Councilman Greenlee

Thank Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING you. A few weeks ago, along with other elected officials, I was at the Children's Alliance and heard State Representative Louise Williams Bishop speak about the horrible experience she talked about today. I can honestly say during her talk, no one was on their BlackBerries, no one was staring out the window, no one was talking to someone else. There was wrapped attention. Representative Bishop is vivid proof that we need to do as much as possible to help victims, take action against perpetrators who hurt children and, in many cases, scar adults for life. The House bills mentioned in this resolution show that members of the Philadelphia Delegation - Representative Bishop, then Representative, now Councilman O'Brien, Representative Parker and Representative McGeehan - want to assist those victims, and I believe it's appropriate that we support those Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING efforts. And may I acknowledge the efforts of Councilman O'Brien, both in Harrisburg and in the preparing of this resolution. And, Mr. President, because I think we want to send the strongest message we can on this, I would move for the adoption of the resolution by a roll call vote, please.

Councilman Kenney

Mr. President.

Councilman Kenney

Quickly, too. There should be no statute of limitations on an issue involving the theft of a person's childhood. And for too long, institutions and individuals in our Commonwealth and our country have tried to wait these people out, all because of money, and what things look like and not what they really are. And if people had taken the bull by the horns when they knew about it, when they knew Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING about it, we wouldn't in this situation today that we are. How you cannot protect a ten-year-old child from a man who wants to do the things that they do to them, I don't know how you live with yourself. But it is not the time to wait them out. Because they've spiraled to the drug addiction and alcohol and mental problems because their childhoods were stolen doesn't mean we should wait them out. When they have the strength to come forward is when they have the strength to come forward, and we should honor that and at least respect our ability to protect them now when we didn't protect them when they were ten years old. Thank you. (Applause.)

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilmember O'Brien.

Councilman O'Brien

Thank you, Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING Mr. President. As Charlie Gallagher, who was the DA who ran the first grand jury in the City of Philadelphia, would say, this is tantamount to soul murder. I was involved in the last 25 years in Harrisburg in issues involving involuntary deviate sexual intercourse, aggravated sex assault, DNA data bank and, most recently, the removal of the mandatory criminal statute of limitations. But I just wanted to very simply say that individuals who want a civil window are not looking for the money. It's one way of protecting individuals from becoming future victims. For 25 years or more, prosecutors would sit in my office and they were consistent in one theme as we considered those many pieces of legislation, that the instant case wasn't as important as making sure there wasn't a second, a fifth or, I dare say, a 50th victim. Discover Works Global 888.557.8650 www.dw-global.com 3/29/12 - STATED - 2ND READING Individuals looking for an opening of the civil window very simply want to make sure that the perpetrator's name appears in the paper. Unless there's a criminal charge or a civil action filed, they feel they can't protect other individuals from the same tragic fate that is visited upon them. I thank my friend Louise Bishop from the bottom of my heart for becoming the face of this most difficult personal issue. Thank you, Mr. President.
