kauffman, who was really a 7893a6bb-fd33-4fa1-8567-f80345645e35 you, Council President.
Thank you, Councilman. I believe that is it for today on speeches. And with that, I would like to recognize Councilman Jones for a motion to adjourn.
Thank you, Mr. President. Just as a reminder, the Public Safety Committee will be meeting today at 2 o'clock to discuss Bill No. 210923, 2 o'clock. And with that, I move that Council stand adjourned until Thursday, December 9th, 2021 at 10:00 a.m. (Duly seconded.)
Thank you. It has been moved and seconded that Council stand adjourned until Thursday, December 9, 2021, 10:00 a.m. All those in favor indicate by saying aye. 7893a6bb-fd33-4fa1-8567-f80345645e35 (Aye.)
