I just want to read to you two verses from the Book of Proverbs, the 31st Chapter, Verses 8 and 9. King Lemuel shares with us advice that his mother passed on to him. Speak up for those who cannot speak for themselves, for the rights of all who are destitute. Speak up and judge fairly. Defend the rights of the poor and needy. Let us pray. Almighty God, source of all that is good, ground of our being, creator, sustainer, provider, in whom we live and move and have our being, we thank you for this day. It is a day that you have made. May our lives be lived in such a manner that we rejoice and are glad that they're in. I'm proud to read a resolution honoring and congratulating the Reverend Canon Thomas Wilson Stearly Logan, Sr. for over 73 years of devoted service to the Episcopal Church, and on the great occasion of his 100th birthday. Whereas, the Reverend Logan was born in Philadelphia -(Standing ovation.)

Whereas, the Reverend Logan was born in Philadelphia on March 19th, 1912, the son of a minister and a teacher. He graduated from Lincoln University in 1935, and three years later, he earned his Bachelor of Sacred Theology from General Theological Seminary; and Whereas, in 1941, the Reverend Logan received his Master of Sacred Theology from Philadelphia Divinity School, and later received five honorary doctorates and went on to complete doctorates in divinity and theology. He was one of eight siblings to finish college, which education and accomplishment were a priority in the Logan family; and Whereas, the Reverend Logan was ordained in the diaconate in 1938, and to the priesthood the following year. Upon his ordination, he pastored churches in Discover Works Global 888.557.8650 www.dw-global.com Yonkers, New York City and his hometown of Philadelphia. In addition, he served as interim priest at the African Episcopal Church of St. Thomas and Chaplain for the Philadelphia Presbyterian Hospital and the Philadelphia Police Department; and Whereas, during his tenure, the Reverend Logan spent his dedicated ministry serving on numerous commissions and community groups as well as in parochial leadership. He served the church and society in a number of leadership roles including Diocesan Council and the Brotherhood of St. Andrew, President of Hampton University Ministers' Conference, the President of the Homeless Fund and National Church Workers Conference USA, and many, many more; and

Whereas, the Reverend Logan was one of the Founders of the National Conference of Black Episcopalians and is a lifelong Discover Works Global 888.557.8650 www.dw-global.com of Black Episcopalians, and a lifelong member and former board member of the NAACP for Philadelphia and Darby, Pennsylvania; and Whereas, the Reverend Logan is the longest serving and the oldest member of Alpha Phi Alpha Fraternity, Inc. He has also been a leader in a number of fraternal and civic organizations, such as Past President of the Tribune Charities, and one of the Founders of the Afro-American Museum; and Whereas, upon his retirement in 1984, the Reverend Logan received the title Rector Emeritus of Calvary Northern Liberties Church in Philadelphia where he served since 1945. He has been recognized by the church and community for his many accomplishments and has been a recipient of numerous awards; and Whereas, the Reverend Logan and his wife of 68 years, Hermione -(Applause.)

Resolved, by the Council of the City of Philadelphia, that we recognize and honor the Reverend Logan who has led a long and distinguished career as one of Philadelphia's most prominent Episcopal ministers, most notably as longtime Rector of the historic Calvary Northern Liberties Church. We also congratulate him on the great occasion of his 100th birthday. At present, he is the oldest serving African American priest in the Episcopal Church, USA. Mr. President and members of Council and all good friends of Philadelphia, I am happy to be here. I do not know many persons, men, who arrived at 100 years old and having most of their faculties with them. (Applause.)

I know that the longest living men are the postal men who serve the mail. The longest living women are five years older than men, and they are the ministers' wives. So I'm happy to be here with my wife, who is 101 years old. (Applause.)

She robbed the cradle. And I'm happy with my pastor, Discover Works Global 888.557.8650 www.dw-global.com Shore, and another pastor -- slipping me on my mind. And where's the Grand Master? GRAND MASTER: Right here, sir.

The Grand Master Prince Hall Masons. Over 25,000 men and women are in the Diocese of Pennsylvania and elsewhere are masons. And we have all of these good persons here with you in my mind. God has been blessed to me. I have baptized 1,400 babies and women. I have married 800, buried 1,400 and had a long ministry serving people. I'm happy to be here honored by you. I do not know many. I'm in a nursing home, and I'm going to three or four of them trying to find men who are 100 years old. It's hard to find them, hard to find them. So I'm happy to be here with my family and all those with me. Grand, I want you to say a word just to me as you feel. We've been very close together. Discover Works Global 888.557.8650 www.dw-global.com MASTER: Yes, sir. Well, Father Logan and to all here assembled, Father Logan has been active as a priest, but his legacy doesn't stop there. He's a family man, he's a community activist and he's a master mason. In 1815, Absalom Jones became our first Most Worshipful Grand Master in Pennsylvania. In 1967, Father Logan became our 78th Most Worshipful Grand Master in Pennsylvania. And I'm the 100th Most Worshipful Grand Master. We are following in the footsteps of Absalom Jones, who was a community activist, who was a priest and who was a master mason. And so you have all of that to share with all of us, and we appreciate you for who you are. Thank you. (Applause.)

I am the Reverend Martini Shaw, the Rector of St. Thomas Episcopal Church here in Philadelphia. St. Thomas has the distinction of being the oldest African American Episcopal church in the nation, and it is with great joy and honor that I stand here as the Pastor of the oldest priest in the Episcopal Church of USA. Lord, who am I to teach the way to little children day by day, so prone myself to go astray. I teach them knowledge, but I know how faint they flicker and how low the candles of my knowledge go. I teach them love for all mankind and all God's children, but I find my love comes lagging far behind. Lord, if their guide I still must be, oh let the little children see their teacher leaning hard on thee.

Good morning. Nothing is more important than our young people, and at a time when in any city, in any place we can send our people out, they can go out and never come back through our doors, they are in severe distress. And so it is at any time like this that it is even more important that we recognize our young people when they are doing great things, when they have wonderful activities and opportunities available to them, and in particular, the adults who take the time out of their own very busy schedules and make sure that these opportunities exist. And so it is with that said that we want to recognize today the Northwest Raiders Athletic Association in my district, in the 8th District, in Discover Works Global 888.557.8650 www.dw-global.com so we want to present this resolution, and it begins recognizing, honoring and celebrating the Northwest Raiders Athletic Association on 40 years of providing positive youth development and community service for children, youth and residents of Northwest Philadelphia. Whereas, the Northwest Raiders Athletic Association was established in the Northwest section of Philadelphia, Pennsylvania in 1971 by a group of concerned adults who sought dynamic ways to engage in positive interaction with children and youth living in various neighborhoods throughout Northwest Philadelphia;

Whereas, the Northwest Raiders Athletic Association provides outstanding service to the community by training children and youth in various athletic programs such as football, cheerleading, baseball, basketball, along with track and field; Discover Works Global 888.557.8650 www.dw-global.com

And whereas, the Northwest Raiders Athletic Association is an organization focusing on youth between the ages of 5 to 18 years, with a mission to establish and maintain an organized program consisting of rewarding intellectual and athletic experiences that stress the character-building qualities of sportsmanship, healthy competition, grace in defeat, and pride in hard-fought accomplishments;

And whereas, through their sports programming and mentoring initiatives, the Northwest Raiders Athletic Association has helped usher thousands of children through tough inner city life and into productive and prosperous adults, including Temple University and Philadelphia 76er Basketball Star Aaron McKie, current University of Pennsylvania Head Coach Jerome Allen, and Mississippi Valley State University Basketball Star Kevin Discover Works Global 888.557.8650 www.dw-global.com Burwell; and

Whereas, on December 10th, 2011, in Orlando, Florida, the 2011 Northwest Raiders Midget Football Team ("Raiders") represented Philadelphia, Pennsylvania and the Eastern Region in the Pop Warner's National Championship Super Bowl Game;

Whereas, led by Head Coach Duane Watson, along with Assistant Coaches Richard Williams, Lamont Ragsdale, Cyril Woodland, Gerald Berry, Andrea Drummond, Edward Blake, Kenny McClutchin, Aaron Josey and Elliott Eldridge, the Raiders had a spectacular season that consisted of 10 wins, 1 loss and 1 tie, and defeated teams from Pennsylvania, Texas, North Carolina, Washington, DC and New Jersey on their road to the 2011 Regional Championship and the 2011 National Championship Game; Whereas, led by cheerleading coordinator -Discover Works Global 888.557.8650 www.dw-global.com

I got to take credit for these kids who are in my district, too. Whereas, led by Head Coach Duane -- I'm sorry. Whereas, led by Cheerleading Coordinator, Kim Guyton, along with Cheer Coaches Adris Guyton (Midget Squad), Beverly Williams-Bey (Junior Midget Squad), Lynia Tarpley (Pee Wee Squad) and Alicia Williams-Bey (Junior Pee Wee Squad) in 2011, the Raiders cheerleading squads of the Liberty League competed in the South Qualifier held in October 2011 and placed 1st in local competitions (Junior Pee Wee Squad, Pee Wee Squad and Junior Midget Squad). The Junior Midgets advanced to and competed in the Regional Championships in November 2011;

And whereas, the Northwest Raiders Athletic Association has a vested interest in the growth and development of each member, as they traverse the community, on and off Discover Works Global 888.557.8650 www.dw-global.com field, helping them see the futility in engaging in negative, non-productive behavior and the benefits of participating in organized and productive athletic experience which promotes healthy lifestyles, prevents childhood obesity and prevents health-related illnesses;

Whereas, the Northwest Raiders Athletic Association is organized to develop and operate a football league in affiliation with Pop Warner Little Scholars, Incorporated, which is a non-profit corporation (founded in 1929) that provides youth football and cheerleading programs for approximately 400,000 young people ranging in ages from 5 to 16 years old in 42 states and several countries around the world; now, therefore be it

Resolved, by the Council of the City of Philadelphia, that we hereby recognize, honor and celebrate the Northwest Raiders Discover Works Global 888.557.8650 www.dw-global.com continued efforts to uplift the community by providing structured and positive activities for the youth of Northwest Philadelphia.

Resolved, that we congratulate Head Coach Duane Watson, the Assistant Coaches, Cheerleading Coordinators and the entire Northwest Raiders Athletic Association team on their impressive accomplishment and for serving as outstanding ambassadors for the City of Philadelphia and being a source of pride for all of its citizens. Well, I had something prepared, but I think everything was covered, and I really do appreciate it on behalf of the Northwest Raiders. Yes, we have been in existence for over 40 years, and we most definitely strive to work with our youth in the community to make sure they're productive citizens in the future. Our motto is "Our turf has no boundaries," because we want our children to realize if they set their limits, there will be no limits if they work at it. So at this particular time, I would like to thank most of our Board Discover Works Global 888.557.8650 www.dw-global.com here and our coaches for all the work they do and the time they take with our children in the community. And we just want to thank for sure Council President Clarke and most definitely Councilwoman Bass for all of her support as we go forward for our next goal, which is hopefully to try to obtain a playing field. We as a nation will never forget. I remember as a young teenager watching television as my father and mother were watching broadcasts of the Vietnam War and just the very sad visuals that I saw of young people wounded, injured, bleeding, and I thought to myself who are these people that bear this burden for our nation. And I would see the pictures of the soldiers and sailors and Marines and airmen coming home, being greeted by boos and protests. And I think it is fitting that since 1974, March 30th has been recognized as Welcome Home Vietnam Veterans Day. This is a special year as well, because it is the 25th year of the anniversary of the Vietnam Veterans Memorial at Penn's Landing, which was established by the people that are standing here. They Discover Works Global 888.557.8650 www.dw-global.com recognition of those who had served, those who did not come home and those who came home and bore the burdens of war. And so this is a resolution recognizing March 30th as Welcome Home Vietnam Veterans Day and October 2012 as the 25th Anniversary of the dedication of the Philadelphia Vietnam Veterans Memorial at Penn's Landing.

Whereas, the United States Congress annually recognizes March 30th as Welcome Home Vietnam Veterans Day; and

Whereas, the Philadelphia Vietnam Veterans Memorial was dedicated in October 1987 to honor the sacrifice of 646 brave Philadelphians who gave their lives in defense of freedom; and

Whereas, for the past 25 years, the Philadelphia Vietnam Veterans Memorial has served as a gathering place for Discover Works Global 888.557.8650 www.dw-global.com Day and Veterans Day to share camaraderie and reflect on all who have served; and

Whereas, the Memorial not only honors the sacrifice of the brave soldiers who gave their lives in service to America, but also as a sanctuary of healing and remembrance for veterans and their families throughout the Greater Philadelphia Region; and

Whereas, the Philadelphia Vietnam Veterans Memorial Advisory Fund, Inc. will hold its 25th anniversary commemoration on Friday, October 26th and Saturday, October 27th; therefore be it

We're delighted to be here, and I'm delighted to accept this resolution on behalf of the Memorial Fund, the Philadelphia Vietnam Veterans Memorial and the Memorial Society, both of which, as Councilman Oh indicated, raised money Discover Works Global 888.557.8650 www.dw-global.com while it is true that when we returned from Vietnam we didn't get the accolades that many of our veterans, and rightly so, are receiving today, it's less so today, and one of the reasons why is resolutions like this that recognize our service. We appreciate it. And we would ask you to be mindful that this year in particular with the 25th anniversary, we are -- and we're careful as veterans about celebrating anything relating to the Memorial, but in truth, we are celebrating in fact the Memorial. We're observing the 25th anniversary and the 646 young men who lost their lives in that war. And if you think just a moment, that's pretty extraordinary. Our theme for this year is Warrior Stories. We are trying to tell the story of each of those young men based on the Daily News articles some 25 years ago that highlighted them. So I'd encourage you to visit our website. Such in these reports for sure are a woeful reminder that the important work you have done around the still easy availability of guns remains necessary and we should not accept our inability to move Harrisburg as defeat. The sad and some might -- well, based on what we hear to date, because we know that the news reports continues and every day there's a new release of film, most recently a release of the actual initial arrest of this young man. So the sadness and unavoidable -- well, some might say avoidable tragedy is a woeful reminder that all parents have conversations with their boys. All parents of boys, I would suspect -- I'm a parent of a daughter -- have conversation about the birds and the bees, but parents of African American boys have to have another conversation that I term Discover Works Global 888.557.8650 www.dw-global.com "existing while black." Existing while black for African American boys means that everywhere they go, they continue to have to be faced with hidden land mines that can go off at any given moment at some unexpected place and unexpected time. Dr. King said it best, injustice anywhere is a threat to justice everywhere. It's my hope, Mr. President, that millions of citizens across this country will look to see justice and hope that justice will prevail in this tragedy. Thank you, Mr. President.

Good morning. Thank you very much, Mr. President. To the Council men and women, at large and both in the City, and to all of you ladies and gentlemen, I am delighted to have the opportunity to be here today to just speak a word on the importance of some of this legislation that has been sitting for a long time in Harrisburg, much too long. com I want to say that Former Speaker of the House, Representative O'Brien and now Councilman O'Brien, and I are joined together at the hip because of certain issues that has taken place to our children. We have fought for legislation for better health. We have fought for legislation for better schools. The one place where we have reached a barrier has been fighting for legislation that will punish those who are child predators. Every time we've introduced legislation, it has laid in committee and has not gone forward. I didn't tell Representative at that time, now Councilman, why I stood with him so hard when we were fighting for children, but a few months ago when we had a meeting, I could not hold it any longer. com exposed is critical to our children. Some years ago, more years perhaps than you can imagine, I lived with my mother, stepfather and 11 other sisters and brothers. I was young, didn't really know what was happening to me, didn't understand it, but every time my stepfather had an opportunity to caress me, feel me, bother me in a way that I didn't understand, I didn't know what to do. Finally, when my mother was away one night one weekend, the real thing happened. I woke up one night to find him in bed with me. Not only was he in bed with me, but he was in me. com hold it within. So the only one that knew about it was me, him and God. I avoided him as much as I could, wrapping myself always around my other sisters and brothers, making sure that he didn't get the opportunity to do that again. And, finally, one day one year, two years, I know not how many years later, I confronted him alone. I don't even know how it happened, but I stood up to him at the age of 12, 13, and I said to him when he came forward, You will never do that again. And he said, But... I said, I will tell my mother. He says, But I will tell them about the time that I did and you said nothing. I said, I was a child. I didn't know how to protect myself. But I know now, and you will never touch me again. com Philadelphia, where I stayed and lived with my secret. The sad part about it is, I had to live with a secret that no one really understood. And I want to say to you today, no one really understands what these young men and women experience unless you've been there. No one understands how to treat them. No one understands what it feels like. And no one is able to help them until a law is put in place that allows them to be able to treat them or send them to jail. I believe if any one of the number of bills that are on this page had been in effect 50 years ago, 60 years ago, we wouldn't have to worry about what we're going to do with Sandusky, because he would have been treated as a child when, no doubt, someone did that to him. com will allow us to arrest them, it will allow us to put in place treatment for those young people who will never ever be the same no matter what happens. I counsel almost every day men and women who have been victims of child sex abuse, and let me tell you, none of them, none of them will ever be the same. But we can help. As lawmakers we help put in place things that help them with a better education. Not all it should be, but it's better. We put in place things to help them to be safe, but we've never put in place things to help them overcome sexual abuse. And let me close by saying, sexual abuse in 2012 is alive and it's well. It has not gone away. It's brothers against brothers.

It's brothers against nieces and nephews. It's husbands against stepchildren. It is alive. It's friends next door. com the athletic. It is alive and well, and until we who are responsible for the lives and safety of our children do something, it will never change. So thank you, Representative/Councilman O'Brien, for just allowing me to be able to come forth with something that I have held and held and lived with for over 60 years. It's time that we move. I'd like to speak on the resolution of Councilman Jones and Councilwoman Tasco for the diversion program in the City of Philadelphia, who saved over 5,000 homes in this city. It's been a national model. Nobody can Discover Works Global 888.557.8650 www.dw-global.com be foreclosed in Philadelphia before they go into a court and have to negotiate with a bank, have to negotiate with a homeowner to save the property. Seventeen programs around the state have followed our program, and unfortunately, right now there's an attempt to curtail that program and try to speed it along in a way that I don't think that the mortgage industry in this country can deal with. The Federal Reserve has recently done a survey of foreclosure practices in the different mortgage companies, and they found unsafe and unsound processes and practices in residential loan servicing. What that means is, the banks lose your documents, they can't get it together to work out a deal in a rapid manner. If the court wants it to be more rapid, some people in the court -- I think the judge that runs it likes the program the way it is. And we really believe that it's going to cost Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING a lot of people their homes if these changes are made. And we appreciate Council putting forward this resolution. We hope that the courts will continue. It's a very successful program to protect the homeowners in the City of Philadelphia. Thank you. I proudly served on their Board for many, many years. I would first like to get some business out of the way and say that I was the proud sponsor of the autism insurance bill in the Commonwealth of Pennsylvania. Very simply, that provided for coverage for diagnosis and treatment of individuals with autism. Act 62 was supposed to generate $28 million for the Commonwealth of Pennsylvania by pushing those services from medical assistance to private carriers. It's been the law in the Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING Commonwealth of Pennsylvania for three years, but, sadly, the Commonwealth has not received $80 million, that the coffers erode, so that we continue to expand the wonderful programs we have in the Commonwealth of Pennsylvania. And it's desperately important in these times when we are challenged with budget cuts from that same General Assembly. So my recommendation is that we call upon the Governor of the Commonwealth of Pennsylvania to bring the insurance commissioner and DPW secretary together so that we can fully implement Act 62. Second, I would call upon Community Behavioral Health in the City of Philadelphia to ask parents who have children who are covered by private insurance subject to Act 62 to assign their appeal rights to the City so that the City or a law firm hired by the City can go after the insurance companies to make sure they pay for the services Act Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING 62 is supposed to cover. Thirdly, I will introduce to you my new best friends, John Burke, who is a police officer, serves proudly in the City of Philadelphia, and his wife, Suzanne, who also works for the City of Philadelphia. But with the President's permission, my new friend, Anthony, who is an individual living with autism, is fascinated by this microphone. Well, when I said those that can't speak for themselves, I think Anthony is doing a remarkable job speaking for the individuals living with autism. com 3/29/12 - STATED - 2ND READING only insurance company in the Commonwealth of Pennsylvania who filed a lawsuit to not implement Act 62 is our own Independence Blue Cross in the City of Philadelphia. And I call upon everyone to contact Independence Blue Cross and ask them to abide by the Common Pleas Court decision by Judge Idee Fox that clearly defines the implementation and the provisions of Act 62 so that individuals like Anthony can continue to receive the services. This is a civil right. They have the right to health services. They have the right to educational services. They have the right to behavioral services, and they have a right to the respect of all of us. So I ask you to continue on that mission. So it is my honor to also tell you that Philadelphia ranks in the top ten cities of the world for individuals living with autism as the most appropriate place to live. We didn't have the inclination, frankly, to address autism. There was a big mountain. We got to the top of the mountain. But now we can see way into the distance, and we have a long way to go. But in Pennsylvania, we put together in 2004 the Autism Task Force, which still serves as the international blueprint for the autism conversation as we move forward. We have the first two Centers of Excellence in the United States to do the research, University of Pittsburgh and our own Drexel University that's here today. com 3/29/12 - STATED - 2ND READING regional basis and focus on the demographics and the programmatic responses so that we could create the most appropriate developmental opportunities for individuals living with autism. We have the first programs for adults with autism in the United States of America. We have two programs. We have the adult waiver and we have an ACAP program. That is a contract with CMS. That is -- it's a contract that embodies thousands of waivers, but it provides the fiscal community and behavioral supports that an individual with autism needs to be successful. That has to be recognized and it has to be expanded. The Bureau of Autism Services under Nina Wall-Cote took a census in Pennsylvania and found that we have 25,000 individuals living with autism. For the first time, we know where they live. We know where they are on the spectrum. We know how old they are. com 3/29/12 - STATED - 2ND READING With the excellent services that we've created in Pennsylvania, we can also predict in the short term and long term what the cost of caring for those individuals are. We took that census and we sent out a questionnaire. There were 4,000 responses. Statistically, that's an anomaly that doesn't happen. We now know that needs assessment. It's again an illumination of where we have to go in the future. There are many grants. Now, some people may think this is a waste of money, but you have to recognize the families with individuals with autism, they don't get to go to theme parks. They don't get to go on vacation. They rarely get to do anything together. So the mini grants are wonderful. com 3/29/12 - STATED - 2ND READING infrastructure of that whole university to get behind the public health science conversation, which is sorely needed. Again, I would recognize Nina Wall-Cote. She's a Professor at St. Joe's University and has a certification program that's online. So for everybody far and wide, you can enroll in that course. Chestnut Hill four years ago, Ms. Cote went and described a need for an adult service model to be had in Pennsylvania, and they responded with a four-year dialogue that recognized the importance of having educators, nurses and social workers in the conversation.

I'm proud to say this past September, they implemented an undergraduate and a graduate program that takes that adult service model, again, that doesn't exist anywhere in the United States of America and they're running with it. That means students from all over the world are going to come here. com 3/29/12 - STATED - 2ND READING Eastern University bought 25 acres from Valley Forge Military Academy and created a junior college for individuals with Asperger's, and now they're employing all the behavioral health supports that someone needs to deal with their anxiety and depression issues. We have to take these opportunities in lean times to say this is the time we get creative. There is no more better steward of the public health and human service dollar than Estelle Richman was in the Commonwealth of Pennsylvania. Representative Bishop is vivid proof that we need to do as much as possible to help victims, take action against perpetrators who hurt children and, in many cases, scar adults for life. But I just wanted to very simply say that individuals who want a civil window are not looking for the money. It's one way of protecting individuals from becoming future victims. For 25 years or more, prosecutors would sit in my office and they were consistent in one theme as we considered those many pieces of legislation, that the instant case wasn't as important as making sure there wasn't a second, a fifth or, I dare say, a 50th victim.
