Dear God, we are so graciously thankful, God, for this opportunity to come together and to put our hands to the work that is set before us. We lift up every member of 5/31/07 STATED MEETING - GREETING/INVOCATION Council, and we pray, Lord, for each person individually, for every person's concerns and every person's needs. And, Lord, we pray that you would touch them not only with wisdom, with good judgment, Lord, and that you would just bless them abundantly. We pray, O, God that the decisions made today would affect our city in such a positive way that it would have a positive impact upon the least of these, that it would bless and minister and help, Lord, those who are in need of help the most. We pray, Lord, that the proceeding are in order and that they follow, Lord, your will. We thank you, O, God, for this wonderful opportunity to do the work of government. At this time, the Chair recognizes Councilwoman Blackwell, who will present a resolution recognizing Ambassador Amina Salum Ali for her leadership within the African-American community. We thank you all for being here. We are joined by the our chairman, Chairman of the Mayor's Commission on African and Caribbean Immigrant Affairs, Mr. Stan Strauter, who is always with us, and who's really been the leader behind all of the wonderful things we're doing in the city for those from Africa, the Caribbean, and anywhere in the African diaspora. And so we are grateful to have him, his daughter, and all of our guests here today. Ken Woodson, from the Philadelphia Zoo, is very, very active, 5/31/07 STATED - PRESENTATIONS and many of you may know -- excuse me for taking this moment -- that we are sponsoring for the first time a joint day at the zoo, "Echoes of Africa with the Philadelphia Zoo," and so we are really proud of what we're doing. This is a resolution recognizing and honoring Ambassador Amina Salum Ali for her commitment and leadership within the African-American community. Whereas, the Honorable Amina Salum Ali currently serves as permanent representative of the African Union of the United States of America; and Whereas, Honorable Amina Salum Ali is a member of the Zanzibar House of Representatives; and Whereas, the Honorable Amina Salum Ali acted as the Minister of Finance from 1990 to 2000 for the Ministry of Zanzibar Revolutionary Government; and Whereas, the Honorable Amina 5/31/07 STATED - PRESENTATIONS Salum Ali served as Minister of State for the union government of Tanzania, where she advocated for international and regional cooperation; and Whereas, the Honorable Amina Salum Ali was born in Zanzibar, which is located off the mainland of Tanzania; and...

Whereas, Amina Salum Ali obtained her B.A. in economics from the University of Delhi in Delhi, India; and Whereas, Amina Salum Ali attended the Institute of Management Development and Research in India and earned a diploma in financial management; and Whereas, Ambassador Amina Salum Ali earned a master's in business administration from the University of (indiscernible) in India; and Whereas, Ambassador Amina Salum Ali continued her education in Finland, where she earned a diploma on 5/31/07 STATED - PRESENTATIONS trade promotion and export marketing research. Now, therefore, resolved by the City Council of Philadelphia that we hereby recognize and honor Ambassador Amina Salum Ali for her dedication to serving people of Africa and for holding a positive example of leadership in her country. Further resolved that an engrossed copy of this resolution be presented to Ambassador Amina Salum Ali as an expression of City Council's appreciation of the Ambassador's important work. And Madam President, before we call on the 5/31/07 STATED - PRESENTATIONS Honorable Amina Salum Ali, I'd like to mention, all of you know certainly Anjali Chainani, who works for us, and I mention it because the Ambassador went to school where her parents were born. Her mother was born in Bombay, her father from New Delhi, and so we try to keep it going. You know, in 408, we have our own cultural revolution and cooperative agreement going. So I mention that. And she's also our representative to work with the Mayor's Commission on African and Caribbean Immigrant Affairs. Thank you.

AMBASSADOR ALI: Madam President, Councilwoman Blackwell, my fellow members of the Council, first of 5/31/07 STATED - PRESENTATIONS all, I'd like to take this opportunity to thank you all, but particularly to thank you, Madam President, and my sister Councilwoman Blackwell for inviting me today, and also by conferring the resolution to me -- but not to me but to my office, the African Union, in Washington. This is an honor. I would like to say thank you very much. Also, I would like to take this opportunity to express my wish and desire not only of myself but even my sisters and brothers from Africa, I would like to have a close cooperation between our own sisters and brothers in Africa and our colleagues here in Philadelphia. And this is the opportunity or the starting point for us, our community to come together. And the Council and the City Hall, this is an area where we can start to have program to partner between African countries and African Council and 5/31/07 STATED - PRESENTATIONS Council here in Philadelphia. In that respect, I would like to thank you very much. And, again, I'm very honored and privileged to be here today. Thank you. (Applause.)

One final note to my colleagues. Thank you President Verna and all my colleagues. Certainly I've introduced Stan Strauter before as being Chair of the Mayor's Commission on African and Caribbean Immigrant Affairs, but he's also the honorary Council to Guinea from Philadelphia. And, likewise, you've met Madam C.D. Bay, who always works with us in that regard as well. And she is also my sister, and she and Lucien Blackwell traveled as sister and brother all over Guinea, and many of you will sometimes see the model of a city in Guinea that he brought back and 5/31/07 STATED - PRESENTATIONS with her. Glancey, Esquire, for his 24 years of outstanding service to the citizens of Philadelphia. 5/31/07 STATED - PRESENTATIONS Will Mr. Glancey and those accompanying him please join the Councilman at the podium. Thank you. This a resolution. The Council of the City of Philadelphia is pleased and proud to join with the family, many friends, and colleagues of David B. Glancey, Esquire, in honoring exemplary service as Chairman of the Philadelphia Board of Revision of Taxes and in celebrating his 24 years of outstanding service to the citizens of the City of Philadelphia. Whereas, David B. Glancey, 5/31/07 STATED - PRESENTATIONS Esquire, began his career with the City of Philadelphia as Vice Chairman of the Board of Revision of Taxes on March 10, 1983. On January 1, 1989, he was elevated to Chairman of the Board, a position in which he served until his retirement, in March of 2007; and Whereas, David B. Glancey was born in Philadelphia on November the 22nd, 1944. He obtained a bachelor's of arts degree from St. Joseph's college in 1966, where he served on the literary magazine and dramatic society, graduating on the Dean's List. He also won the Philosophy Award upon his graduation. He earned his law degree from Villanova University of Law in May 1975. At Villanova he, was active in the clinical program and the Delaware County Defenders Association. Mr. Glancey went on to serve with distinction in a number of positions, including Assistant Project 5/31/07 STATED - PRESENTATIONS Director of the Release On Own Recognizance Program in the Philadelphia Court of Common Pleas and on the staff then-Congressman William J. Green as counsel to the Committee of Local Government of the Senate of Pennsylvania, and as an associate at the prestigious law firm of Dilworth, Paxson. Additionally, Mr. Glancey has served as Chairman of the Democratic Executive Committee of Philadelphia County from 1980 until 1983; and Whereas, as Chairman of the City of Philadelphia Board of Revision of Taxes, David B. Glancey, Esquire, headed an agency responsible for the real property assessment and appeals function for approximately 565,000 properties within the city. During these years of service, Mr. Glancey established a firm reputation as a knowledgeable and hard-working public servant. He has been a panelist, 5/31/07 STATED - PRESENTATIONS seminar leader, and speaker on many topics for the Philadelphia Bar Association and Philadelphia Bar Institute. He has spoken before many real estate associations and at scores of community meetings and public forums. Mr. Glancey also worked closely with the Philadelphia Tax Reform Commission and as past president of the Philadelphia Chamber of Lambda Alpha International, an honorary land economic society. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend David B. Glancey, Esquire, on his 24 years of outstanding and honorable service to the citizens of Philadelphia. We extend our sincere appreciation to him on his many accomplishments throughout a long and noteworthy career and for the positive impact his tireless work has brought to our city. 5/31/07 STATED - PRESENTATIONS Further resolved that an engrossed copy of this resolution be presented to David B. Glancey, Esquire, as evidence of the sincere sentiments of this legislative body. First of all, thank you, Madam President, for -- and all of the Councilmembers for this very singular and very pleasing honor that you have given me today. 5/31/07 STATED - PRESENTATIONS First of all, let me say to you that I'm not friendless since I'm standing here alone. There are tons of my friends in the back, but I think because when I used to come here before and get beat up, they may not want to stand behind me. I'm not quite sure. Madam President, let me also say that for the many years that I was before Council, there was a table right in where I'm staring at right now in front. And that perspective, I might add, Madam President, is a heck of a lot different from the one I'm having now. I think this one is a lot better. Let me just say how lucky I am. I was very fortunate to love what I did for all of those years. I would -- I enjoyed getting out of bed every day and coming into work. And whatever's in store for me in this second act, I certainly believe that that will be the case, and I'm sure I'll be seeing lots of you, 5/31/07 STATED - PRESENTATIONS because you're not just folks who toiled in the same field of city government that I did for almost 25 years; I consider all of you my friends. And I do hope to stay in touch with all of you. And I know as you have affected in a very positive way the citizenry of Philadelphia and the City of Philadelphia, I hope in some small way I've helped you do that, as you have assisted me and supported me in doing what we need to do at the BRT. And in saying that, if you don't mind, let me just tell you that none of this would be possible were it not for all of the employees at the BRT, particularly the board members. And, again, I your indulgence to just let me recognize them. Alan Silverstein, Joe Russo, Bob Nix, Jim Dintino, and all of my colleagues. And certainly, certainly the new Chairperson of the Board of 5/31/07 STATED - PRESENTATIONS Revision of Taxes, Charles (indiscernible), who is, I'm sure, going to be taking this board forward in ways that I didn't even imagine. And I don't know if I've left anybody out. If I left Bobby Nix out, I'm not sure. And I see Harvey Levin here as well. And also, I want to thank all of the senior staff who are here, you know, headed by Executive Director, Rick Foglia, all of the supervisory staff, all of the evaluators, and certainly all of the real-property assistants. Without you, none of this would be possible; and with you, all of it is possible. And, finally, let me just state -- and I think this is a very appropriate verse for those folks who reach retirement age and are retiring. And it is a variation, and some of you may have heard me say this before. 5/31/07 STATED - PRESENTATIONS It's a variation on the Serenity Prayer, and it goes something like this: God, grant me the senility to forget the people I never liked anyway and the good fortune to only run into those that I, do and the eyesight to tell the difference. Today, it gives us a pleasure to honor our home-grown team, a company that's been here a number of years and has done great work, and it's a pleasure to have had an opportunity to work on a consistent basis on a number of projects in our city, and I'm sure every Councilmember in here has had an at opportunity one time or another to interact with this company. We would like to offer this resolution honoring Turner Construction Company as it celebrates its 100 years 5/31/07 STATED - PRESENTATIONS in Philadelphia. Whereas, Turner Construction Company will commemorate the firm's 100th anniversary of building in Philadelphia on April 28, 2007; and Whereas, Turner first opened its doors and began shaping the skyline in the community of Philadelphia in 1907 and has successfully built over 1,000 area projects; and...

Yes, ma'am. If you would permit me, I would like to ask my dear colleague, Councilwoman Krajewski, to consider withdrawing the amendment to the transfat bill. As we all probably remember, this whole Council, 17 to nothing, voted in favor of transfat legislation, making us the second city in the country to ban the dangerous use of transfat, and that includes just about every single chain -- fast-food chain in the country, every single hotel 5/31/07 STATED - INTRO. OF BILLS, RESOLUTIONS chain, every single cafeteria, whether university, public school, Catholic school. The Health Department in Philadelphia has been instructed per the legislation to conduct a public education campaign. And I know that my colleague has some concerns about certain bakeries that still would like to use transfat, and I would want her to consider holding the amendment, and I will assist her, and we can go to the Health Department and have them talk to these particular bakeries that have some concerns about certain ingredients that they believe does not make their food taste as good. We have gone over that in public hearings. The changing of the taste of food is just about nonexistent at all. So at this time, I would like to ask my colleague to reconsider the amendment, and I will be able to assist 5/31/07 STATED - INTRO. OF BILLS, RESOLUTIONS her with the Health Department to talk to these bakeries and let them know of other healthier oils that can be used, 'cause artificial transfat and coronary disease are directly linked, and it's now a national health issue.
