Resolution No. 060485, a resolution proposing an amendment to the Philadelphia Home Rule 6/14/07 - STATED - 2ND READING Charter relating to the appointment of the members of Fairmount Park Commission and providing for the submission of the amendment to the electors of Philadelphia.
Thank you, Madam President. I'll be real brief. Madam President, I will be offering amendments on the resolution and also the subsequent bill. Brief history: As you recall, last year Councilwoman Blondell Reynolds Brown and myself sponsored and was seeking the passage of the bill and the resolution that would change the governance structure of the Fairmount Park Commission. At the time, it was our belief that it was appropriate to do it because the terms of the then current members was expiring. Had we passed that bill at that particular time, we would have been in the position to have this 6/14/07 - STATED - 2ND READING new governance structure in place this year. Therefore, having a transparent process where it would have been public hearings and nominating panel to select the current Commissioners. Unfortunately, a number of advocacy groups and other entities withdrew their support at the 11th hour, so we were not able to proceed. Today, I am here to say that apparently those same groups are in support, as witnessed by a letter that was circulated to members of Council, and are in support of this bill and this resolution today. Basically, this is something that we think should happen, given the fact that in the most recent selection by the Board of Judges, essentially a process that was not a public process, most of the members were renominated and selected, and I just don't think that's appropriate given the significance of the Fairmount Park system. There have been a 6/14/07 - STATED - 2ND READING number of exposes about the inability of the current Commission to get it on the appropriate track. Today, this resolution and this amendment does not talk about funding, and I would like to acknowledge, and I'm sure the Councilwoman would like to knowledge, that that is an integral part of us bringing the park system up to the level that it needs to be, but today we would like to start the process of changing the governance so we will have a transparent and open process in the public in terms of the selection of the next Commission members. So with all of that, I'd like to offer an amendment to Resolution No. 060485. (Duly seconded.)
And I would assume the amendment has been circulated?
Thank you. The Chair recognizes Councilwoman Blackwell.
Thank you, Madam President. I had the bills confused. I did want to be recorded as voting aye on 060342. I'm sorry, Chief Clerk.
The record will so reflect that and I'm sure the stenographer is making a note of it. Thank you.
Thank you. The Chair recognizes Councilwoman Brown.
Thank you, Madam President. I simply want to underscore Councilman Clarke's remarks regarding the enormous amount of work that has taken place that has brought us 6/14/07 - STATED - 2ND READING to now additional amendments to the park bills and to make it clear that Councilman Clarke and I clearly understand that funding is a part of this equation. A resolution was introduced calling for a task force that will deal with the issue of funding as we continue to deal with the issue of governance. So we want to make that underscored with the Fairmount Park advocates that we are not at all abandoning the need for us to continue to make funding a part of this discussion. Thank you, Madam President.
You're welcome. Councilman Clarke, I believe you made a motion. Was it seconded? (Duly seconded.)
