I move for the adoption of the ordinance and I'd like to be recognized for a few remarks.
All right. Put a hold on the roll call and the Chair recognizes Councilman Denny O'Brien.
Thank you, Mr. President. Two and a half years have passed since a deadly fire ripped through an abandoned five-story, 80,000 square foot hosiery warehouse on York Street. 10/30/14 - STATED - 2ND READING The blaze took the lives of Philadelphia Fire Department Lieutenant Robert Neary and Firefighter Dan Sweeney and injured two other firefighters when a wall collapsed and buried them. The 1980's era structure covering more than half a city block was unsecured, dilapidated, and a known home to dozens of squatters. Large vacant buildings are empty threats to our firefighters and neighborhoods. Fires in abandoned buildings are often suspicious and incendiary. They also cause more firefighter injuries and deaths than any other property classification. Such structures are targets for vandals and kill the fabric of our neighborhoods. The bill before Council today will bolster the Philadelphia Fire Code to establish a protocol for dealing with large vacant commercial and industrial properties. A Vacant Property Task Force will be created to drive the initiative. It also mandates collaboration between 10/30/14 - STATED - 2ND READING the Fire Department and Licenses and Inspections. Together joint inspection teams will proactively triage and evaluate structures for security, risk, threat, identification, code violations, and pre-fire planning. The measure also requires a priority inventory list of buildings, cataloguing the vital information, systemically tracking them and making all data accessible across City departments. Bill No. 140055 is a comprehensive response to the threat presented by large vacant buildings and utilizes time-tested national best practices. A long overdue measure is the thoughtful and necessary step in the right direction to protect our firefighters and make our communities safe. The courageous and brave sacrifices made on April 9th, 2012 by Lieutenant Robert Neary and Firefighter Dan Sweeney should not have been made in 10/30/14 - STATED - 2ND READING vain. It's time to make this bill a law. Thank you, Mr. President. Thank you, members of Council.
Thank you, Councilman. That bill having been read on two separate days, Mr. Decker, call the roll again.
