or affirm to tell the truth the whole truth and nothing but the truth mr perry yes i do
could you identify your client in relationship to the property thank you i'm representing
I'm representing Opportunity Atkinson Project Incorporated by Mrs. Jonna Coles,
Opportunity Adkinson Project Incorporated.
who's a representative, and she's also the applicant, and she's the tenant for the property
at 2633 Jasper Street. Okay, and our Vice Chair has a few questions for you, sir. Good evening,
Council. Do you agree to waive the reading of the refusal or stipulate to its accuracy? Yes, I do.
have you emailed in all the required documents and exhibits that's needed to proceed with this
case five days in advance of this hearing yes we have thank you counsel please proceed and
you may share your screen
okay can you see that or we can it's a photo of a street scene okay uh okay so uh my screen is
here. The first one I thought would be appropriate is to show you the property. This is 2633 Jasper
Street on the corner of Jasper and Albert Street. And let me see if I can expand this a little bit.
Okay, there we go. This is the property here. It looks like it was decorated for Halloween at some
point. It is in a CMX1 because it's a corner property. But as you can see, Mr. Chairman and
the board members, this street and the street on adjacent street are all essentially residential
properties. This is a little bit different application here. It has a refusal because
the request is for what's termed supported independent living for four individuals.
And the operating entity, let me see if I can go back here to the refusal.
That's the lease.
And here's the refusal.
We'll just turn it.
So the refusal in a CMX1 district up here is a proposed use, single-room residence.
Here we have it for four individuals as requested and so forth.
So this property was traditionally CMX1 because it was on a corner, and many of the corner properties were utilized for commercial first floors and so forth.
But in this particular situation, all those properties have been residential for a long period of time here.
Supported independent living for four individuals.
Here, these are placements by DHS.
And the corporation, non-private corporation that I'm working with and so forth, provides support.
This particular property, and let me go down and see if I can find some photographs here.
This particular property is set up with two single bedrooms and a double bedroom and so forth for four individuals.
and it has been fully renovated as you can see from the earlier photographs and so forth 2633
it's got a full kitchen and it has here's some photographs of
more photographs and so forth let's see if I can
so this is just what it was renovated and this is these were approximately a year ago backyard
and so forth, front of the property here and so forth and so on.
And what the Client Opportunity Atkinson Project is seeking is to essentially allow a fourth
individual here, but a total of four supported individuals.
And in terms of the support in the DHS, these are currently adult women who would be placed
in this household.
And the nonprofit corporation provides one person support, but they provide it 24-7.
It's three shifts of eight hours per shift for 24 hours, and that's just in case there's, you know, some need for another adult individual and so forth.
Let's see what we got here and so forth.
Everything in terms of lease, special warranty deed, zoning notice that was sent out.
There was a meeting, as the chairman indicated.
and the East Kensington supported the intended use and so forth.
There was a mailing, it was posted, the posting of the premises to show that
to the layout, tax clearance is supported, and then East Kensington supported the use.
And then East Kensington supported the use.
Leases.
Lease is just because that's who I'm directly representing.
And Miss Johnna Coles is here today, I think, and so forth.
The public meeting notice, the tax clearance.
These are all the notices that were sent and so forth and so on.
It was a well-attended meeting at East Kensington.
And they supported this use.
It's essentially going to be similar to just a single-family home
with four individuals residing in there in a supported community environment by Opportunity
Advocates in Providence. If there's any questions, if we can promote Jonna Coles, she's in the
audience, I can ask her if there's any additional information she would like to add.
Hi, sir.
What was the individual we're looking for?
Yeah, Jonna Coles, C-O-L-E-S.
okay they've been allowed to speak thank you very much hi could you please state your name
and spell for the sonographer make sure you unmute yourself johnna good evening everyone
can you hear me yes okay my name is johnna coles that's j-o-h-n-n-a last name c-o-l-e-s
Mr. Perry, hold on a minute, please.
Do you swear or affirm to tell the truth, the whole truth, nothing but the truth?
Please proceed, Mr. Perry.
Thank you.
And John, you've heard my presentation to the board this evening?
And was it truthful and accurate to investigate your knowledge?
And if you testified independently, would you adopt my testimony as your testimony?
Is there anything that I'm missing or misrepresented that you need to clear up as the tenant?
We're talking about four adult individuals living in a supported environment?
Yes, we already have three.
We just, what you said, we add and just ask them for four.
I didn't explain this specifically, but one of the reasons to add the fourth individual is because DHS, A, is always looking for additional space if they can get it.
And also you get occasionally get a request to put immediate family members together, like adult sisters or something like that.
A lot of times that'd be the case that we they want family to stay together and we have to separate them because it's only I'm only allowed to have three.
OK, so that would help you. And you have two and a half full baths at this location, I believe.
That's correct. OK, a full kitchen and so forth.
So I'd open it to questions to myself and Ms. Coles from the board.
Questions from the board.
Yeah, questions.
How long have you had this facility?
It'd be two years this June.
And you had an RCO meeting, and what was the outcome?
Oh, it was very good.
They approved on it.
I think it was just one person probably had said something,
but everyone approved on it at the RCO meeting.
How long do the individuals normally stay
when they're a resident at your facility?
Some of them is long-term.
They can stay up to the 18.
I have a person that's been with me
almost a year this April.
Some last six months.
I'm sorry.
Go ahead.
Yeah, Mr. Johns, I put up the East Kensington response to the meeting, and you'll see that there were, it was well attended, there were 28 supporting and three in opposition, and this has been submitted to the zoning board.
And this would be for three adults, or are they adults and children? How does it work?
it's three it's three um youth they well we say 18 so it's adult you know 18 age so it's three we
just asking for additional one more than before and they and so it's they they can be there from
18 to what age they could be there to 21 so 18 to 21 correct and what was you said you had 24 hour
um coverage or how does that work so it's 24 hours it's three shifts you had eight to four
four to twelve and twelve to eight and when the when the when the uh residents or the clients
move out where do they generally go some of them they go to independent living they get their own
places some of them age out and they just want to go on their own and see you know out just want to
leave and um that's it they go to independent living or age out and what what services are
provided when they're there oh we have um groups weekly we they go on a lot of field trips
We have groups weekly. They go on a lot of field trips. We have people that come in to speak to our youth. We do a lot with our youth here at OAP. We also have preventive specialists. I have a director. We care for our youth.
I've been doing this for a long time now. This is my second property of me.
Well, actually third is my third. I have a boy's home as well as the girls.
And I really have a passion for helping my teenage youth.
These are all referrals from through the city.
No, they are actually from out the county. I have children that come from in Pennsylvania.
You know, Washington, PA, you know, Luzerne, Northampton.
I have youth that comes from all over.
Thank you.
Questions for the board.
Yeah, I have a question about what spaces are reserved in the property for your staff?
When you're walking through the rooms, it looked like it was mostly bedrooms and then like public spaces.
And is there any secured space that's either an office or just place for your staff or files?
Oh, yes.
Well, our staff do not stay.
We have the living room is set up.
It's just that you have the pictures of it being empty.
But we have a whole office area is on the first level that we turn to the office area.
They have a living room where they sit.
The kitchen is set up with seats.
So it's all, you know, they have their own area.
