Stated Meeting, May 11, 2017

Welcome.

A couple of words and comments that I've heard you say by way of approaching development in your district and Maria talked about it a bit, Councilwoman Sanchez talked about it a bit today. Stated Meeting May 11, 2017 Councilman Johnson wrestles with it all the time. Councilwoman Blackwell has had to deal with it because there's an ebb and flow to development. Neighborhoods start, they rise, they have seen better days, sometimes they rise again. But in that rising, all progress isn't forward for all people. Meaning, some people get crushed in the wake of that progress. Yesterday had an opportunity to join the Philadelphia Tenants Union at one of my facilities at Penn Wynn on Lebanon Avenue. If you know anything about Wynnefield, it -that property was built in 1960. 240 units right around the time when that kind of architecture for the Jetsons. It was way cool. Like when you walk by there, you always thought some rich person lived in there. When I delivered orders to there, you felt like you were some place. Well, its seen better days. It was purchased recently by a group of investors. By now, those residents had been disabled Veterans, people have had challenges in Stated Meeting May 11, 2017 their life that wound up on Section 8. And when I went out there -- we had gotten complaints about it before. But when I went out there, the total disrespect to those people to receive a letter saying in 30 days you just got to go. Now some of those people had -- are newbies, had only been there 7 years. Some people had been there 20 years. One lady I met, 32 years. And as important as the longevity, paid her rent on time. Never had rowdy parties. Never had a reason, legitimate reason, to be evicted at all. Find themselves in the wake of that development, property values go up. Investors see it. Come in and say, oh, well. Well, oh well isn't good enough. Oh well isn't good enough. I understand economic development. I have done development. I went to compete with you on shovels, you know. I never catch up, but I can try. But what will not happen, what we cannot abide is a disregard for humans to be Stated Meeting May 11, 2017 given a letter two months before -- oh, no two weeks before the Christmas holidays and told you got 30 days and then you got to go is wrong. These are men and women who served our country. These are men and women who are taxpayers, and only because of economic value are being displaced. And they are going to go somewhere. And we should be concerned about the process by which they do. So, I want to challenge us -- I'm pro development. I have done my share of deals. But there has to be a rule and guide in how you treat tenants and how you do them. And so, we are going take this as a case example and try to look at similar patterns around the City, whether in the First District or the Fifth to see if there's a commonality of what is going on. And Philly is on the rise. But as they say about tides, all boats should rise with that tide. People shouldn't be drowned by it. Stated Meeting May 11, 2017 Thank you, Mr. President.

Thank you, Council President. Yesterday during the School District testimony, we heard some good news. We were informed by our colleague Councilwoman Parker that Estelle Richman had been confirmed to the SRC. We also heard some good news from Dr. Hite in his testimony that the School District is committed to negotiating a contract with the teachers union. And I would like to remind our -- my colleagues here today that approximately one year ago, we passed a resolution that urged the School Reform Commission, Superintendent Hite, the School District of Philadelphia to actively negotiate a mutually agreeable new contract with the Philadelphia Federation of teachers that provide adequate staffing of our schools, acknowledges the contributions Stated Meeting May 11, 2017 and sacrifices of teachers and other staff and respects both seniority and traditional payment structure like Step Pay. Now just a few days ago, I believe the Philadelphia Federation of Teachers released a survey that highlighted the impact that this contract impasse has had on both students and teachers in the City. And in this survey they released, they also informed us it's been 1,349 days since the teachers had a contract. From my respect, I believe this impasse impacts not only the students, teachers, but our City as a whole. And as a son of a retired school teacher, I remember the challenging contract negotiation of the '80s. I'm also as a parent of Philadelphia School District student, I'm also concerned how this contract impasse may impact us going forward. So, I urge both the School Reform Commission, Dr. Hite and his staff as well as Philadelphia Federation of Teachers to work together to resolve this contract Stated Meeting May 11, 2017 impasse. Thank you very much, Council President and Colleagues. This week is the week before Mothers Day. And I just want to acknowledge all the mothers in the room of course and fathers, too, but this is our day. And it is also a day that Philadelphia's joining organizations around the country as part of a National Mommas Bail Out Day. And this national day is to recognize the number of incarcerated mothers who are currently spending Mothers Day in jail because they cannot afford to pay bail. Every day an average of 700,000 people who have yet to be convicted of a crime are sitting in jails and separated from their families simply because they cannot afford to pay bill. Women held in local jails represent the fastest growing group of incarcerated people in the United States. Stated Meeting May 11, 2017 Since 1970, the number of women in U.S. jails has increased by 14 times. And nearly 80 percent of women in jails are mothers. And without our support this Mothers Day, many women and mothers could be languishing in these changes separated from their families and loved ones simply because they cannot afford bail. And I hope that as we enter into this Mothers Day, that we will think about the impact and dehumanization of holding people in prison interminably because of cash bail requirements. I believe and I think the City believes that we have to end this practice. Mothers Day is a reminder of the impact on the broader population, on women in particular, and in the families that suffer. So for those who are interested, the No 215 Jail Coalition is supporting the bailout, and donations that they are raising to help with that. But more importantly, as we look ahead to the future, I hope that we will commit ourselves to making sure that Stated Meeting May 11, 2017 practices like cash bail end in our City. And that we will all work together to make that happen. Thank you.

And I wanted to acknowledge that we have some young people here from my district for North Philadelphia. I know that you, as well, from North Philadelphia. And wanted to recognize North Philadelphia's own Kenderton Elementary School. If we can have our students from Kenderton stand up.

Thank you, Council President. I want to talk about a topic that I haven't talked about in at least two weeks, and that's the Earned Income Tax Credit. But I wanted to give you some results because I think it's some good news. I met with Mary Arthur this morning with Campaign For Working Families. And she tells me that our returns and monies going back to people in Philadelphia are up 10 percent, which is good. But we have a lot of work to do. She also shared with me, I donated some office space at Broad and Sansom for the Campaign For Working Families. And the good news there is that we had almost 2,997 taxpayers filed returns that got them back 4.2 million. But we need Stated Meeting May 11, 2017 three other locations for next year. So, I am going to ask you Council President, Broad and Erie for a location there or Councilwoman Sanchez, we need something on Frankford Avenue and 4300. And for Councilman Squilla we need Broad and Oregon. We need landlords to donate for four months the space. It's not a big deal. And I am happy to work with you to do it. It makes a big difference. Thank you, Mr. President. I want to make just a brief comment about Bill No. 170335. And want to say to my colleagues a special thank you for passing the technical amendments that we just made to the bill. And we will vote on Stated Meeting May 11, 2017 it on Final Passage next week. And while I have, Mr. President, thought that I would reserve from making any comments until we got the final passage, unfortunately, one of the individuals who stood up to testify during Public Comment talked about the prospect that this project information form would preempt an existing RCOs form. I want to just state for the record that this form will not preempt any existing RCOs forms. The purpose of this form is to create a floor, a baseline of information for not just RCOs. And let me just say that for the record, but for Philadelphia residents who may not even be active in RCOs to have information relative to development taking place in their communities. In addition to that, and I won't read the names. And I know my colleagues are about tired of seeing this information. But I just want to remind you on the information packet that was left on your desk, we provide samples of -- sort of sample project Stated Meeting May 11, 2017 information forms that are used by one, two, three, four, five, six other community-based organizations throughout the City of Philadelphia. And I applaud them for the development of their forms. As a matter of fact when I look at them, they make the contents of this project information form look like a marshmallow as one of the community-based organizations told me when we were in the midst of the drafting process.
